Violence, overcrowding, self-harm: BBC goes inside one of Britain’s most dangerous prisons

There’s chaos in HMP Pentonville.

A piercing alarm alerts us to what prison officers describe as an “incident”. There’s a cacophony of slamming metal doors, keys jangling, and shouts and screams from inmates as officers race to see what’s happened. We run behind as they head to where the trouble is.

Cell doors and chipped painted white bars are just about the only scenery as we move through this chaotic and nerve-jangling environment.

A muffled walkie-talkie tells us it’s a case of self-harm. An inmate who’s been locked up for most of the day has carved “mum and dad” into his arm with a sharp object. A quick glance into the cell and the sight of blood. A prison officer crouches down, stemming the flow.

The BBC has been given rare access to HMP Pentonville men's prison in north London at a time of major crisis for jails in England and Wales.

Next week, with prisons across the country running out of cells for new inmates, the government will release some offenders early in a controversial scheme aimed at easing the overwhelming pressure on a system on the brink of collapse.

Over the course of two days inside Pentonville this week, we were confronted with the stark reality of this crisis.

The pressure on staff is immense. In just half a day, we hear six alarms. The day before there were more than 30. Prison officers don’t know what they’re running towards behind those locked and bolted doors. Blood, violence or even death are all possibilities.

Shay Dhury has been a prison officer here for almost five years and says she’s never seen it this bad. Recently, both her wrists were broken as she tried to separate two gang members during a fight. She believes gang-related crime is one of the main reasons there are so many people in prisons, especially Pentonville.

“They go for each other - and when two people go, other people go,” she says. “It ends up us just trying to stop the fight. It gets really messy sometimes - stressful, yeah.”



HMP Pentonville was built in 1842 and is largely unchanged structurally in 180 years. Originally designed to hold 520 people in single cells, it now has an operational capacity of 1,205, with two prisoners packed into each cell.

The jail is dangerously close to capacity - with just nine beds remaining when we are there. And humans are not the only inmates here: mice and cockroaches are rife.

The government says Pentonville epitomises the challenges facing ageing, inner-city prisons with transient populations who have varied and complex needs.

More than 80% of Pentonville inmates are on remand, which means they are awaiting trial. The rest have been convicted of serious crimes including murder, rape, and drug offences.

Remand is at a 50-year high across England and Wales - and that’s partly down to a backlog in the criminal courts. Ministry of Justice (MoJ) figures show the Crown Court system has a backlog of more than 60,000 cases. The Magistrates Court has a backlog of more than 300,000 cases.

One prisoner has been trying to get his leaking toilet fixed for three weeks


Tom - not his real name - is on remand. His cell is tiny. It’s around seven feet by six feet (2m x 1.8m) and has a pungent smell of urine, faeces, and rotten food. A bunk bed takes up most of the space. The toilet, in the corner beside the sink, is leaking and there are wet splashes on the floor.

“I've been telling them about that for three weeks,” Tom says. “I could fix it - I'm actually a plumber - but it had no washers in there.”

Overcrowding impacts all areas of life inside. With fewer officers to inmates, prisoners’ needs can’t always be met, which means some, like Tom, are living in cells that aren’t properly operational for several weeks when repairs are needed.

Michael Lewis is inside for drug offences. He’s 38 and has been in and out of jail for several years, but hopes this will be his last stint.

“It’s hard to rehabilitate yourself in a place where you've got gang violence, postcode wars, drug violence, money wars,” he says, highlighting how overstretched staff are.

“They're trying to do this, this, this and this - but now you want help as well? So it's hard.”

He tells me about the night he woke to find his former cellmate trying to hang himself.

“I could tell he wasn't dead because he was still breathing, he’s still warm,” Lewis says, describing the wait for a prison officer to come to help.

“He can't open the door on his own at night - keys and everything, security risk,” Lewis explains. “Waited for another staff member - and as soon as he came in he saw to him.

“He survived.”


'I would rather die'


I’ve been to several prisons and the situation at Pentonville is the worst I have seen.

The staff seem to be doing what they can in very difficult circumstances, fighting problems, crises, and violence - but they are often struggling to cope.

Sixteen people will be released from here next week when the government releases thousands of offenders early. The prison’s governor, Simon Drysdale, says that will alleviate some of the pressure and mean more people who’ve been sent to Pentonville - a reception prison serving all London courts - can be transferred on to other jails because they too will have more available cells.

“Our total focus is on making sure that we've got space and capacity,” Mr Drysdale says. “That takes up a large proportion of our thinking space and a lot of the staff's time, and because of that we don't get as much time as we would like to think about things like getting men into more meaningful work.”

But some Pentonville inmates are doubtful that 16 inmates being released from here will make a difference. One, who didn’t want to be filmed, speaks to us while crouched on the floor with his back against the wall.

“Nothing will ever change,” he says, sobbing.

“They don’t care about us. I would rather die.”

As protests continue to spread in the wake of the police killing of George Floyd, one seemingly radical, decades-old idea has been thrust to the forefront of mainstream discourse: prison abolition.

With over two million people locked up in prisons and jails, the United States’ incarceration rate is the highest in the world, to the point where the country constitutes about five percent of the world’s population and yet houses 25 percent of the world’s prisoners. Black and brown people are disproportionately imprisoned, sexual abuse is rampant, labor is exploited, and prolonged solitary confinement—denounced as a form of torture by the United Nations—is commonplace. The brutality of these conditions becomes all the more salient when compared to other developed Western nations, where even life sentences for murder rarely involve being condemned to spend the remainder of one’s days behind bars.

Prison abolitionists argue that it is not enough to simply reform our current criminal justice system—that it must be completely dismantled and, in its place, society must invest in communities and address harm in other ways. The two foremost leaders of the contemporary prison-abolition movement are famed activist Angela Davis and the scholar and geographer Ruth Wilson Gilmore. In 1997, they cofounded the organization Critical Resistance with the mission to “build an international movement to end the Prison Industrial Complex by challenging the belief that caging and controlling people makes us safe.” (You may have encountered the organization’s graphic chart breaking down the effectiveness of reform vs. abolition circulating on social media as of late.)


With the concept of prison abolition gaining increased visibility and unprecedented momentum, GQ spoke to Woods Ervin, an organizer with Critical Resistance who has been involved in the movement for a decade, about its basic tenets, goals, and visions for a prison-free future.

GQ: Prison abolition is an idea, when first encountered, that can feel incredibly radical and infeasible. How did you first encounter it, and was there a particular moment where you felt like the switch had been flipped for you?

Woods Ervin: The theory clicked for me around 2008. I was working at the time with queer and trans young people of color in Chicago. Part of the daily work was trying to support, engage, and help develop young people who are being constantly targeted by the prison-industrial complex [PIC]. I had a firsthand understanding of how the PIC comes into people's lives and shrinks their life chances.

These were young people who were 13, 14, 15, getting kicked out of their homes for being queer and trans, and who, out of survival, were constantly coming into contact with the prison-industrial complex. For me, that put it in really stark relief. Because they couldn't figure out how to get out of the systemic nature of it, there was nothing for those young people. They were just falling through the cracks.

It clarified for me that the prison-industrial complex needed to be pulled apart. I think it was then that the politics crystallized, and it was in the practice of organizing with Critical Resistance that the work of how to do it crystallized.

As an organizer, when you're giving someone the elevator pitch for prison abolition, what do you tell them?

I say that abolition is a political vision with a goal of eliminating imprisonment, policing, and surveillance and creating lasting alternatives to punishment and imprisonment. That it's not just about getting rid of building cages, it's about actually undoing the society that continues to feed on and maintain the oppression of masses of people through punishment, violence, and control. Because the prison-industrial complex isn't an isolated system, abolition is a broad strategy. And so we have to be building models today that develop and represent how we want to live in the future. It's both a practical organizing tool and a long-term goal.

Compared to other countries, the U.S. has a particularly cruel prison system. You can look to, say, some of the Scandinavian countries and see more humane prison systems and life sentences that only last 10 years. To prison abolitionists, why is criminal justice reform based on a system like that insufficient?

The prison-industrial complex isn’t broken. It’s doing exactly what it's meant to do. By calling for any of these reforms, you immediately re-entrench the logic that is underpinning its systemic nature. The prison-industrial complex—both prisons, policing, surveillance—they feed off of reform. With each iteration, they've gotten bigger, more deeply entrenched into our communities, and more powerful.

Can you give an example of a reform that ended up further entrenching the system?

First of all, prison itself is a reform. Before, there was a use of corporal punishment, and the developing of the prison system is itself a move from that practice into what was initially seen as something that was more humane and has escalated from there. I think the reform of more trainings specifically—I'm thinking about police, which I think is on a lot of people's minds right now—results in something like Urban Shield, which was the crown jewel of police trainings in the Bay Area. And it essentially was a war-games training that brought together police departments from around the Bay Area and some departments from around the world, some from countries with known human-rights abuses, to develop their practices of coordination.

I'm sure you get this question constantly, but I think that the immediate concern that comes to a lot of people’s minds is: "Well, what if there's a serial killer on the loose? Or what about the case of a violent rapist?" What is done in those situations if you’ve abolished the police and you abolish prison?

This is a question that we frequently get. There are multiple ways to answer this question. First of all, it's going to depend on each scenario, right? These extreme moments of violence and harm are often located in specific communities. When we're thinking about abolishing the prison-industrial complex, we're thinking about abolition as a presence, but what does it mean to build up infrastructures in communities that can help with a variety of interpersonal issues as prevention measures, but also practice accountability for community members who do harm in a way that actually not just addresses the specific harm, but transforms the community as well?

But in addition to thinking about what we do in communities, we have to think about the rate at which the prison-industrial complex is able to actually address rape and murder. We've spent astronomical amounts of our budgets at the municipal level, at the federal level, on policing and caging people. And yet I don't think that people feel any safer from the threat of sexual assault or the threat of murder. What is the prison-industrial complex doing to actually solve those problems in our society?

And then there are the ways in which the prison-industrial complex itself is a perpetuator of some things, whether the police officers who are allowed to sexually assault women and girls who are part of investigations, guards who physically and sexually assault people who are incarcerated, or the issue we're seeing now, where police are murdering people. I know that’s a question that rises to the top for people, because of the ways in which the prison-industrial complex tells us that that's the service that it provides.

In that vein, though, murder and rape have been around since the beginning of time. What does the restorative justice process look like for victims, or family members of victims, so that they feel as if justice has been served, but not in a way that goes on to perpetuate the violence?

There are people who, such as Mia Mingus, who works at the Bay Area Transformative Justice Center, or Mariame Kaba, who works at Survived and Punished, who have been doing lots of work around developing practices of transformative justice that can actually work to transform the harms of sexual assault. There’s a whole body of work, of tools, of practices that can help to engage the issue of sexual assault and to ideally transform and build more accountable communities, so that we're able to actually remove that harm from society more broadly.

Right now, we're actually not doing anything about it. We're not trying to change the systemic way in which sexual assault manifests in our society. At least with transformative justice practices and community accountability practices, there's an attempt to actually get to the root causes and transform society so that those things can't happen.

Can you quickly clarify the difference between restorative justice and transformative justice?


Restorative justice is to try and restore relationships to how they were prior to a harm being done. Transformative justice, the purpose is to try and transform communities so that the harm cannot happen again.

On a logistical level, how does the prison abolition movement work to get these aims accomplished? It’s hard to wrap your head around when you think about how big the prison system is, how vast the police forces are. Is it a matter of starting first by defunding the police, or does it start through additive community programs, or the two of those simultaneously?

It is simultaneous. One shorthand we use at Critical Resistance is “dismantle, change, build,” and it's not necessarily linear. They have to be happening simultaneously because they're happening in relationship with each other, and the processes inform each other so that what you are able to build is actually in direct relationship to the community that is building it.

In the case of George Floyd, it is unconscionable that someone can be killed for allegedly forging a $20 bill. If we were living in a society where prison had been abolished, where the Critical Resistance vision had been put in place, what would have happened from the time when he handed over the supposedly forged $20 bill?

Lots of things could have happened. One thing that could have happened was that if there was a policy within the store where people who have needs around access to food could get those needs met, either through some government-based or community-based program so that this is essentially a nonissue. The buck would literally stop there. And that's not impossible. We have things like food stamps. Why isn't that an immediate offering that could have been available? The expansion of policing and imprisonment is directly tied to the erosion of goods and services being provided by our government in order to support people in their everyday needs. Which I think is why it's so clear during this moment of increasing austerity, you see large swaths of people all across the world making the connection and mobilizing accordingly.

What is the most frustrating part of working in prison abolition work in the sense of, what does the general public seem to find the most inconceivable about all of this?

Abolition calls on you to really use your imagination in ways that have become counterintuitive for lots of people, because of what Mariame Kaba calls “the cop in our head and cop in our heart.” We've been indoctrinated by a society that's been [using] policing and prison to answer for every social and political problem that we have that we have very little practice with the muscle of imagining and solving systemic problems without prison sentences.

Related, a lot of people are used to calling 911 whenever they have a problem. So who would be called instead?


Depending on the scenario, if you have capacities within your neighborhood to solve a problem, you would call your neighbor. If there is an emergency that's beyond you or somebody who lives in proximity to you is not trained to be able to handle the emergency that you are experiencing, there are models from around the world of direct responders who are trained in a variety of kinds of response that are particular to the emergency that you are having. What are your essential texts on prison abolition? The primary ones are, of course, Are Prisons Obsolete? by Angela Davis and Golden Gulag by Ruth Wilson Gilmore, but is there anything else you would recommend that was transformative for you personally?

I think that Alex Vitale's The End of Policing is excellent. There’s another compilation, Policing the Planet, that’s fantastic. Invisible No More by Andrea Ritchie. Because the prison-industrial complex is so complex, depending on what aspect you want to learn about it, whether it be prison or policing, I think that the [books] that we just talked about really cover those really well. But if you want to know more about things like surveillance or you want to know about probation or parole or the ways in which pretrial interacts with prisons and policing, there's so much more reading to do.

Have you encountered any politicians who are sympathetic to the cause?

Our experience is that via our campaign, decision makers move accordingly and oftentimes move around the particular issue that we're working on. So, whether it be the fight against the San Francisco jail in the Bay Area or the fight against the jail in Los Angeles, that decision makers via the campaigns that Critical Resistance engages in move towards abolition around that particular fight. This is why we win.

The Emerging Movement for Police and Prison Abolition

The murder of George Floyd last spring provoked an unprecedented outpouring of protests, and a rare national reckoning with both racism and police violence. Public officials across the country pledged police reform. On April 20th, Derek Chauvin, the officer who knelt on Floyd’s neck for more than nine minutes, was found guilty of murder. It is rare for police to be prosecuted, let alone punished. I remember my incredulous reaction, in 1992, when my mother called to tell me that the four police officers who beat Rodney King, in Los Angeles, were found not guilty. I remember, in the summer of 2013, being at a Chicago restaurant, having dinner with my wife, and feeling the numbing shock of seeing in real time, on television, George Zimmerman acquitted for the murder of Trayvon Martin. We left the restaurant to join a protest downtown, crossing the street to catch the train. When I walked through the turnstile, a Black woman wearing the uniform of the Chicago Transit Authority looked at me with tears in her eyes, and mouthed, “They let him get away with it.” For most ordinary African-Americans who have watched helplessly, for years, as police act with violent impunity in their communities, the conviction of Chauvin feels like justice long delayed. For Floyd’s family, the verdict came as a relief. Philonise Floyd said that the conviction “makes us happier knowing that his life, it mattered, and he didn’t die in vain.”

In a certain sense, the trial of Chauvin has been viewed as a piece of a national reform strategy. There is a hope that his conviction will serve as evidence that police do not operate above the law and that they can be subjected to its punishments. But if it takes tens of millions of people marching, and an extraordinary recording capturing Chauvin’s cool torpor as Floyd’s life left his body, to secure some measure of legal accountability for the police, then what does this conviction mean for the transformation of American policing? In effect, Chauvin had to be convicted for it to remain even remotely credible that, in the United States, the law protects the rights of African-Americans. Pursuing such an outcome allowed Chauvin’s employers and supervisors to disavow him, describing him as a rogue cop who had abandoned his training. “Policing is a noble profession,” the prosecutor Steven Schleicher said at the trial. “Make no mistake, this is not a prosecution of the police—it is a prosecution of the defendant. And there’s nothing worse for good police than bad police.”

Days into the protracted spectacle of the Chauvin trial, the police killing of an unarmed twenty-year-old Black man, Daunte Wright, ten miles north of Minneapolis, in the suburb of Brooklyn Center, sparked fresh protests. The details of that latest outrage bore all the markings of the sanguinary and absurd cycle of racist police violence. Consider that police stopped Wright’s car because of some minor technicality often used a pretext for racial profiling, that they threatened him with arrest because of an existing warrant, and that, in the most tragic turn of events, the officer who killed Wright claimed to confuse her Taser with her gun. Within hours of his murder, the chief of police and the officer who pulled the trigger, Kim Potter, had resigned their jobs, and Potter was subsequently arrested for second-degree manslaughter. The quick resignation and arrest are other indications that things are not quite the same regarding the police, but nothing that led to the confrontation and the ultimately death of Wright has been undone.

Indeed, as the high-stakes trial of Chauvin was unfolding, the news was roiled by the release of body-camera footage showing a Black soldier being pepper-sprayed during a routine traffic stop in Virginia, followed by the release of body-camera footage documenting the police shooting, in Chicago, of thirteen-year-old Adam Toledo, his empty hands in the air. Chicago officials initially claimed that Toledo had an “armed confrontation” with the officer who shot him. Misleading comments from Mayor Lori Lightfoot and others revived memories of the murder of seventeen-year-old Laquan McDonald, seven years earlier. McDonald was shot sixteen times by a Chicago cop, Jason Van Dyke, who claimed that the teen-ager attacked him with a knife. Subsequent release of dashboard-camera footage showed McDonald walking away from the police as Van Dyke unleashed a fusillade of bullets in his direction. The revelations surrounding McDonald’s murder exposed a coverup that stretched high into Chicago’s political leadership, effectively ending the then mayor Rahm Emanuel’s political career there. The killing of McDonald was also supposed to usher in a new period of police reform in a city long dogged by scandals and crises of police racism, corruption, and brutality. Jason Van Dyke was also convicted of murder, but the controversy surrounding the death of Adam Toledo shows that the Chicago Police Department remains far from reformed.

Minutes before the verdict in the Chauvin trial was revealed, a white police officer in Columbus, Ohio, shot a Black sixteen-year-old, Ma’Khia Bryant, four times in the chest, killing her. Bryant was wielding a knife and threatening to stab another girl when she was shot, but the officer’s default to shooting and Bryant’s resulting death quickly dashed any hopes that the guilty verdict in Minneapolis indicated a turning point in American policing. Since then, new cases involving police shootings of unarmed Black men have surfaced in North Carolina and Virginia.

The continuation of police abuse has reaffirmed the calls of some activists for an end to policing as we know it; for others, it has confirmed that the institution of policing should be abolished completely. In the past year or two, the propositions of defunding or abolishing police and prisons has travelled from incarcerated-activist networks and academic conferences and scholarship into mainstream conversations. Of course, this doesn’t mean that these politics have become mainstream, but the persistence of police violence disproportionately harming Black communities has pushed far more people to contemplate radical proposals for dealing with issues of harm and safety.

One Black woman who has been at the center of these conversations is Mariame Kaba, an educator and organizer who is based in New York City. Kaba fund-raised for large-scale mutual-aid operations as the impact of COVID-19 began to set in and the lack of public provisions threatened hunger, homelessness, and illness for untold numbers. She is also known for helping to organize a successful campaign to award reparations to Black men who survived torture orchestrated by the former Chicago police commander Jon Burge. Those reparations include a five-and-a-half-million-dollar compensation fund for the victims and their families, waived tuition at the City Colleges of Chicago, a mandatory curriculum for Chicago public schools about the police torture, and a public memorial. It was an unprecedented campaign and outcome, which mirrored the professed values of the growing abolitionist movement: repair and restoration. Kaba and her fellow-activists were less interested in prosecuting the offending police officers than in developing initiatives that could repair the harms done by the Chicago Police Department.


Many were introduced to Kaba and her work through her blog, Prison Culture, which she began, in 2010, as a way to talk about her organizing projects and to educate and engage with a small public about the consequences of prevailing law-and-order politics in the United States. Kaba writes in Prison Culture about the culture of punishment that has functioned as a guiding principle in American jurisprudence. She also shares movement reports, articles published elsewhere, poems from other writers, and lots of visual art. When I spoke to Kaba recently, she told me, “I am not interested in writing. I am an organizer who writes.” But, as an organizer, she writes quite a bit, and, in February, she published a book, “We Do This ’Til We Free Us: Abolitionist Organizing and Transforming Justice,” an eclectic collection of articles, interviews, speeches, short pieces co-written with some of Kaba’s political collaborators, and more, edited by the sociologist Tamara K. Nopper.

The book, which débuted on the Times best-seller list, offers an entry point into the world of abolitionist politics, beginning with an essay titled “So You’re Thinking about Becoming an Abolitionist.” It contains several basic but profound observations: “Increasing rates of incarceration have a minimal impact on crime rates. Moreover, crime and harm are not synonymous. All that is criminalized isn’t harmful, and all harm isn’t necessarily criminalized.” If there is a mismatch between punishment and crime, and crime and harm, then what is the intent of the criminal-justice system and the police it employs? Kaba refers to the “criminal punishment system” to emphasize that justice in the United States means a promise of retribution much more than an effort to understand why an infraction has occurred. She writes, “If we want to reduce (or end) sexual and gendered violence, putting a few perpetrators in prison does little to stop the many other perpetrators. It does nothing to change a culture that makes this harm imaginable, to hold the individual perpetrator accountable, to support their transformation, or to meet the needs of the survivors.” When we spoke, Kaba told me, “I am looking to abolish what I consider to be death-making institutions, which are policing, imprisonment, sentencing, and surveillance. And what I want is to basically build up another world that is rooted in collective wellness, safety, and investment in the things that would actually bring those things about.”

Kaba is the daughter of West African immigrants who came to the United States in the sixties, her mother from Côte d’Ivoire and her father from Guinea. Her father completed graduate studies, in economics, at Columbia before accepting a job at the United Nations. Kaba, born in 1971, came of age in the racial tumult of nineteen-eighties New York City. She recalled “going to school on the subway, and all the sudden seeing houseless people in the subway. . . . It had a lot to do with deinstitutionalization, as well as the crack epidemic, as well as the AIDS epidemic, as well as all these things piling onto each other at the same time.”


In our conversation and in her book, she made note of the police killing of Michael Stewart as formative to her own political awakening. On September 15, 1983, Stewart, a twenty-five-year-old African-American artist, was arrested for graffitiing the subway. Transit police beat and hog-tied him; he never regained consciousness. Nearly two years later, an all-white jury acquitted six police officers accused of murdering Stewart. On October 29, 1984, the sixty-seven-year-old Eleanor Bumpurs was shot and killed by police who were assisting in her eviction from public housing in the Bronx. Bumpurs suffered from mental illness, claiming that Ronald Reagan had come through the walls of her home, and she had barricaded herself inside her apartment. As police broke through the front door, Bumpers, wielding a knife, was shot twice, in the hand and the chest. The cop who shot Bumpurs was eventually acquitted of manslaughter charges. Both cases received national attention and inspired grassroots organizing and protest. Kaba notes that, while she was drawn into action to protest the killing of Stewart, she was not compelled in the same way by the activism surrounding the killing of Bumpurs. She writes, “I remember very clearly that she was killed. I remember that people were organizing against her killing. I don’t remember organizing against it, because I thought very much that the killing of Black men was the main thing we were fighting to end. I didn’t see myself so much as a woman or a girl. In terms of my own identity, my gender didn’t figure in the way that my race did.”


This had changed by the time Kaba left college and returned to New York City to work with survivors of domestic violence. She was befuddled that many of the women she was working with did not want to call the police on their partners. Kaba said, “Then I started asking people questions like, ‘Why don’t you want to go to the police?’ And people would look at me, like, ‘What are you talking about? Why wouldn’t I go to the cops? Do you not see who I am? The cops don’t keep me safe.’ And so I slowly came to consciousness.” In her book, Kaba writes, “What happens when you define policing as actually an entire system of harassment, violence, and surveillance that keeps oppressive gender and racial hierarchies in place? When that’s your definition of policing, then your whole frame shifts. And it also forces you to stop talking about it as though it’s an issue of individuals, forces you to focus on the systemic structural issues to be addressed in order for this to happen.”

There is no definitive beginning point for prison-abolition politics, but it is clearly connected to a turn, beginning in the sixties, in American imprisonment, in which it went from a method, in part, of rehabilitation to one of control or punishment. During the civil-rights movement, police were the shock troops for the massive resistance of the white political establishment in the American South. By the mid-sixties, policing and the criminal-justice system were being retrofitted as a response to a growing insurgency in Black urban communities. By the seventies, they were being used to contain and control both Black radicals and Black prisoners. The scholar and activist Angela Y. Davis may be the best-known prison abolitionist in the United States today. But, in 1972, she was facing charges of kidnapping, murder, and conspiracy, after guns registered to her were used by the seventeen-year-old Jonathan Jackson, in a botched attempt to free his brother, the Black radical George Jackson, from Soledad prison.

Davis had become a leader of George Jackson’s defense committee and had developed a close relationship with him. As a result of their collaboration, and of Davis’s experience of spending sixteen months in jail before her acquittal, she devoted her political energies to prisoners’ rights and eventually to prison abolition. In an interview that she gave while awaiting the outcome of her trial, Davis said, “We simply took it upon ourselves at first to defend George Jackson, John Clutchette, and Fleeta Drumgo”—the radicals known as the Soledad Brothers. “But we later realized that the question was much broader than that. It wasn’t simply a matter of three individuals who were being subject to the repressive forces of the penal system. It was the system itself that had to be attacked. It was the system itself that had to be abolished.”

In 1995, the radical theorist Mike Davis wrote a cover story for The Nation describing a new “prison-industrial complex” being established in California, with no pretense that the exponential growth of prisons was tied to the rise and fall of crime. Indeed, according to the scholar and activist Ruth Wilson Gilmore, in her pathbreaking book “Golden Gulag: Prisons, Surplus, Crisis, and Opposition in Globalizing California,” even though the crime rate peaked in 1980, between 1984 and the early two-thousands, California “completed twenty-three major new prisons,” at a cost of two hundred and eighty to three hundred and fifty million dollars each. By contrast, the state had built only twelve prisons between 1852 and 1964. Bodies were necessary to justify the rapid growth of the prison sector, and the Crime Bill of 1994, along with California’s three-strikes legislation, passed that same year, provided them. Gilmore writes that “the California state prison population grew nearly 500 percent between 1982 and 2000.” The three-strikes law, which mandated twenty-five-years-to-life sentences for a third felony, had an especially severe effect on Black and Latinx communities. Mike Davis reported that, during the first six months of prosecutions under the new law, “African-Americans made up fifty-seven percent of the ‘three strikes’ filings in L.A. County,” even though they made up only ten per cent of the state population. This was seventeen times higher than the rate at which whites were being charged under the new law, even though white men were responsible for “at least sixty percent of all the rape, robberies, and assaults in the state.”

The three-strikes law was an accelerant to what would come to be called “mass incarceration,” but it was also the makings of a new movement against prisons and against the means and methods by which they became populated—namely, policing. In 1997, in Berkeley, Davis, Gilmore, and others formed the organizing group Critical Resistance, which brought together activists, the formerly incarcerated, and academics to “build an international movement to end the prison industrial complex by challenging the belief that caging and controlling people make us safe.” Ten years later, Gilmore published “Golden Gulag,” which she describes as the culmination of research projects undertaken with Black mothers of incarcerated persons in California state prisons. She wrote, “What we learned twice over was this: the laws had written into the penal code breathtakingly cruel twists in the meaning and practice of justice.” This produced new questions, extending far beyond the passage of new laws. The mothers, along with Gilmore, asked, “Why prisons? Why now? Why for so many people—especially people of color? And why were they located so far from prisoner’s homes?” In this sense, although academics have been important to formulating the movement’s arguments, the journey toward abolition is not an academic or intellectual exercise. Instead, it has been gestated within the communities deeply scarred by the disappearing of sons and daughters by the state.


By the end of the first decade of the twenty-first century, the cumulative, devastating effects of twenty years of increasing policing and incarceration—inaugurated by Reagan but abetted by the policies of the Clinton Administration—came into greater focus, as new conversations opened up about structural inequality in the United States. Michelle Alexander’s book “The New Jim Crow,” published in 2010, offered a breakthrough analysis of continued Black inequality as a product of years of policing and imprisonment in Black communities. Kaba identifies the failure to stop the execution of the Georgia death-row inmate Troy Davis, in 2011, as catalyzing the emergence of an abolitionist consciousness among what Elizabeth Alexander has described as the “Trayvon Generation.” Five months after Davis’s execution, Trayvon Martin was killed by George Zimmerman. Kaba noted that “the call, when Trayvon Martin was killed, was to arrest and to prosecute and to convict Zimmerman.” In 2014, after Michael Brown was killed, “the push was to indict Darren Wilson, and for body cameras.” Zimmerman was acquitted, and a grand jury failed to bring charges against Wilson. Kaba said, “And, because so many of these young folks were actually mobilized in the organizing, they could see the futility of the demands that they were making and the limits of those demands, and wanted and were ready to hear something new.”

That generation’s maturation in the world of police reform became apparent last summer, when many young activists and organizers began to embrace a demand that funding for police departments be redistributed to other public agencies and institutions. The demand originated in Minneapolis, where George Floyd was killed, and where the city council briefly committed to defunding the police department. But, Kaba said, it’s important to note that local Black radical organizations—Black Visions Collective, Reclaim the Block, and MPD150—had been campaigning for years to divest from the police department and invest in community groups, battling the police over the city’s budget. She explained, “You’ve already got folks on the ground over there that have had two cycles of budget fights around defunding the police based on divestment. So the part of this people don’t understand is the continuity of these ideas. They don’t just come out of nowhere. People aren’t just yelling stuff randomly. It got picked up nationally because people were, like, ‘This makes sense.’ ”

Although the demand to defund the police may have had its specific origins in Minneapolis, Kaba understands that the growing curiosity about abolitionist politics is rooted in something much broader. She said, “People are frustrated by the way that the welfare state has completely been defunded. People don’t have what they need to survive. And yet the military and prisons keep getting more and more and more.” Contrary to the beliefs of their critics, abolitionists are not impervious to the realities of crime and violence. But they have a fundamental understanding that crime is a manifestation of social deprivation and the reverberating effects of racial discrimination, which locks poor and working-class communities of color out of schooling, meaningful jobs, and other means to keep up with the ever-escalating costs of life in the United States. These problems are not solved by armed agents of the state or by prisons, which sow the seeds of more poverty and alienation, while absorbing billions of dollars that might otherwise be spent on public welfare. The police and prisons aren’t solving these problems: they are a part of the problem.

At its core, abolitionist politics are inspired by the necessity for what Martin Luther King, Jr., described as the “radical reconstruction” of the entirety of U.S. society. They intend to promote systemic thinking instead of our society’s obsession with “personal responsibility.” Derek Chauvin’s conviction was premised on the idea that he was personally responsible for George Floyd’s murder. The emphasis on his accountability distracts from a system of policing that administered his continued employment, even though eighteen complaints had been lodged against him during his nineteen-year career. Moreover, Chauvin was a field-training officer, who had trained two of the other officers who will face trial for participating in Floyd’s murder. Chauvin may be held to account for the killing, but neither the Minneapolis Police Department nor the elected officials charged with overseeing the M.P.D. will be held to account for allowing someone like Chauvin to be on the streets, let alone responsible for training others.

To approach harm systemically is to imagine that, if people’s most critical needs were met, the tensions that arise from deprivation and poverty could be mitigated. And when harm still occurs, because human beings have the propensity to hurt one another, nonlethal responses could attend to it—and also to the reasons for it. To be sure, these are lofty aspirations, but they are no more unrealistic than believing that another study, exposé, commission, firing, or police trial is capable of meeting the desire for change that, last summer, compelled tens of millions of ordinary people to pour into the streets. Indeed, the trial of Derek Chauvin could not even conclude before a Black man was killed at a traffic stop.

Our current criminal-justice system is rooted in the assumption that millions of people require policing, surveillance, containment, prison. It is a dark view of humanity. By contrast, Kaba and others in this emergent movement fervently believe in the capacity of people to change in changed conditions. That is the optimism at the heart of the abolitionist project. As Kaba insists in her book, “The reason I’m struggling through all of this is because I’m a deeply, profoundly hopeful person. Because I know that human beings, with all of our foibles and all the things that are failing, have the capacity to do amazingly beautiful things, too. That gives me the hope to feel like we will, when necessary, do what we need to do.” Abolition is not an all-or-nothing proposition. Even the guiding lights of the movement are embedded in campaigns for short-term reforms that make a difference in daily life. For Kaba, that has meant raising funds for mutual aid during the pandemic and campaigning for reparations in Chicago. For Gilmore, it has meant working with incarcerated people and their families to challenge the building of prisons across California. For Angela Davis, it has meant lending her voice to movements for civil and human rights, from Ferguson to Palestine. The point is to work in solidarity with others toward the world as they wish for it to be. “Hope is a discipline,” Kaba writes. “We must practice it daily.”

More than 300 bodies found in Oldham mass grave - most belonging to babies and children


As recently as 40 years ago, many parents of stillborn babies and babies who died shortly after birth were not told what happened to their child's body. A new mass grave has been found by a woman looking for her two brothers.

More than 300 bodies have been discovered in a mass grave in Oldham, with the majority belonging to babies and children.

The 12x12ft grave in Royton Cemetery was found by a woman looking for her brothers, with one stillborn and the other dying within five hours in 1962.

According to councillors Maggie Hurley and Jade Hughes, who revealed the discovery in a statement, 146 of the bodies were stillborn babies and 128 babies and young children.

Until the mid-1980s, stillborn babes were often taken from families with no consultation with their parents, who would not know where they were taken.

"It's a stark injustice that parents were denied the fundamental right to bury their babies, a right that should be inherent and unquestionable," the councillors said.

The woman's find left her "in tears", they added, and "feeling a profound sense of loss and injustice".

She needed emotional and practical help to cope with the trauma of her discovery, they said.

The councillors also said this grave is not the only one of its kind in Royton Cemetery, with another three of a similar size.

Of the 303 bodies found, they added there were only 147 names online, with 156 names missing - though they say this has been addressed.

"We also asked about the other cemeteries across the borough, and we were informed that there is missing information for these cemeteries as well," they said.

"The staff are currently in the process of rectifying this by cross-referencing all available records and updating the online database."

Parents 'told to forget'

According to stillbirth and neonatal death charity Sands, parents of stillborn babies or those dying shortly after birth were not consulted about funeral arrangements.

"Before then, parents were not usually involved and many were not told what happened to their baby's body," the charity said, adding this changed midway through the 1980s.

"Some parents who have tried to trace the grave or cremation record of a baby who died some time ago have been successful."

In many cases, they added, stillborn babies were buried in a shared grave with other babies.

Grieving parents demand nationwide guidance

The Institute of Cemetery and Crematorium Management said in a journal in 2015 many of these babies would be buried in an unconsecrated area as the child would not have been baptised - and the parents "urged to forget".

Sands states there was a "general belief, both amongst professionals and society as a whole, that it was best to carry on as though nothing had happened".

"You may have been discouraged from talking about or remembering your baby and discouraged from expressing grief," they added.

The councillors said the woman set out to look for her brothers after reading the story of Gina Jacobs, who in 2022 found her son, who was stillborn in 1969, in a mass grave at a cemetery in Wirral.

On Thursday night, Ms Jacobs referred to the woman's discovery in a Facebook group, commenting she is "working tirelessly to get justice and recognition for our babies and born sleeping siblings".

Dear Chancellor,

I write to you on behalf of Coventry South constituents who are deeply concerned about the government’s announcement to drastically restrict access of Winter Fuel Payments to all but a small proportion of older people.
This new means-testing approach will exclude many older people who rely on this support. Age UK warns that up to 2 million older people in need of this support will no longer receive it.* In addition, energy prices are expected to rise again from 1 October, resulting in the average older household expected to see energy bills jump by up to 15% in real terms.**

Charities warn this “has the potential to create a public health emergency”, emphasising the move will particularly hit those with long-term health conditions, poor mental health and disabled older people.”*

This cut to Winter Fuel Payments therefore risks millions more older people to living in cold, damp homes this winter. This rise in fuel poverty is avoidable.

Retaining the current provision of Winter Fuel Payments is estimated to cost £1.4 billion. This could be paid for by implementing a 2% wealth tax on assets over £10 million, which would raise £24 billion a year.****

Under a Labour government, it is time those with the broadest shoulders paid their fair share.

The Government’s decision to limit the Winter Fuel Payment (WFP) to those who claim Pension Credit will put millions of low-income pensioners at risk of fuel poverty. The Government’s claims that this is necessary to prevent a “run on the pound” do not stand up to minimal scrutiny.

If taking money out of the pockets of the British public was the route to fixing the economy, we would have one of the most balanced economies in the world because that is what the Tories have been doing for 14 years.

With Parliament voting on this on Tuesday, we want to send a message to the Labour Government that this decision must be reversed.

In addition, we have drafted a model contemporary motion to submit to Conference calling for the decision to be reversed. CLPs have until 5pm, Thursday 12 September 2024 to submit a motion.

The change has been made without an Impact Assessment and is being made in spite of a planned 10% increase in energy prices. It will require a divisive and unpopular means‑test and is opposed by policy experts & organisations representing pensioners.

Ensuring citizens have the means to keep warm during Winter is an absolute minimum expectation of any government let alone a Labour one. We call on the Government to reverse this unjust, unnecessary and divisive decision.

Rachel Reeves’s announcement, reported on 29 July 2024, that those not on pension credit or other means-tested benefits will no longer get the annual payments, worth between £100 and £300.

Last winter, 4,950 pensioners died from having a cold home according to the End Fuel Poverty Coalition.

2.1m pensioners currently live in poverty. An estimated 880,000 low-income pensioner households eligible for pension credit currently fail to claim it.

The energy price cap is set to rise this October to an annual average of £1,717. Many people living above the Pension Credit threshold are currently making the choice between heating and eating.

According to Derek Lickorish, the chair of the energy supplier Utilita, “There will be an awful lot of pensioners who’ll fall through the cracks and they’ll be making that choice between heating or eating,” as reported in The Guardian on 3rd August 2024.

Putting Irish Unity on the British labour movement’s agenda at #TUC2024

Labour for Irish Unity is a labour movement campaign that supports the right of the people of the island of Ireland to self-determination. It believes that the route to this outcome lies within the Good Friday Agreement, and that the time for this Agreement to be fully implemented grows ever closer-and with it the need for a border poll on whether Northern Ireland should remain part of the United Kingdom or rejoin the rest of the island of Ireland.

This decision is for the people of Ireland, but the British Secretary of State for Northern Ireland has to duty to call a border poll if it appears likely to him that a majority of those voting may wish for a United Ireland. The Agreement does not specify how he should reach such a decision, and the Government urgently needs to seek expert and relevant advice on this issue.

There is already a very lively and diverse debate taking place throughout Ireland as to the form that a new and united Ireland should take. The content of this debate has relevance not only for trade unionists who are from an Irish background or who are in trade unions which organize in Ireland, but also for anyone who respects the right of self-determination, which is enshrined in international law.

This is why LFIU has collaborated with Trade Unionists for Irish Unity to hold a meeting in Brighton this year. We would urge trade union delegates and visitors to attend. But if you are busy at the time of our meeting, members of LFIU and Sinn Fein will be in conference on Monday 9 September to answer any queries.
