We Demand the Japanese Government Take Accountability for Israel’s Genocide and Settler Colonialism Against Palestine

In responding to calls by Palestinians and condemning Israel’s settler colonialism, genocide, and repeated violation of ceasefire agreements, we, the undersigned, demand the government of Japan to impose a sanction on Israel, including a comprehensive military embargo, and remove its embassy from Israel. The Secretariat of Student Frameworks in Gaza stated that “Governments must impose lawful and targeted sanctions on Israel, including a comprehensive military embargo. This isn’t a choice but an ethical and legal duty. Ending direct and indirect complicity with Israel is a legal obligation for all states, following the ICJ decision in 2024.” Japan must join the international community to make Benjamin Netanyahu, Joseph Biden, Donald Trump, and all those who are culpable accountable for their crimes under the international laws. Japan, as a signed member nation state of the Genocide Convention, has its responsibility to make Israel accountable for its genocide. We demand Japan to recognize the rights for the colonized to resist against colonial wars of invasion, that are protected by international laws (UN resolution 37/43 affirms “the legitimacy of the struggle of peoples for independence, territorial integrity, national unity and liberation from colonial and foreign domination and foreign occupation by all available means, including armed struggle”). Japan must stop condemning Palestinian resistance and their allies, who are resisting Israel’s brutal settler colonialism and militarism supported and funded by the imperial establishment led by the US since the Nakba in 1948. Japan must stop its complicity with Israel, Zionist organizations, and the Western imperial establishment for manufacturing and circulating unfounded lies to criminalize and dehumanize Palestinians and their resistance, including its armed wings.
On March 10, 2025, Quds News Network posted on X a photo in which Yusuke Arai, the Ambassador Extraordinary and Plenipotentiary of Japan to Israel, is shown to be attending Netanyahu’s corruption trial in Tel Aviv and speaking with Netanyahu himself. Times of Israel reported that the two men were “chatting amiably during a break in Netanyahu’s testimony” and that “Arai’s office tells The Times of Israel that the envoy was ‘present at the courthouse as part of his diplomatic mission,’ without explaining further.” Notably, since he took his office in May 2024, Arai has made an aggressive campaign to support Israel and to publicize Zionists’ false legitimization of genocide and settler colonialism against Palestinians. American Jewish Committee welcomed Arai in his new position by tweeting in X,
“He is a valued and long-time friend of @AJC_Asia. Our AJC delegation warmly remembers our most recent meeting just this past January in Tokyo. We look forward to our continued friendship with Ambassador Arai as we continue to strengthen relations between 
and 
.”
Among Japanese Embassy’s official social media posts are Arai’s amicable meeting with Eli Cohen, Israeli Minister of Energy and Infrastructure, who cut electricity to Gaza after the ceasefire deal in March and has been propelling for Israel to break the ceasefire deal and restart the all-out genocide in Gaza and elsewhere in Palestine. Arai also posted on the embassy’s official X his friendly meeting with Israeli Foreign Minister Gideon Saar, who had denied ICJ’s ruling. Arai along with his wife Rui Matsukawa, who is a far right politician close to former PM Shinzo Abe and a member of the Committee on Foreign Affairs and Defense of the Japanese House of the Councilors, met Yuli Yoel Edelstein, a member of knesset and a settler in West Bank. In 1985 Yad Vashem honored Chiune Sugihara, the vice consul of Japan in Lithuania during the WWII, as “Righteous Among the Nations” for his saving Jews from the Holocaust. The Japanese far right, including Abe, used the figure of Chiune Sugihara in their attempt to connect Japanese nationalism to Zionism. Arai, along with other Japanese diplomats, mentioned Sugihara in his first statement as Japanese ambassador to Israel. Although it is unclear what was the content of the “diplomatic mission” at Netanyahu’s corrumption court, Arai’s and Netanyahu’s amicable body language as well as the history of Arai’s pro-Israel campaign preclude possibilities that Arai was there to condemn Netanyahu. At the politically charged moment that was to lead up to Israel’s complete break of the ceasefire agreement, Japan shamefully showed its support for Natanyahu, the war criminal, despite ICC’s arrest warrant and international condemnation of Israel’s genocide, including the recent Amnesty International’s report. Japan’s support for Netanyahu is a violation of the Genocide Convention, while Japan as a signed member nation state of the convention has a responsibility to make Israel accountable for its genocide. Since there has been almost no media coverage of this “diplomatic mission” in Japan (nor in the US), Japan is not presenting Arai’s act as public performance to be consumed via domestic and international media, but it was a sneaky diplomatic mission that reveals the true color of the Japanese government under PM Shigeru Ishiba.
Arai visited Netanyahu at his corruption trial, when Netanyahu, in violation of the ceasefire agreement, was continuing and escalating genocide in Gaza, West Bank, and the 48 Area in Palestine. Israeli military was demolishing homes, starving people whose loved ones and homes are buried under the rubbles, targeting women and children, maimining and mutilating people, desecrating martyrs and burial places, targeting schools, hospitals, places for worship, and attacking journalists, educators, and health care professionals in their most barbarous and cold-blooded attempts to ethnically cleanse and erase Palestine. They were also escalating starvation, torture and genocide within Israeli prisons, aka torture/death camps. Taking place right after Ishiba’s “friendly” meeting with Trump on February 7, 2025, Arai’s presence at the corruption trial signaled Japan’s support for Netanyahu’s and Trump’s ethnic cleansing in Gaza and West Bank, that reflects and embodies Zionist’s colonial greed for “greater Israel,” as well as fascist creed of Jewish-supremacy and white-supremacy. As we write this statement, Netanyahu more aggressively broke the most recent ceasefire agreement. According to Aljazeera (3/19/2025), “In the early hours of Tuesday morning, Israeli forces launched 100 simultaneous strikes across the Gaza Strip, shattering the fragile two-month-old ceasefire with Hamas. According to the Palestinian Ministry of Health, at least 436 people have been killed since the attacks began, including at least 183 children, 94 women, 34 elderly people, and 125 men. At least 678 others have been injured, many critically, with more still trapped under the rubble.” Gaza’s Ministry of Health stated (3/23/2025) that at least 50,021 Palestinians have been killed and 113,274 wounded since October 2023. It has been pointed out, however, the actual toll is much higher. It is clear that Japan’s complicity with Israel/US and its refusal to fulfil its responsibility according to the international laws has greatly contributed to Netanyahu’s full violation of the ceasefire deal. With outrage and shame, we condemn the Japanese Government’s collusion, its violation of international laws, and its brutal complicity.
As we have pointed out elsewhere, Japan’s pro-Israel turn was initiated under the Shinzo Abe administration. Japan’s need for imported oil from the region is not a sufficient reason that Abe (similar to the US) never stopped investing in Palestine in the form of aides including UNHWA. The Abe administration gave lip service to criticism of Israel’s “illegal settlement” in the West Bank. At the same time, however, Abe attempted to strengthen Japan’s political and military ties with Israel and US-based Zionist organizations, while increasing Japan’s trade with Israel, including military and surveillance technologies. Under Fumio Kishida administration, who continued Abe’s pro-Israel stance, the Government of Japan publicly condemned Palestinian resistance and their allies, such as Huthis in Yemen as well as acknowledged Isael’s alleged “rights for self-defense.” Although Japanese Foregin Ministry has welcomed the ceasefire agreement in January 2025 and stated to be engaged with “the improvement of the humanitarian situations,” it falls short of condemning Israel’s genocide. Appointed by Kishida, Arai took the official far right pro-Israel stance parroting Israel’s lies through the embassy’s official social media sites. On October 7, 2024, for example, Arai posted a video message on the embassy’s social media in which he sent condolences to families of Israeli “hostages” and emphasized that Japan has consistently condemned “Hamas’ terrorist attack.” In the article “’We will never forget the fallen’: International leaders share Oct. 7 message”, the Jerusalem Post included Arai’s video at the end of the list of heads of the imperial establishment, including US Special Envoy on antisemitism, Deborah Lipstadt, French President Emmanuel Macron, UK Prime Minister Keir Starmer, German Chancellor Olaf Scholz, and Former UK prime minister Boris Johnson.
Underlying Japan’s collusion with Zionism and white-nationalists’ white supremacy is Japan’s own imperialism and continuing colonialism against Okinawans, Ainu’s, Zainichi Koreans, and Buraku communities as well as its historical denialism. Similar to Israel that claims its “right” to colonize Palestine based on Jewish-supremacy, imperial Japan claimed its “right” to “emulate” Western imperial states and to colonize and build its empire based on Japanese supremacy, genocide, and brutal colonial invasion and settler colonialism in the Asia-Pacific region. Both states have used fanatic religious fundamentalism to propel respective ethno-national/racial supremacy, genocide, and other colonial violence.
It is no surprise that Japan’s denialist government that refuses to confront its own colonial aggression continues to demonize and criminalize Palestinian people’s anti-colonial resistance and revolution.
Japan’s collusion with Israel and the imperial establishment has led to Israel’s brutal and savage attempts to destroy Palestinian life in past, present and future, for such vicious and hideous colonial dreams for vacation resorts in Gaza that Netanyahu and Trump publicly boast. Is the Japanese government continuing to stand on the wrong side of history practicing colonial violence, denying its own colonial genocides, including the military sexual slavery and colonial slave labor, and aggression? Is Japan expanding its crime list by violating international laws to legitimize Israel’s genocide and to collude with the imperial establishment? Do we let the Japanese Government collude with US/Israel for genocide against Palestiniand and application of Israeli military technology in Asia for their settler colonial and imperial greed? Like Palestinians and other colonized, enslaved and oppressed people, people in the Asia Pacific region resisted the Japanese colonial rule through their revolutionary movements, including armed struggles. It is no surprise that Japan’s denialist government that refuses to confront its own colonial aggression continues to demonize and criminalize Palestinian people’s anti-colonial resistance and revolution. We envision people living in Japan to stand with their neighbors and people in the world to demand justice for Palestine. Youth all over the world, including in Japan, the ROK, and the US, is rising up while listening to and learning from Palestinian anticolonial movement. The BDS movement in Japan has made key victories. We condemn the brutal and illegal complicity of the Japanese Government, the Embassy, and the Ministry of Defense. Justice for Palestine is justice for all the oppressed since justice is indivisible.

イスラエルによるパレスチナ人大量虐殺とパレスチナにおける入植者植民地主義への日本政府の加担に対する抗議文
パレスチナからの国際社会に対する要請に応え、パレスチナにおけるイスラエルの入植者植民地主義、パレスチナ人に対するジェノサイド(大量虐殺)、度重なる停戦協定破棄を糾弾する立場から、私たちは、日本政府に対し、包括的な軍事禁輸を含むイスラエルへの制裁と、イスラエルからの日本大使館の撤去を要求する。The Secretariat of Student Frameworks in Gazaはその声明の中で、「世界各国の政府は、包括的な軍事禁輸を含む合法かつ的を絞った制裁をイスラエルに課さなければならない。これは選択の問題ではなく、各国に課せられた倫理的かつ法的義務である。2024年の国際司法裁判所(ICJ)の判決に従い、イスラエルとの直接的および間接的な共謀を終わらせることは、すべての国の法的義務である。」と述べた。日本は、国際社会の一員として、ベンヤミン・ネタニヤフ、ジョセフ・バイデン、ドナルド・トランプらの、すべての犯罪人に、国際法の下で責任を負わせなければならない。日本は、ジェノサイド条約の署名加盟国として、イスラエルにその大量虐殺の責任を負わせる責任がある。また、植民地侵略戦争に対して、植民地下で抑圧された人々が抵抗する権利は、国際法で保護されている。我々はこの抵抗の権利をパレスチナにも認めるよう日本政府に要求する。（国連決議37/43は「独立、領土保全、国家の統一、植民地支配・外国による支配・占領からの解放を求める人民には、武装闘争を含むあらゆる利用可能な手段による闘争が正当であること」を確認している）。米国率いる帝国主義体制が支援・資金提供してきたイスラエルの残忍な入植者植民地主義、軍国主義、アパルトハイトに対して、1948年のナクバ以来抵抗してきたパレスチナの抵抗運動とその支持者らを非難するのを、日本はやめなければならない。イスラエル、シオニスト組織、西側帝国主義体制は、根拠のない嘘をでっち上げ、流布して、パレスチナ人全員あるいは武装勢力をも含むパレスチナの抵抗運動を犯罪化し、彼らの人間性を奪おうとしている。日本政府は、イスラエル、シオニスト組織、西側帝国主義体制との共謀をやめ、パレスチナの抵抗運動の非人間化・犯罪化をやめなければならない。
2025年3月10日、クッズニュースネットワークは、イスラエル駐在の日本特命全権大使である新井雄介がテルアビブでネタニヤフの汚職裁判に出席し、ネタニヤフ本人と話している写真をXに投稿した。タイムズ・オブ・イスラエルは、2人が「ネタニヤフ氏の証言の休憩中に和やかに会話していた」と報じ、「新井氏の事務所はタイムズ・オブ・イスラエルに対し、同大使は『外交任務の一環として裁判所にいた』と伝えたが、それ以上の説明はなかった」としている。2024年5月に就任以来、新井がイスラエルに加担・支持しているのは明らかである。特にシオニストが、パレスチナ人に対する大量虐殺と入植者植民地主義に対する虚偽の正当化を試みると、新井はその正当化を攻撃的なキャンペーンで流布・宣伝しようとしている。シオニスト団体の一つである米国ユダヤ人委員会（ＡＪＣ）は、Xでツイートして新井の大使就任を歓迎し、次の様に述べた。「彼は@AJC_Asiaの大切な長年の友人です。私たちAJC代表団は、今年1月に東京で彼と会った時のことを、温かい気持ちで思い出しています。今後ともとの関係を強化し続ける中で、新井大使との友情が続くことを楽しみにしています。」日本大使館の公式ソーシャルメディアには、イーライ・コーエン・エネルギー・インフラ大臣と新井との友好的な会談の投稿が含まれている。イーライ・コーエンは3月の停戦合意後にガザ地区への電力供給を停止ししたばかりではなく、停戦合意を破棄して、ガザ地区やパレスチナの他の地域で全面的な虐殺を再開するよう圧力をかけてきた。新井はまた、ギデオン・サール・イスラエル外相との友好的な会談も大使館公式アカウントに投稿した。サール外相は国際司法裁判所の判決を否定している。新井の妻は、安倍晋三前首相に近い極右政治家で参議院外交防衛委員会委員でもある松川るいだが、夫婦でクネセト議員のユリ・ヨエル・エーデルシュタインと会談もしている。エーデルシュタインはヨルダン川西岸の入植者である。1985年、ヤド・ヴァシェム・ホロコ-スト記念館は、第二次世界大戦中にリトアニアの日本副領事だった杉原千畝を、ホロコーストからユダヤ人を救った功績により、「諸国民の中の正義の人」として表彰した。安倍晋三元首相も含め日本の極右は、杉原千畝という人物を利用して、日本のナショナリズムとシオニズムを結びつけようとした。新井も、他の日本の外交官に倣って、駐イスラエル日本大使としての初声明で杉原に言及した。ネタニヤフの汚職裁判所での「外交任務」の内容が何であったかは不明だが、新井とネタニヤフの友好的なボディランゲージや、新井の親イスラエルキャンペーンの経緯から、新井がネタニヤフを非難・糾弾するためにそこにいた可能性は薄い。イスラエルが停戦協定を完全に破棄する直前の、政治的に緊迫した状況下に、新井を大使として戦争犯罪人であるネタニヤフと同席させた日本政府の罪は重い。これは、国際刑事裁判所(ICC)のネタニヤフ逮捕状や、最近出版されたアムネスティ・インターナショナルの報告書などの、イスラエルの大量虐殺に対する国際的な非難を一切無視し、ネタニヤフに加担するという恥ずべき行動だ。日本によるネタニヤフへの支持は大量虐殺禁止条約違反であり、条約の署名国として日本にはイスラエルに大量虐殺の責任を負わせる責任がある。この新井の「外交任務」に関しては、日本でも米国でもほとんど報道されていないため、国内外のメディアで大量消費・拡散されるための公開パフォーマンスとして日本政府が行ったとは考え難く、新井の行為はコソコソとした姑息な外交任務遂行であり、石破茂政権の本性を露呈する結果となった。
新井が、汚職裁判中のネタニヤフを訪れた当時、ネタニヤフは停戦協定に違反し、パレスチナのガザ、ヨルダン川西岸、48地区で大量虐殺を継続・激化させていた。パレスチナ人を民族浄化し、歴史から消し去ろうとする最も野蛮で冷血な目的の為に、パレスチナ人の家屋を破壊し、瓦礫の下に家族や家が埋もれた人々を飢えさせ、女性や子どもを標的にし、恒久的なダメージを与える形で人々を傷つけ、人々の身体を無残に切り刻み、殺害されてしまった「マーター・殉教者」やその埋葬地を冒涜し、学校、病院、礼拝所を標的にし、ジャーナリスト、教育者、医療従事者を攻撃していた。また、イスラエルの刑務所、いわゆる拷問・死の収容所内でも、飢餓、拷問、大量虐殺がエスカレートしていた。 2025年2月7日の石破首相とトランプ大統領の「友好的な」会談の直後に行われたネタニヤフの汚職裁判に新井が出席したことは、ネタニヤフとトランプによるガザとヨルダン川西岸での民族浄化に対する日本の支持・加担を示すものである。ネタニヤフとトランプの民族浄化への欲望は、「大イスラエル」を求めるシオニストの植民地主義的欲望と、ファシズムの信条としてのユダヤ人至上主義と白人至上主義を反映し体現するものである。この声明を書いている時点で、ネタニヤフは最新の停戦合意をより決定的に破った。アルジャジーラ（2025年3月19日）によると、「火曜(3/18)の早朝、イスラエル軍はガザ地区全域で100回に及ぶ同時攻撃を開始し、ハマスとの2か月続いた不安定な停戦を破壊した。パレスチナ保健省によると、攻撃開始以来、少なくとも183人の子供、94人の女性、34人の高齢者、125人の男性を含む少なくとも436人が死亡した。少なくとも678人が負傷し、その多くは重体で、さらに多くの人々が瓦礫の下敷きになっている」。ガザ保健省は（2025年3月23日付で）、2023年10月以来、少なくとも50,021人のパレスチナ人が死亡し、113,274人が負傷したと述べた。しかし、実際の犠牲者の数ははるかに多いと指摘されている。イスラエル/米国と共謀し、国際法に則う責任を履行しなかった事により、日本が、ネタニヤフによる停戦協定の完全な破棄に大きく寄与したことは明らかだ。私たちは、日本政府の共謀、国際法違反、残忍な加担を憤慨と恥辱の念をもって非難/糾弾する。
これまでも指摘してきたように、日本の親イスラエル政策は安倍政権下で始まった。日本がこの地域から石油を輸入する必要があったとしても、それは安倍首相が（米国と同様に）UNHWAを含む援助という形でパレスチナへの投資を決してやめなかった十分な理由にはならない。安倍政権はイスラエルのヨルダン川西岸地区における「違法入植地」に対する批判を口先だけでは行った。しかし同時に、安倍はイスラエルおよび米国に拠点を置くシオニスト組織と日本の政治的、軍事的結びつきを強化し、軍事技術や監視技術を含む日本とイスラエル間の貿易拡大を試みた。
安倍の親イスラエル政策を継承した岸田文雄政権下で、日本政府はイスラエルの「自衛権」を認め、パレスチナの抵抗運動やそれを支持するイエメンのフーシ派などのサポーターを公然と非難した。外務省は2025年1月の停戦合意を歓迎し、「人道状況の改善」に取り組むと述べるのみで、イスラエルの大量虐殺を公式に非難・糾弾しようとはしていない。岸田首相に任命された新井は、2024年10月7日、大使館のソーシャルメディアにビデオメッセージを投稿し、イスラエルの「人質」の家族に哀悼の意を表し、日本は一貫して「ハマスのテロ攻撃」を非難してきたことを強調した。エルサレム・ポスト紙は「『我々は戦死者を決して忘れない』：各国の指導者らが10月7日にメッセージを共有」という記事の中で、反ユダヤ主義問題担当米国特使のデボラ・リップシュタット、フランスのエマニュエル・マクロン大統領、英国のキール・スターマー首相、ドイツのオラフ・ショルツ首相、英国のボリス・ジョンソン元首相など、帝国主義体制のリーダーの面々の親イスラエルな挨拶のリストの最後に新井のビデオを掲載した。
日本がシオニズムや白人至上主義と共謀している根底には、日本自身の帝国主義、沖縄、アイヌ、在日朝鮮人、部落、そして近隣の国々に対する継続的な植民地主義、差別、そして歴史否認主義がある。ユダヤ人至上主義に基づいてパレスチナを植民地化する「権利」を主張するイスラエルと同様に、帝国日本も、西洋の帝国国家を「模倣」し、アジア太平洋地域における日本の覇権、大量虐殺、残忍な植民地侵略と入植者による植民地主義により、植民地化し帝国を築く「権利」を主張した。両国は、それぞれの民族国家的/人種的優位主義、大量虐殺、その他の植民地暴力を推進するために、狂信的な宗教的原理主義を利用してきた。
イスラエルを含む帝国主義体制と日本の共謀が、過去、現在、そして未来にわたってパレスチナ人の生活を破壊しようとするイスラエルの残忍で野蛮な試みを可能にしてきた。ガザをリゾート地にすると公然と自慢する、ネタニヤフとトランプの悪質で醜悪な植民地主義の夢のためにだ。日本政府は、植民地暴力を続け、侵略、大量虐殺、日本軍性奴隷制、植民地奴隷労働、細菌戦、人体実験、を含む自国のジェノサイドの歴史を否定し続けて、歴史の間違った側に立ち続けたいのか？イスラエルのジェノサイドを正当化し、帝国主義体制と共謀し、国際法に違反することで、日本は自国の犯罪リストを拡大したいのか？日本政府が、米国/イスラエルと共謀してパレスチナ人に対する虐殺を行い、更にイスラエルの軍事技術をアジアにおける入植者植民地主義と帝国主義に利用することを許してよいのか？パレスチナ人やその他の植民地化され、奴隷化され、抑圧された人々と同様に、アジア太平洋地域の人々は、武装闘争を含む革命運動を通じて日本の植民地支配に抵抗した。自国の暴力的な植民地侵略に向き合うことを拒否する日本の歴史否定主義政府が、パレスチナ人の反植民地抵抗運動と革命を悪魔視し、犯罪者扱いし続けるのは驚くべきことではない。私たちは、日本に住む人々が近隣の人々や世界の人々と共に立ち上がり、パレスチナの正義を要求することを望んでいる。日本、韓国、米国を含む世界中の若者が、パレスチナの反植民地運動に耳を傾け、学びながら立ち上がっている。日本でのBDS (ボイコット・投資撤収・制裁) 運動も重要な成果を収めている。私たちは政府・大使館・防衛庁の残虐なイスラエル加担に抗議・糾弾する。正義は不可分であるから、パレスチナへの正義はすべての抑圧された人々への正義である。
