Deforestation and climate change are projected to increase heat stress risk in the Brazilian Amazon

Abstract

Land use change and deforestation can influence local temperature and climate. Here we use a coupled ocean-atmosphere model to assess the impact of savannization of the Amazon Basin on the wet-bulb globe temperature heat stress index under two climate change scenarios (RCP4.5 and RCP8.5). We find that heat stress exposure due to deforestation was comparable to the effect of climate change under RCP8.5. Our findings suggest that heat stress index could exceed the human adaptation limit by 2100 under the combined effects of Amazon savannization and climate change. Moreover, we find that risk of heat stress exposure was highest in Northern Brazil and among the most socially vulnerable. We suggest that by 2100, savannization of the Amazon will lead to more than 11 million people will be exposed heat stress that poses an extreme risk to human health under a high emission scenario.

Introduction

Global warming is causing heat stress conditions that are becoming more frequent and intense in many tropical and subtropical regions of the world1,2. In 2020, the warmest September in history was recorded, with several locations in Europe and South America breaking record-high temperatures3, while the high temperatures in Midwestern and Northern Brazil posed a risk for death by hyperthermia4. A recent study found that these two regions have the largest projected air temperature changes driven by a global warming scenario in the Eta atmospheric regional model nested in global climate models (HadGEM-ES and MIROC)5.

The recent extreme heat exposure in Brazil occurred during a period marked by forest fires and growing deforestation rates in several biomes, especially in the Brazilian Amazon6,7. Between August 2019 and July 2020, total deforestation in the Brazilian Amazon experienced the single highest year-to-year increase since 2010 (nearly 1000 km²)6. Increased deforestation is an important sign of non-compliance with the goals established by the 2015 Paris Agreement (which were intended to limit global warming to 1.5–2.0 °C). To achieve this established goal, greenhouse gas emissions should reach zero by 2050 in industrialized countries and by 2100 in the rest of the world, assuming that natural carbon sinks are preserved, which has not been observed in recent years. The deforested area reached in 2020 is much larger than the commitment specified in Brazil’s National Policy8, which sought an 80% decrease in deforestation in the Amazon compared with the average verified deforestation levels from 1996 and 2005. That is, the target deforestation rate in 2020 should be 3925 km² instead of the actual 2020 rate of 11,022 km².

The Amazon rainforest is one of the most biodiverse regions in the world9,10, and its progressive deforestation may result in abrupt and profound changes in the regional climate and intensification of extreme climate events11,12. Nobre et al.13 predicted a nearly 60% rainfall reduction and a 2 °C increase in the near-surface air temperature over the Amazon based on a scenario of Amazonian deforestation incorporating ocean–atmosphere coupling. Such profound climatic changes over the Amazon along with large-scale projected deforestation scenarios will aggravate the effects of heat exposure on human adaptation, work activities, leisure, and sports practice14, especially for vulnerable social groups. In this study, we carried out numerical climate modeling experiments using the Brazilian Earth System Model (BESM-2.5)15,16,17 to assess the effects of two major climate stressors, i.e., Amazon savannization and global climate change, on the risk of exposure to heat stress conditions with respect to the potential impact on human health.

Excessive heat-related morbidity and mortality are linked to the body’s ability to maintain a stable internal temperature18. Under unfavorable environmental conditions that include high temperature and humidity exposure, the body’s cooling capabilities are weakened, resulting in increased body temperature. Sustained exposure to such conditions results in dehydration and exhaustion, and in more severe cases, tension and collapse of vital functions, which can lead to death19. In addition, heat stress affects mood and mental illness and reduces physical and psychological performance20.

Increased body temperature due to heat stress is an unbalanced condition in which heat production or gain outpaces heat loss. This condition depends on interactions between at least four climatic variables: air temperature, relative humidity, solar radiation, and wind speed. In environments with air temperatures above 35 °C, transpiration/evaporation is the body’s main cooling process; in environments with high humidity (and low wind speeds), this mechanism is less effective and the body’s heat balance can be compromised. Outside of environmental factors, clothing, physical activity, and acclimatization can also affect heat stress21,22.

There are various heat exposure stress indices that can be measured, including rational indices (via calculations involving heat balance equation), empirical indices (based on objective and subjective strain), and direct indices (involving direct measurement of environmental variables)19. Direct indices are more applicable, as these indices are based on monitoring environmental variables. Among these indices, the wet-bulb globe temperature (WBGT) is the most used, especially in military training, work safety, sports medicine, and leisure activities22,23,24.

The WBGT heat index incorporates the natural wet-bulb temperature (Tnwb), the black globe temperature (Tg), and air temperature (Ta), which can be calculated using standard meteorological observations (temperature, humidity, wind speed, and solar radiation) for both in-shade environments (without solar radiation exposure) and outdoor environments (with solar radiation exposure). This index is properly adjusted for actions in work environments based on various metabolic rates defined in international22 and national25,26 standards, which recommend an hourly rest period during heavy work when the WBGT exceeds 26 °C and suspension of work activities when the WBGT reaches 34 °C. Under more extreme conditions, e.g., a WBGT >40 °C, exposure may compromise survivability in heat-vulnerable groups2,27.

Results and discussion

Amazon savannization and heat stress

The results of our Amazon Basin savannization simulations, which examined the worst-case scenario, i.e., that the entire Amazon rainforest is replaced with savannah, revealed increased air temperatures and decreased relative humidity and precipitation, especially in the Amazon Basin (Supplementary Figs. 13). Such climatic conditions were enhanced when the savannization experiments were computed in tandem with the atmospheric radiative forcing of the representative concentration pathways (RCP) 4.5 and 8.5 (Supplementary Fig. 1). The various model experiments were explicitly named using the following legend: greenhouse gas scenario (H – Historical, 45 – Representative Concentration Pathways 4.5 – RCP4.5, and Representative Concentration Pathways 85 – RCP8.5); and land-use scenarios (F – Forested, S – Savannah). For instance, HS represents the historical greenhouse gas scenario with the savannah land use pattern and 85F indicates the RCP8.5 greenhouse gas scenario run with the forested land use pattern.

Regarding heat stress conditions, computation of the WBGT index for these simulations revealed the most dramatic effects of Amazon savannization on the regional scale. In the hottest month, the average daily maximum in-shade WBGT values exceeded the limit associated with the extreme risk to human health (i.e., WBGT ≥ 34 °C), reaching maxima of 37 and 41 °C for the 45S and 85S simulations, respectively (Fig. 1). The distribution of in-shade WBGT values showed that a large majority of the Amazon Basin region reached 34 °C, with some areas reaching 41 °C in the 85 S simulation. Such high WBGT values were not obtained in forested simulations, even under the most extreme 85F simulation (Fig. 1). For outdoor conditions, the maximum daily average of the WBGT in the hottest month reached 46 °C for the 85S simulation (Supplementary Fig. 4).

In a simulation under historical atmospheric conditions (i.e., the present conditions), Amazon savannization led to 1–5 °C increases in the average daily highest in-shade WBGT values during the hottest month over the Amazon (Fig. 1, difference of HS − HF). In the climate change scenarios, the increase in WBGT reached 7.5 °C with more robust effects in the RCP8.5 scenario (Fig. 1; difference of 85S − 85F). On the regional scale, deforestation also increased the average values of the daily maximum in-shade WBGT by 0.5 °C over the Andean and South and Southeastern Brazilian regions in the RCP8.5 scenario (Fig. 1; difference of 85S − 85F).

The combined effects of the deforestation and global warming scenarios contributed to extreme levels of in-shade WBGT heat stress risk in most of the Amazon region, showing an increase of up to 11.5 °C under the RCP8.5 scenario (Fig. 1, difference of 85S − HF) by the end of the twenty-first century relative to the present conditions, as shown in Fig. 1. On the regional scale for most of South America (except for the Amazon Basin region), the average maximum daily in-shade WBGT values were projected to increase by 2–5.5 °C during the hottest months for 2073–2100 compared with the historical period without deforestation. Similar effects were observed for the outdoor conditions (Supplementary Fig. 4).

Regarding the effects on human health, elevated heat stress exposure due to deforestation could be extremely dangerous to humans, including increased risk of intolerable conditions for in-shade working activities23 and intensified risk of heat-related illness28. Furthermore, increased heat stress exposure might increase morbidity and mortality in heat-vulnerable populations, including children, the elderly, and those with underlying health conditions29,30.

Figure 2 shows histograms of the distributions of the daily maximum in-shade and outdoor WBGT values, highlighting the heat stress exposure risk thresholds (dashed lines), as influenced by savannization and the climate change scenarios in the Amazon Basin. The data show that under in-shade conditions, replacement of the current forest cover with savanna-type vegetation during the baseline/historical period could lead to a daily maximum WBGT distribution equivalent to that predicted by the RCP8.5 climate scenario at the end of the century. Thus, Amazon rainforest deforestation has a local effect on heat stress exposure equivalent to that of the most severe effect of climate change, magnifying the frequency and intensity of extreme in-shade WBGT values. The distribution of the maximum daily in-shade WBGT values shows a shift in the warming values for the RCP4.5 and RCP8.5 scenarios, with the most frequent values near 32 °C for 45S and 34 °C 85S simulations. In the latter scenario, this means that the daily maximum in-shade WBGT might exceed 34 °C on 42% of the days in each year at the end of this century.

In outdoor environments, the most notable effects of savannization and climate change are on the threshold of survivability. Under the 85 S simulation, the distribution of the daily maximum WBGT values reached values greater than 40 °C on 7% of days (i.e., 25 days per year) at the end of this century in the Amazon Basin region (Fig. 2). On some days, the WBGT exceeded the daily maximum value of 46 °C, highlighting the alarming possibility of deadly heat stress levels resulting from the combined effects of deforestation and climate change. Although climatic models, including the BESM model used here, present uncertainties in their projections, our findings suggest that the limits of human adaptation could be exceeded in this region if current trends in Amazon rainforest deforestation and global climate change continue to increase. In the 85S simulation, it would be impossible to perform heavy outdoor activities for at least 1 h/day22 in 42% of the days studied (relative to WBGT ≥ 34 °C). If this scenario occurs, new occupational health initiatives, preventive measures, and shifts to safer behaviors will be required to reduce the impact of heat stress exposure.

In the context of human health impact, the combined effects of global climate change and Amazon rainforest savannization could represent an exposure of more than six million people to conditions of extreme risk to human health (WBGT ≥ 34 °C) in 45S and more than eleven million people in 85S (relative to the no-savannization) for in-shade environments during the historical period (in which such heat stress conditions did not occur). For instance, these populations would be exposed to a high risk of WBGT (≤34 °C) for at least 1 h/day based on the monthly climatology of the daily maximum values. Of the people impacted in the RCP8.5 climate change scenario in Brazil, 50% live under conditions of high social vulnerability, with the equivalent of about 5.7 million people exposed (Fig. 3; see in-shade WBGT).

For outdoor conditions and survivability threshold (WBGT > 40 °C), the combined effects of climate change and deforestation could impact a total of five million people by the end of the present century, among whom two million are highly vulnerable. In our estimates, we did not consider population growth or changes in demographic structure, or life expectancy. Thus, these results reflect the isolated effects of climate change and savannization and can be interpreted to represent the effects that would be observed if the current population was exposed to the projected heat stress distributions (Fig. 3; see outdoor WBGT).

The vulnerability of the exposed population was assessed via the Social Vulnerability Index (IVS) of the Brazilian municipalities31. This index is based on 16 indicators that reflect fragilities in the health and education system (human capital), urban infrastructure, and income and work31. This indicator can be classified as very low or low social vulnerability (SVI less than 0.300), medium social vulnerability (SVI between 0.301 and 0.400), high social vulnerability (SVI between 0.401 and 0.500), and very high social vulnerability (SVI between 0.501 and 1.000)31.

Of the total of 5565 Brazilian municipalities, 16% (887, inhabited by 30 million people) might be impacted (i.e., increase higher than 0.2 of in-shade WBGT in the hottest month) by the savannization of the Amazon Forest in the RCP8.5 scenario (Fig. 4). Of the impacted population, 42% reside in the northern region of Brazil, which is dominated by municipalities with low population density (with the exception of Manaus, which has a population of more than two million people) and very high social vulnerability. Of the impacted population in the northern region (12 million), 50% live in areas with low resilience and high social vulnerability (IVS ≥ 0.400), reflecting a low capacity to respond and adapt to the combined effects of climate change and deforestation (the impacts of outdoor conditions are presented in the Supplementary Fig. 5).

Conclusions

Based on the results of a numerical climate modeling experiment designed to gauge the effects of Amazon savannization and global climate change scenarios on heat stress, our results suggest that large-scale deforestation of the Amazon rainforest will greatly magnify the risk of exposure to extreme heat associated with climate change on local and regional scales. These heat levels, which will be physiologically intolerable to the human body, will profoundly affect highly vulnerable regions. The heat extreme conditions induced by deforestation could have negative and significantly long-lasting effects on human health, including decreased workability21,27,28 and increased heat-related morbimortality associated with cardiovascular disease29,30, psychological outcomes20, and acute kidney diseases32. In Brazil, the combined effects of deforestation and climate change are already being reported based on observational data, with the most extreme warming values reported in large deforested areas from 2003 to 201833.

Additionally, increased heat stress exposure might impact several areas of the economy via effects on labor productivity, as workers will be exposed to fatal thermal conditions. In Brazil, outdoor workers are already exposed to heat stress, and the projections indicate increasing high-risk exposure over the next decades34,35. The 1.5 °C increase in the global average temperature based on the projections of HadGEM2 and GFDL-ESM2M climate models could represent 0.84% of losses in working hours by 2030, the equivalent of 850,000 full-time jobs, especially in the agricultural and construction sectors36. Particularly in agriculture, the high risk associated with intense work and thermal overload has already been observed among Brazilian sugarcane cutters37,38.

In our projections, the combination of land-use change and global warming could further magnify the occupational risks. Moreover, human-induced factors responsible for Amazon savannization, such as increased numbers of forest fires as well as expansion of agricultural areas and mining activities, tend to be characterized by unplanned urbanization, lack of basic sanitary infrastructure, and more frequent informal work39,40,41. These factors link the deforestation process to increased inequality and vulnerability, which act synergistically with the effects of climate change, to further increase the demand for health and social protection services in the Brazilian Amazon region.

The expected effects of heat stress on human health depend on interactions between multiple factors, including the severity and frequency of these events as well as the biological and social vulnerability of the exposed populations. Our results suggest that the deforestation effects on heat stress will most severely affect the Amazon region, which is home to precarious human developments (with respect to health, infrastructure, and income); furthermore, the severity of these effects are enhanced by the limited ability of these regions to respond to the health challenges induced by the combined effects of climate change and deforestation. During the COVID-19 pandemic, the first health services to collapse in Brazil were in the Amazon region, stressing the synergistic effects of health stressors and the lack of infrastructure in the region.

Finally, our study reveals that the combined effects of Amazon savannization and climate change are significantly associated with threats to human health and well-being, emphasizing the urgent need for coordinated steps to avoid negative effects on vulnerable populations. The local effects of land-use changes are directly linked to forest sustainability policies and strategies, and changes in these areas are within society’s reach. In these areas, the health sector could be an important avenue for proposing integrative policies to mitigate risk and vulnerability.

Honda sees its future in air taxis, rockets and moon robots

Car and motorbike maker Honda Motor Co. is positioning itself for a vertical takeoff.

The Tokyo-based company is embarking on efforts to field a new electric-hybrid air taxi, a robot with human-like hands that may one day toil on the moon and a reusable rocket to carry small satellites into space more economically.

Honda’s vision of how people will work, travel and spend leisure time in the future will help expand its business beyond cars, lawn mowers and motorcycles. The efforts are a key component of Honda’s “2030 Vision” to broaden the definition of mobility and to improve peoples’ daily lives.

The automaker, which also has a niche business in small planes, is a newcomer to the space industry, dominated today by established defense contractors such as Boeing Co. and well-funded upstarts such as Elon Musk’s SpaceX and Jeff Bezos’s Blue Origin. Its seven- or eight-passenger HondaJet has gained limited traction and accounts for a tiny fraction of the company’s revenue.

Honda also has struggled to keep up with the latest technology in its mainstay automotive business, partnering with General Motors Co. to develop electric vehicles using that larger company’s next-generation battery-pack technology.


The carmaker says all three areas of the expansive research and development road map overlap with Honda’s expertise, including propulsion, electrification, robotics, artificial intelligence and renewable energy, the company said Thursday.

“There is no other company that has all of these core technologies,” spokesman Marcos Frommer said on a video briefing with reporters.




Air Taxis

Honda says current flying-shuttle designs that rely 100% on battery power will be too limited in range to meet market demand for travel as far as 250 miles (402 kilometers) and not just across large, congested cities, according to its research.

The company plans to begin flight tests in 2023 on a hybrid design that will couple a lithium battery with a gas-turbine generator to serve as a charger and extend the aircraft’s range. If management decides to proceed with development, Honda plans to have its craft certified by 2030.

In the 2040s, when Electric Vertical Takeoff and Landing (eVTOL) craft progress to a fully autonomous stage -- without a pilot on board -- Honda forecasts a market worth $269 billion annually. This would include emergency medical transport and logistics.

This market will need to function within a larger ecosystem of eVTOL ports, ground-based autonomous vehicles and computers that can adjust both passengers’ schedules and flight plans seamlessly to transport people, Frommer said.




Avatar Robots


Honda Robotics will continue refinements of its Asimo humanoid robot to reduce its size and increase capabilities.

The company expects that avatar robots will be used primarily as a remote surrogate to perform tasks, such as a paramedic controlling the robot to attend to an injured person, which Honda calls “4D, transcending time and space.” In another scenario from the company, schoolchildren remotely occupy a fleet of robotic rover avatars on the moon’s surface, touring craters and other geographic features.

These human-controlled avatars will need sophisticated, multifingered hands powered by artificial intelligence to help provide more delicate and forceful grasping, Honda said. The Honda Avatar Robot will begin technology demonstrations by March 2024 and see “practical use” in the 2030s, the company said.



Space


Honda began work in late 2019 on the engineering requirements for a reusable rocket, the industry’s new paradigm given the success of SpaceX’s Falcon 9. Honda plans to develop a rocket to launch small satellites into low-earth orbit, another evolution that has energized the commercial space economy.

This, in turn, could lead to more connected machines -- everything from autos to appliances to utilities that are online -- and create new service and revenue opportunities.

Further out in space, Honda sees commercial promise in helping lunar explorers unlock the potential of frozen water on the moon. The company is working with the Japan Aerospace Exploration Agency (JAXA) to build a renewable energy system on the moon. This would break down water into its hydrogen and oxygen components, with Honda’s fuel-cell technology generating electricity. The oxygen also could used in living quarters and to provide hydrogen for fueling rockets, Honda said.

Honda isn’t the only Japanese carmaker imagining a presence on the moon. Toyota Motor Corp. and the Japan Aerospace Exploration Agency are working on a six-wheeled driverless lunar rover with the goal of putting it on the surface in 2029.

Honda also sees a role on the moon for robots to “minimize the risks astronauts will be exposed to and enable people to virtually enjoy the experience of being on the moon from Earth.”

End of CRB and EI to cause major risks for consumption rates, financial outlook: Economist

As COVID-19 relief from the federal government is set to expire this month, a senior economist is sounding the alarm about major risks to Canada’s overall consumption rates and financial outlooks from the central bank once recovery benefits are withdrawn.

Stephen Brown, senior Canada economist at Capital Economics, believes it is inevitable that the country’s household income rate will take a hit as people come to the end of their Employment Insurance (EI) eligibility period and the Canada Recovery Benefit (CRB) closes.

However, household savings rates have kept analysts at bay about the risks posed by the winding down of benefit payments so far, he said.

“Now, we’re starting to doubt that view because all these goods shortages mean there isn’t really the extent or ability for other people to pick up slack who weren’t receiving these benefits,” Brown said in an interview Friday.

“Suddenly, there’s this sort of cliff edge when it comes to household income. We’re talking about potentially over one million people losing their benefits over the span of two months.”

Ever since the Canada Emergency Response Benefit (CERB) ended last year, people who were still unable to work due to the pandemic have been able to claim payments through a modified EI program or the CRB.

But, barring any last-minute adjustments, as the 12-month entitlement period for EI ends and the CRB comes to a close on Oct. 23, an estimated 2.2 million people that are currently receiving those benefits will be left to face the unknown.

That means Canada’s household income will fall by three per cent in the first quarter of 2022, per analysis from Capital Economics.

“So, we need an increase of somewhere in the region of a few 100,000 jobs both in September and October to offset this negative effect from the expiry of these benefits,” said Brown. “And that just seems very unlikely to us.”

Still, Brown isn’t sure the answer to this conundrum is extending these emergency programs.

“If I’m being honest, it would be tricky to make the case for extending these benefits in their current form,” he said.

On one hand, Brown believes there is a valid argument to be made that the generosity of these programs has far exceeded their need. A lot of people have been getting more money through these recovery benefits than they were at their actual jobs prior to the pandemic, he added.

“So, there certainly is a case really for bringing them down, particularly when we’re seeing all these widespread labour shortages,” he said.

On the other hand, the Bank of Canada will now face something it isn’t used to, he added.

“I think from the point of view of the central bank, if we suddenly have a sharp drop here in household income, that’s the equivalent of saying we suddenly have a very tight fiscal contraction in the fourth quarter,” said Brown. “That’s a big unknown, and it’s not something we usually see.”

However, no matter which side you look at, Brown believes the central bank will not necessarily begin focusing on a forward-looking approach yet.

“If we have these benefits expiring in October, then by the second half of next year, that’s a much longer period for these people that lose their benefits to adjust, to find employment and to see their income pick up again, So, by the second half of next year, we could potentially be in a much stronger position again,” said Brown.


“But, I’m not sure the Bank is going to be signalling that anytime soon. Given all this uncertainty and given that we still haven’t had all these pandemic issues resolved, I’m not of the view that they’re going to be more hawkish.”

For now, Canada’s economy can look forward to continued low interest rates well into 2022. The central bank has only indicated it will raise those rates, for the first time in months, at some point in the second half of next year.

Employer frustrated at Canadians who 'just don't want to work'

Some business owners across Canada are finding it increasingly difficult to hire workers.

That is true for Essex Topcrop Sales Ltd., a leading pet food manufacturer based in Ontario that is facing supply chain disruptions and now labour shortages.

The founder, Craig Brummell, said Tuesday that trying to get people out of their homes and into entry-level paying jobs has been challenging throughout the pandemic.

"We find one out of three people scheduled for an interview don’t even show up,” he said in an interview.

“We now hire people right on the spot from the interview and even after you tell them [they] have job – and these are people who are collecting CERB or unemployment insurance, or both – they don’t even show up.”

Brummell added that those who do show up “last until noon, or one day, or three-four days, or maybe a week.”

"They're not leaving for other jobs. They just don't want to work," he said.

He explained that the struggle is in retaining workers while federal assistance programs such as the Canada Emergency Response Benefit (CERB) and Canada Recovery Benefit (CRB) have been available during the pandemic. The CRB offers $1,000 for every two-week period of eligibility for Canadians whose employment was affected by COVID-19 and who are not eligible to collect employment insurance.

Brummell said those who fill the entry-level positions he referred to at EssexTopcrop are offered between $16 and $17 per hour to start. A month-old job posting from the company to fill a manufacturing assembly line operative position is being advertised, however, for a starting pay of $14.54 per hour. When asked about this discrepancy, Brummell noted in a follow-up conversation that pay ranges vary among positions and they are sometimes open for negotiation. Essex Topcrop also has a posting open for a warehouse operative with a stated pay range of $15 to $18 per hour.

Brummell said he doesn't believe the federal government has a true understanding of what employers are going through.

"What it's leading to is investment into automation and elimination of jobs in the end.”

Quebec health-care workers say they feel overlooked by government 

Canada’s health-care capacity ranks among the worst of its peers and is a factor in economic losses during the COVID-19 pandemic, according to a CIBC report.

The report, titled “Low hospital capacity in Canada: A continued economic risk as Covid becomes endemic,” highlights that Canada has one of the worst health-care capacities among developed countries in the Organisation for Economic Co-operation and Development (OECD).

According to the Global Health Security Index, Canada ranks 41st out of 137 when it comes to capacity.

Canada’s capacity was already being strained prior to the pandemic in 2019 — and has caused Canada to implement more and stricter restrictions than other countries, resulting in less economic activity, according to the report.

COVID-19-related hospitalization per one million of the population in the U.S. and U.K. were four and five times higher than in Canada, respectively, but our system was still pushed to its limits during the second wave of COVID-19 in the fall of 2020, the report said.

“Simply put, we reached capacity at levels that many other countries consider to be acceptable,” the report states.

“If we reach capacity faster than any other countries, that means that the trigger or the threshold to ignite [COVID-19] policies is much lower,” said Benjamin Tal, deputy chief economist at CIBC and a co-author of the report. “This has major economic implications.”

Tal sees the pandemic as a “wake-up call” for Canada to invest in its health-care capacity to better handle COVID-19 as an endemic.

“We have to increase capacity, we have to make it a priority,” he said.

Canadian premiers have requested at least $28 billion in extra funding from the federal government, but Prime Minister Justin Trudeau has said he wouldn’t comment on extra funding until after the pandemic has ended.

Ontario, though, plans to spend almost all of its increases to health-care funding on new hospitals over the next 10 years, according to the report.

‘Thoughtful’ changes needed

Justin Hall, deputy chief of Sunnybrook Hospital’s Emergency Department in Toronto, agreed that capacity was definitely stretched to its limits even before the pandemic and that the worst may still be ahead given the great backlog of surgeries that hospitals will soon have to contend with, as well as a shortage of staff.

He said there has been an exodus of nurses during the pandemic due to the demands of the job.

“Our system right now is strained from a capacity perspective of humans,” Hall said.

However, Hall doesn’t think that money should just be thrown at the system, but that improvements have to be “thoughtful.”

“Money is a short-term solution to this, but I actually don’t think it’s the only thing that’s needed,” he said. “We really need a longer-term plan for how we’re going to address capacity on a long-term basis, not simply for the next year or two.”

That means taking a close look at hospitals’ needs a decade down the line and a significant investment in talent.

Hall also believes that there can be better coordination among provinces and different levels of government to “share lessons” instead of reinventing the wheel.

“We really have 14 different health systems that are operating in this country at various levels,” he said.

One challenge, though, is how geographically spread out the country is, which makes sharing resources or reaching northern communities difficult, but Hall said one silver lining of the pandemic is the rise of virtual care.

“Virtual care without a doubt is here to stay,” he said. “It’s very much an important part of how we’re going to address some of the capacity concerns as well.”
Economy Rebounds in Canada Amid Wider Business Reopening

(Bloomberg) -- Canada’s economy returned to growth as consumers headed back to restaurants and entertainment venues, propelling spending on services.

Gross domestic product rose 0.7% in August, Statistics Canada said in a flash estimate from Ottawa. That’s a reversal from July, which showed a 0.1% contraction, according to the report.

Economists were predicting a 0.2% drop in output for July, after early guidance indicating a weak start to the second half of the year. The agriculture and manufacturing sectors were among the contributors to the decline.

“Today’s GDP report provides a small tonic to the troubling results from a month ago,” Doug Porter, chief economist at Bank of Montreal, said in a report to investors. “The slightly smaller-than-expected setback in July and nice pop in August suggest that the economy managed to grind out some moderate growth in the summer quarter as a whole.”

Bonds rallied at first, then dropped, with the 10-year benchmark trading at 1.474% as of 9:39 a.m. in Toronto. The Canadian dollar was little changed at C$1.2674 per U.S. dollar.

The August figure suggests Canada’s economic recovery is back on track, with consumers leading the way as businesses reopened amid a strong vaccine rollout in the early summer months. While a cool-down in the housing market and supply chain disruptions drove a shock 1.1% annualized contraction in the second quarter, Friday’s report supports analysts’ views that consumption, particularly in service sectors, will offset other weaknesses. The food and accommodation sector and a rebound in manufacturing contributed to the August gain, even as the agriculture sector suffered from continued drought conditions.

While high-contact sectors still have room to recover, there’s near-term risk that the delta variant and a return to schools could prompt a slowdown in consumption if Covid cases tick up again. The expansion in August, though positive, isn’t strong enough to propel quarterly growth near the Bank of Canada’s 7.3% annualized forecast for the third quarter.

Based on the figures released Friday, quarterly GDP is now tracking around 3% annualized, according to Bloomberg calculations. The July and August readings are the last before the central bank updates its forecasts at its Oct. 27 policy decision, where it’s expected to taper its asset purchases to C$1 billion ($789 million) a week from the existing pace of C$2 billion.

“The Bank of Canada will probably be OK with this release,” Nathan Janzen, an economist at Royal Bank of Canada, said by email. “We will still get another labor market report next week, but for now we think this is probably enough to keep an October taper on the table.”

Russian expedition finds evidence of northernmost Stone Age hunters above the Arctic Circle

Ancient cut marks on mammoth bones unearthed on a remote island in the frozen extremes of Siberia are the northernmost evidence of Paleolithic humans ever found, according to archaeologists.

The bones from the woolly mammoth skeleton, dated to about 26,000 years ago, were excavated this summer by a Russian expedition to Kotelny Island, in the far northeast of Siberia — 615 miles (990 kilometers) north of the Arctic Circle.

The team pieced together more than two-thirds of the skeleton — and they found cut marks and notches, made by stone or bone tools, on almost every bone. That indicates the animal was deliberately butchered, probably after it was hunted down by a nomadic band of Stone Age hunters, the archaeologists said.

It's the northernmost evidence of Paleolithic humans ever found, said expedition leader Alexander Kandyba, an archaeologist at the Institute of Archaeology and Ethnography at the Russian Academy of Sciences' Siberian branch.

"This suggests that the northern border of human existence in the Pleistocene was much to the north of the generally accepted ideas," Kandyba told Live Science in an email, referring to the Pleistocene epoch between 2.6 million and 11,700 years ago — the time of the last ice age.

Until now, the northernmost traces of Stone Age humans came from the valley of the Yana River in the Yakutia region of Siberia, and dated to between 27,000 and 29,000 years ago, he said.

"The discovery of this site makes it possible to move the northern border of the existence of ancient man and the development of the territory by him in the Pleistocene by almost 600 kilometers [370 miles] to the north," he said.

Mammoth bones


Kotelny Island is the largest of the New Siberian Islands, which are located between the Laptev Sea and the East Siberian Sea, about 150 miles (250 km) off the northern coast of East Siberia.

At the time the mammoth was killed, the sea level was lower, and so Kotelny Island was joined to the mainland. The climate was also milder, although temperatures were still near or below freezing for most of the year.

Archaeologists previously found the fossilized remains of trees on the island, but it's too cold for them to grow there today. Kandyba’s team discovered the mammoth bones on Kotelny Island in 2019, but it was only during the expedition in July of this year that they could be fully excavated, he said.

Stone Age hunters


The team didn't find any of the tools that caused the marks, but they did find a large number of ivory shavings and chips that indicated that ancient people had carved into the mammoth tusks. They also found two ivory tools made from the tusks: a small spatula and a strange object that looks somewhat like a squeegee; archaeologists are still trying to determine what it was used for, Kandyba said.

From the bones, the archaeologists gleaned other clues about the lifestyle of the Stone Age hunters. For a start, it seems clear that they hunted mammoths, although other archaeologists have suggested Paleolithic hunters may have avoided such large and dangerous prey in favor of smaller animals, such as reindeer. "I think people hunted all kinds of animals at that time," Kandyba said.

There was no sign that the mammoth had been trapped before it was killed — a method some archaeologists suggest such hunters may have used.

"The fact that the skeleton of the mammoth was located on the slope of an ancient terrace suggests that the animal was definitely killed in the open air, and not in a mud trap," he said.

The findings from the latest research on the mammoth skeleton and the evidence that it was butchered by Stone Age humans are now being prepared for publication in a scientific journal, Kandyba said.

After months of feeding carrots to vaccine-hesitant Albertans, Premier Jason Kenney is breaking out the stick.

Sort of.

He is telling Alberta's 25,000 civil servants who work directly for the government they must be vaccinated by Nov. 30 or produce a negative COVID-19 test within 72 hours of every scheduled workday. 

Those that refuse won't be fired but will be placed on unpaid leave.

"Our aim is to encourage and educate all the members of the public service to get vaccinated," said public service commissioner Tim Grant. 

In a previous incarnation a decade ago, Grant was a general leading Canadian troops in Afghanistan against the Taliban, an experience that might come in handy when dealing with another bellicose opponent: Alberta's anti-vaxxers. At least,  any anti-vaxxers who happened to work for the government.

The government doesn't know how many of its 25,000 workers are unvaccinated but based on statistics for the general population, Grant figures it's about 4,000 people.

Alberta's major problem continues to be members of the general population who are driving the fourth wave of the pandemic by refusing to get vaccinated, contracting COVID-19, then subsequently clogging up hospital beds and forcing the cancellation of all elective surgeries.

Another major problem is how Kenney has been dealing with the crisis.

247 in ICU is good news?

Time and again, he's had to be dragged, kicking and screaming, to take action. And even then, as he did Thursday, he makes it sound like everything is under control.

"As of this morning, we had 247 COVID patients in intensive care, down from 257 the previous day, and roughly flat from where we were a week ago," Kenney said on Thursday, making it sound like having 247 people stricken with COVID-19 in intensive care was good news.

And keep in mind that also on Thursday, Alberta Health Services reported another 20 people had died from COVID-19. One of them was a 24-year-old man from northern Alberta who had no known pre-existing conditions.

In an eye-opening comment last week, Dr. Verna Yiu, head of Alberta Health Services, said one of the reasons ICU wards have not faced even more pressure is because COVID-19 patients are dying and thus freeing up beds.

"It's tragic that we are only able to keep pace with these sort of numbers because, in part, some of our ICU patients have passed away," she said.

Even as Kenney talked on Thursday about the "severe" pressure on our hospitals, he continued to downplay the numbers.

"It is important to note that we are not the only province to have gone through such a challenging period during COVID," said Kenney, making it sound like Alberta's "challenging period" was in the past. "Our per capita COVID ICU admissions are pretty much exactly where Ontario was during their spring wave and are well below where Manitoba was when they had to transfer ICU patients out of province.

Irrelevant comparisons

But Kenney is comparing COVID apples and oranges. Ontario and Manitoba hit their "challenging times" back in the spring when vaccines were initially being rolled out. Alberta is experiencing its crisis at a time when vaccines have been widely available for months.

This irritating play with facts and figures might help explain why Kenney is the least popular premier in the country when it comes to dealing with the pandemic. Not only has he repeatedly tried to downplay the severity of COVID-19 by, among other things, likening it to the flu, he routinely toys with semantics to avoid taking responsibility for mistakes.

In July, for example, he dismissed the possibility of a fourth wave and rejected vaccine passports. We are now dealing with a catastrophic fourth wave and Kenney recently introduced a vaccine passport system but stubbornly refused to call it that, instead naming it a "restrictions exemption program." 

And he refuses to heed the advice of both the Canadian Medical Association and the Alberta Medical Association for a "firebreak" or lockdown to help put a dent in COVID-19 numbers.

How about a vaccination policy for UCP politicians?

You have to wonder if that's because Kenney sincerely doesn't believe a firebreak will help or because he simply is a hostage to his own past anti-lockdown rhetoric.

Reporters asked him Thursday if he would demand all his MLAs and their staff get vaccinated, to keep in step with the new rule for civil servants. According to Kenney, there are provisions in the Constitution to ensure elected officials aren't barred from entering the legislature.

He could, though, demand that any UCP MLA who isn't vaccinated be removed from the UCP caucus.

(This is not an issue for the New Democrats who say all their MLAs and staff are fully vaccinated).

If Kenney wants to show he's willing to get tough with the unvaccinated who are paid by the public and who should set an example during a devastating pandemic, he might want to start with the elected people who actually run the government.

COVID-19 news in Canada

A new poll suggests Canadians overwhelmingly support the idea of requiring vaccine passports to gain admittance to public places such as restaurants, bars and gyms.

Fully 78 per cent of respondents to the Leger poll said they strongly supported (56 per cent) or somewhat supported (22 per cent) requiring proof of vaccination against COVID-19 to visit non-essential public places.


Just 13 per cent said they strongly opposed, while another nine per cent said they were somewhat opposed.

Support ranged from a low of 70 per cent in the Atlantic provinces to a high of 86 per cent in British Columbia. 

Eighty-one per cent of Alberta respondents also supported the move, although their province has been the most reluctant to adopt a vaccine passport system.

The poll of 1,537 Canadians was conducted Sept. 24-26 as health-care systems in Alberta and Saskatchewan were being overwhelmed by soaring cases of the Delta variant of the COVID-19 coronavirus.

The online poll cannot be assigned a margin of error as internet-based surveys are not considered random samples.

Seventy-four per cent of respondents said governments should not lift all public health restrictions now.


Opposition to relaxing public health orders included 76 per cent of respondents in Alberta, where Premier Jason Kenney lifted most restrictions over the summer, only to have to reimpose some recently as the fourth wave of the pandemic swept the province.

Unsurprisingly given their provinces’ struggles with the fourth wave of the pandemic, Kenney and Saskatchewan Premier Scott Moe ranked the lowest among provincial first ministers for their handling of the health crisis.


Fully 80 per cent of Alberta respondents said they were very or somewhat dissatisfied with Kenney’s performance, and 74 per cent of Saskatchewan respondents felt the same about Moe.


By contrast, 74 per cent of Quebec respondents expressed satisfaction with Premier François Legault’s handling of the pandemic, while 52 per cent of Ontarians were satisfied with Premier Doug Ford’s performance.

Fifty-seven per cent nationally said they were satisfied with the federal government’s handling of the pandemic, while 61 per cent expressed satisfaction with their municipal governments.

Elusive tiger salamanders live in Edmonton-area wetlands — and environmental DNA proves it

'There could be 1,000 of them right in front of you and

 you'd never hear them'

Crime-fighting C.S.I.-type technology is being applied to wetlands in the Edmonton area, and turning up some surprising results.

In September, scientists with the Alberta Biodiversity Monitoring Institute (ABMI) and InnoTech Alberta identified evidence of tiger salamanders in two wetlands.

Sydney Toni, a knowledge translations specialist with ABMI, says scientists know that boreal chorus frogs, wood frogs and tiger salamanders have been visiting wetlands in the Edmonton area.

The proof? Environmental DNA — or eDNA — in water samples.

"All organisms shed DNA, be it hairs or tissue, and you can collect that in that environmental sample and analyze it to see what's there," Toni says.

Native to North America, tiger salamanders spend most of their time living in underground burrows.

They don't have a call, like a frog, that would register on audio monitoring equipment.

That makes them particularly difficult to detect, says Brian Eaton, manager of the environmental impacts at InnoTech Alberta.

"There could be 1,000 of them right in front of you and you'd never hear them, they don't really make noises," Eaton says.

He says eDNA technology has been around for a couple of decades but is only now starting to be used in large-scale monitoring programs like this year-long study in the Edmonton area.

"I love amphibians, I love this kind of work, so the whole eDNA thing and the ability it gives us to detect and understand how these populations are changing is a wonderful innovation," says Eaton.

The technology has also been used in Alberta fish and small mammal populations, like otters and minks. 

Eaton says practical applications include the detection of rare or endangered, as well as invasive species.

Amphibians around the world are on the decline due to habitat loss, contaminants, disease, and climate change. 

There are 10 species of amphibians in Alberta and about half of them can be found in the Edmonton area.

Amanda Schmidt, an aquatic field coordinator with ABMI, sucks up water samples using a hose attached to a long pole and a pump. The water passes through two sets of filters.

"You don't actually see any of the things that you're looking for at that time," Schmidt says.

It's only after the filters are sent back to the lab and are run through molecular analysis that eDNA traces of elusive creatures like the tiger salamander can be detected. 

"This work is really important because it helps us to learn what is out in our environment and to get a good catalog of the species that are there, especially with species that you can't catch easily."
