A Tax Some Repubicans Like

The Carbon Tax, which by the by is actually in effect in Alberta.

Which brings us to Alberta's small carbon tax. It has one – $15 a tonne for companies that exceed certain emission limits, with the money going into a technology fund. The trouble is that $15 a tonne is too low today to generate a lot of money, and will certainly be far too low tomorrow to generate the income the government will need to finance this expensive policy option.
However in Alberta the beneficiaries of this tax are the taxpayers; big oil.

And so with this model it should be no surprise that another capitalist who supports taxes is the CEO of Exxon;
in this case the much hated Carbon Tax that Republicans and Harpocrites claim will kill jobs.

But a carbon tax appears to have little support in Ottawa. Both Prime Minister Stephen Harper and Liberal Leader Stéphane Dion have rejected the idea in the past, saying it will damage the economy.



Then there are Republicans who support carbon taxes because it undermines cap and trade, which by its sheer complications cannot actually function in the real market place.

But the environmental justice groups that brought the lawsuit against the Air Resources Board oppose the cap and trade program. These groups include the Communities for a Better Environment and the Center for Race, Poverty and the Environment.

“Cap and trade will create toxic hotspots in low-income communities of color,” said Maya Golden-Krasner, a staff attorney for Communities for a Better Environment.

Those who support cap and trade say the revenue gained from the trading of emission rights will be used to forge programs for these poor populations, Pincetl said.

This argument does not satisfy the environmental justice community, though.

“This heavy reliance on cap and trade won’t get us where we need to be,” Golden-Krasner said.

The coalition seeks methods other than cap and trade to reduce carbon emissions.

“We are supportive of AB 32,” Golden-Krasner said. “We just want to see the Air Resources Board actually examine alternatives to cap and trade.”

These alternatives include a direct tax to carbon emissions.





It is also the reason Alberta was the first province to impose a carbon tax, to avoid cap and trade.

Inglis voted against the cap-and-trade climate legislation, believing it would create a new tax, lead to a "hopelessly complicated" trading scheme for carbon, and harm American manufacturing by handing China and India a competitive edge on energy costs. Instead, he proposed a revenue-neutral tax swap: Payroll taxes would be reduced, and the amount of that reduction would be applied as a tax on carbon dioxide emissions—mainly hitting coal plants and natural gas facilities. (This tax would be removed from exported goods and imposed on imported products—thus neutralizing any competitive advantage for China, India, and other manufacturing nations.)

Here was a conservative market-based plan. Did it receive any interest from House GOP leaders? Inglis shakes his head: "It's the t-word." Tax. He adds, "It's so contrary to the rhetoric we've got out there, to what Beck, Limbaugh, and others are saying."

The world's biggest oil company, Exxon Mobil, has softened its hardline position on climate change by throwing its weight behind a tax on carbon emissions.

In a significant shift in stance, Exxon's chief executive, Rex Tillerson, told an audience in Washington that he considered a tax to be a fairer route to curbing emissions than a cap-and-trade system of pollution allocations.

"As a businessman it is hard to speak favourably about any new tax," said Tillerson. "But a carbon tax strikes me as a more direct, a more transparent and a more effective approach."

support for carbon taxes has been taken up by a growing cadre on the far right, including Exxon CEO Rex Tillerson, economist Arthur Laffer, Sen. Bob Corker (R-Tenn.), and yes, even climate wingnut Sen. James Inhofe (R-Gamma Quadrant). Hell, throw in a refunded gas tax and you get America's Worst Columnist© Charles Krauthammer too. Are we to believe that these folks understand the threat of climate chaos, want to reduce climate emissions the amount science indicates is prudent, and sincerely believe that a carbon tax is the best way to accomplish that goal?

Is a carbon tax in America's future?

Two days after the election, a movement is afoot to achieve an audacious Democratic goal. The weird part is that the people behind it are Republicans.

In a Nov. 9 Wall Street Journal op-ed, former Bush speechwriter David Frum suggested that President Bush propose a carbon tax. N. Gregory Mankiw, former chairman of the Council of Economic Advisers in the Bush White House, suggested the same thing in an Oct. 20 op-ed in the Journal, and former Fed Chairman Alan Greenspan talked it up in late September. Harvard's Martin Feldstein and Weekly Standard contributing editor Irwin Stelzer like the idea, too. Slate "Moneybox" columnist Dan Gross took note of this unexpected GOP trend in an Oct. 8 New York Times column ("Raise the Gasoline Tax? Funny, It Doesn't Sound Republican").

On a purely theoretical level, it's not at all inconsistent for a Republican to advocate a carbon tax. Conservatives prefer taxing transactions to taxing income because it's a way to avoid progressivity; rich and poor get taxed at the same rate. (In his op-ed, Frum makes no bones about wanting to use the carbon tax to "split the opposition" and to lower taxes on "work, savings and investment.")


The reason that that conservatives can support a carbon tax is because it is a Pigovian Tax, which is a classical liberal economic argument.

Pigou Club is described by its founder as “an elite group of economists and pundits with the good sense to have publicly advocated higher Pigovian taxes, such as gasoline taxes or carbon taxes.”

Pigou Club was founded by Dr. Gregory Mankiw by stating his legendary manifesto in the Wall Street Journal. As time passed more and more economists were added to the list of people supporting the Pigou Club. They include people from all sides of political spectrum.

Albertans Want Oil Sands Moratorium

It's not just folks out east who want a moratorium on oil sands development, Albertans do to. Jack was right.


While 56 per cent of respondents are worried about the impact of oilsands development on the environment, more than seven in 10 said they're worried about the health impacts.

A slim majority of Albertans (51 per cent) don't want the federal government to intervene to protect the environment affected by the oilsands, fitting with many Albertans' long-standing dislike of having outsiders interfere with what is seen as a domestic affair. But 42 per cent want Ottawa to become involved.

A sizable majority of Albertans (63 per cent) do not agree the Alberta government is adequately protecting the air, land and water affected by oilsands developments. Only 29 per cent of Albertans say they think the government is doing a good enough job.

One in five say the provincial government is doing enough to reduce greenhouse gas emissions, while nearly six in 10 say they are not. Twenty per cent of respondents say they don't know. The federal government receives a similarly poor review.

Seven in 10 young people between the ages of 18 and 34 say the province and Ottawa are not doing enough.

The poll found 88 per cent of respondents think the oilsands are important to Alberta's economic development.

And we are still waiting to get our fair share of royalties to pay for all the environmental and health impacts of the tarsands.

Black Magick and BioTech

Came across these interesting articles equating bio-technology with black magick and alchemy.

One could say that the current food crisis resulting from biotechnology applied to mass production of foods as well as their commodification into bio-fuels is an act of black magick.

Fulfilling the prediction made by Shulamith Firestone back in the seventies when she did her feminist critique of reproductive biotechnology warning of its return to the creation of the alchemists homonuclus; the creation of life without the mother.

The characterisation of biotech as black magic is primarily meant to indicate the
ambivalence of instrumentality in biotech, an ambivalence which actually enables the connection between biological life and economic value. Traditionally, black magic refers to the use of magical actions for maleficent purposes (spells, witchcraft, demonology). The idea of black magic took a particularly strong hold in Renaissance Europe, where it coincided with trends in Jewish and Christian mysticism.

The infamous black magicians of the period and after – from Cornelius Agrippa to Eliphas Levi – were often seen as instrumentalists, manipulating the forces of the natural world (in the Hermetic tradition) or of the traditions of ‘white magic’ (occultism, cabala, alchemy).14 At the root of black magic was the fear induced by an instrumentalisation of the natural world, in order to gain
‘unnatural’ control.
Curiously enough, the tropes of black magic specifically, and magic generally, are not uncommon in popular accounts of the biotech industry. For instance, Cynthia Robbins-Roth’s book From Alchemy to IPO provides a hero-narrative of the biotech industry, recounting the development of recombinant DNA techniques and the formation of Genentech, the first biotech start-up.15 For Robbins-Roth, the biotech industry realises the dream of alchemy, not only through its ability to control matter, but in its ability to generate value through this transformation of matter. Robbins-Roth does not mention black magic, because this alchemical biotech activity is seen as the ultimate in humanistic endeavor. But neither does she explore
in depth the controversies genetic engineering experiments prompted in the 1970s.

But what if we take this trope of biotech as magic seriously? We would, first of all, have to point to a definition of ‘magic’ that would warrant the connection to biotech.

A number of historians of religion, including James Frasier, have positioned magic as incommensurate with technology (for Frasier magic is situated between religion and technology, for it has a logic, but that logic is not rational or ‘scientific’). Indeed the division persists to this day, along the lines of the rational/irrational.

In this context, Marcel Mauss’ famous study, A General Theory of Magic, is useful, for it attempts to conceive of magic as deeply connected to both the social and the technological.

Mauss’ study, though not without its problematics (including an exclusive focus on
‘primitive’ cultures), is noteworthy in that it redefines magic according to social and technological criteria. It suggests that magic is not transcendental (above and beyond social reality), but immanent to collective and individual practices in daily life. Mauss’ theory of magic also points to the implicitly pragmatic and instrumental character of magic in society; magic rites associated with healing and medicine are among his most common examples. To this we can add several more qualifiers, for we want to suggest that biotech is a form of black magic, and not just magic generally speaking. If magic is both immanent (social) and instrumental (technological), then black magic is an instrumental use of the immanent qualities of magic. That is, black magic folds the instrumental back upon the immanent, it folds technology back upon the social. When this happens, the object of the magical action becomes the social body itself. Instead of magical practice constituting orcontributing to the social (as in Mauss’ theory), in black magic it practices on the social.
(This is biopolitics with smoke and mirrors.) In this folding back of the instrumental upon the immanent, the social body is ‘shaped’ according to the hermetic dictates of the technological (the technological becomes synonymous with its efficaciousness). This can be said to constitute the maleficent character of black magic. It results less from a desire for world domination and more from a confusion specific to black magic, a confusion of the interrelation of the immanent (social) and the instrumental (technological).
What does this have to do with biotechnology? On one level all of this is perhaps too
abstract. But, if we keep in mind our notion of black magic (aided by Mauss’ theory), then it is hard to deny certain analogies in the biotech industry. For instance, consider the pharmaceutical industry. The manufacture of drugs has long been the single most lucrative output for bioscience research. Even when discussions of ‘post-genomic complexity’ abound, the output for such research is first and foremost in drug discovery. Drugs operate not only by sympathy (vaccines), antipathy (anti-virals) and contiguity (GM foods), but the integration of the pharmaceutical industry with health care systems means that a network for regulating
“biovalue” operates in the long term (health insurance, drug prescriptions and subscriptions).
Likewise, any computer based laboratory technology achieves a magical
transfer of properties, simply by encoding and decoding DNA into a computer. Finally, the biological database can be seen as a means of ‘capturing’ or possessing biological life via the various property and patenting structures and health care systems.
Recall our initial question: how does biotech create a link between biological life and economic value? And how does it do this as a network which displays control-without-control?

In short, biotech as a form of black magic mediates between ‘life’ and ‘property’ via
the use of information technologies. Information is the ‘medium’ – in both senses of the term. The space in which black magic biotech operates is the space which separates and connects biological life and economic value, matter and property. ‘Information’ has become the equivalent of mana in the biotech industry. The notion of information – genetic codes, computer data, stock quotes – covers a wide range of meanings, and in doing so it functions as the means by which biotech establishes and regulates the interactions and transactionsbetween life and property. For contemporary biotech, ‘information’ is mana.


Notes on Alchemy, Metonymy and Engendering Simulacra

The representational imaginary of Nature “disappears with simulation – whose operation is nuclear and genetic …genetic miniaturization is the dimension of simulation” according to Jean Baudrillard. From this situation forward many scenarios are possible. Many proximate universes and combinations could evolve. It is possible that a benign biotechnology will take place in controlled environments such as isolated fields and greenhouses and will be economically viable in these special regulated areas. Nanoscience and nanoengineering could develop new and improved material properties including ones with enhanced electrical conductivity, optical properties and mechanical strength that will lead to breakthroughs in classical electronics, architecture, pharmacology and artificial life forms. Materials that are actually intelligent surfaces and films could perform everything from photosynthesis and camouflage to building materials that last longer and sense weather conditions, modifying their structures in order to be more or less permeable to humidity, air and light. Intelligent antibodies could find and destroy malignant cells in the body. Nanochemists and engineers are also designing nanometer-scale machines and molecular motors that are capable of interacting with the environment as well as within the human body. In all of these instances nanotechnology is characterized by a kind of organicism that imitates nature at the atomic and molecular level and is exemplified by a non-linear, distributed, redundant, parallel and overlapping intelligence. Nanoengineering aspires to transform inexpensive, abundant and inanimate constituents into self-generating, self-perpetuating, self-repairing, self-aware entities that are capable of communicating with each other and responding to the environment. These new technologies represent formal ways of organizing architectures of all kinds from cities to computers and telecommunication systems and seemingly provide humanity with unprecedented control over the material world. This research is in its earliest stages, and as is often noted, it is similar to the transistor technology and silicon-based research of the 1940’s and 1950’s. Early experiments indicate that at least at a certain scale these goals are attainable.

At the risk of presenting a classical binary critique, much of nanoscience and nanotechnology is not the result of multidisciplinary research, and is following more formal rather than content-based developments typical of the early stages of research. Although much of this breakthrough science is a positive result of pure research, it is now time for more multidisciplinary work by artists and scientists in order that new applications, forms of content and visualizations can evolve simultaneously with technological advances. In this sense, as artists, we are moving further away from mimesis and representation that have typically positioned us across a critical gulf (distance) between art and life and moving further into the integration of life-like art. These developments are occurring at the same time that many scientists are becoming more involved with mimesis and representation (at least on the nanoscale) even though they are of course modifying the world. It is essential that these new technological developments incorporate a cultural component that includes re-thinking humanism or what it means to be human in these changing terms. We need to explore ways of using these new tools to access our past and future within the present in order to maintain our cultural diversity while creating rich new hybrid forms of art, entertainment and life. The decisions of what it means to exist within this world that science fiction has been charting during the past several decades should not be left to scientists, engineers, politicians and the military – industrial complex. Issues that address what can be built and accomplished in the nanoscale universe need to be explored by the public in ways that are experimental and critical while communicating the implications of future developments.

In another scenario of refictionalization, one could see that escaped and mutant versions of modified plants would begin to spread and a situation similar to the Borges story where the map becomes the territory actually takes place. Only it is the territory that finally remains in tattered shreds in various regions of the profuse desert of prolific and disease resistant plants that aren’t plants. In the case of nanomaterials replacing organic surfaces with ones that are impervious to decay and erosion, but not to mutation and change, we could end up with a new world built on the premise that it would require little maintenance, while actually needing constant reading and interpretation. In fact this simulation could require more maintenance to control mutations and the catalytic changes of positive feedback that could result in out of control rapid, accelerated growth, rather than slow evolutionary change. At this point where information and material properties would be intelligent and self-propagating, we would also change. Through molecular and quantum computing we would co-inhabit the world with intelligent artificial life forms who perhaps initially become the farmers of this extensive simulation whose purpose is to control and maintain the simulation within certain boundaries. It is possible that massively parallel quantum computers and devices would be ideal for maintaining this simulation. This is a scenario of the near future and it may be that we never create quantum and molecular computers that are capable of these phenomena, or that the applications development will be slowed by competing technologies. However I believe that it will be possible to create quantum devices and quantum algorithms surprisingly quickly.

Climate ‘skeptics’ are ascribed lesser credentials. I (Tim Ball) am just “a retired University of Winnipeg Professor”, a “so-called expert” “who hasn’t published original research in years”.

Time For A Made In Canada Auto Industry

Here is a perfect example of Branch plant economics. Despite the auto pact,there is now a disconnect between our national auto industry and it's American owners.

Time to create a made in Canada auto industry. But not one that means co-opting workers through unionization without the right to strike.

Two years ago this month, Canadian Auto Workers union President Buzz Hargrove joined other car industry big shots on a stage at Chrysler LLC's Brampton assembly plant northwest of Toronto to celebrate what was then the hottest car on the road and one of Chrysler's most popular products ever: The beefy Chrysler 300.

This week, he took a call from Chrysler brass informing him that sales of the 300 and its two sister cars built at Brampton -- the Dodge Charger and the Magnum wagon -- had slipped enough in North America to warrant a major cutback in production. The unbridled optimism in 2005 among the CAW and Chrysler executives that the car would stand the test of time has now hit a cold wall of realism suggesting it may not. And in a flash, Brampton's muscle car party is over.

Blaming a slowing U.S. market, Chrysler announced yesterday it will discontinue the Magnum and cut the third shift at Brampton in February, putting 1,100 factory workers on layoff. It's part of a wider and deeper cutback effort under new owners Cerberus Capital Management that will see the automaker dump four models and cut an additional 10,000 hourly, 1,000 salaried and 1,000 contract jobs as it aims to steer the company back to profitability. Chrysler lost US$2-billion in the first quarter this year before splitting from Mercedes-Benz maker Daimler AG.

The National Post and its resident flat earther; Terence Corcoran attacked Nobel Prize winner Al Gore over Global Warming on their front page in yesterdays paper with another of their Fox News style Tabloid Headline; A coup for junk science

They forgot to mention that there were Canadian climate scientists on the UN IPCC committee who shared the Nobel with Gore And those scientists don't believe as the National Post and Corcoran do that;

"Global warming theory has been in political and scientific trouble for some time."

Nor would these Canadian scientists accept Corcoran's assertion that;

Onto this heap of forgotten causes and marginalia the Nobel has just tossed Al Gore and the Intergovernmental Panel on Climate Change, the UN's official climate science group. What a blow the award must be to the IPCC, self-proclaimed home of scientific rigour, to now be lumped in with Reverend Al and his Travelling Snake Oil Road Show and Climate Terror Machine.

The Post and Corcoran of course have engaged in junk journalism making political statements that they assert are facts. And in making Gore their straw man they forgot the Canadian Scientists, the guys who share the Nobel with him, who assert that their two decades of warnings about Global Warming are only in trouble because of lack of media and political attention to the problem. In other words because of articles like the Post published. Not only is it junk journalism it's failure to mention the Canadian scientists is sloppy journalism.


Unlike Al Gore, University of B.C. climate change expert John Robinson won't be going to Oslo, Norway, to pick up the 2007 Nobel Peace Prize.

But Robinson, who has been called "Dr. Sustainability," still felt like a winner when the award was announced early Friday.

"I've been in this area of research since the late '80s and it's been a long struggle to make the case that climate change really matters," Robinson, a professor at UBC's Institute of Resources, Environment and Sustainability, said Friday.

He is one of thousands of scientists in more than 100 countries who contributed to the Intergovernmental Panel on Climate Change, including about two dozen Canadian scientists.

"It's unbelievable how climate change has risen to the top of the policy agenda and hopefully not in a flash-in-the-pan kind of way," he said.

The panel uses scientific reports and data to explore man-made climate change and ways to fight it.

Five Victoria scientists also contributed to the reports.

"It brings more awareness to the biggest issue facing humanity today. The consequences of global warming are huge," said Andrew Weaver, Canada research chairman in climate modelling and analysis at the University of Victoria.

The IPCC has been releasing regular reports on the state of climate change since it was established by the United Nations in 1988. In an IPCC report earlier this year, top scientists from 113 countries agreed unanimously that the mass burning of fossil fuels, land use and agriculture practices are melting polar ice caps.

"We are treating the atmosphere like a landfill and we're not paying for it," said Weaver.

University of Victoria senior scientist Ken Denman said the prestigious award raises climate change in the public consciousness.

"I hope it will help people and government take action. It makes the work worthwhile," he said. "If we accept collective responsibility for this it can be empowering. If we have created this, we have the capability of reversing it."

The Post and Corcoran further slighted Canadians when they deliberately overlooked Sheila Watt-Cloutier, the Canadian Inuit woman who was in the running for the Nobel Peace Prize, and who has seen the real effects of the theory of Global Warming.

The Post front page 'news' was all about attacking Gore, and promoting the myth that Global Warming is not a fact. Hence facts would just get in the way of such partisan pontificating.

It's Not Who Won, But Who Lost

While the Canadian blogosphere right and left are posting on Al Gore and the UN IPCC winning the Nobel Peace Prize they seem to forgot who else was in the running. An Inuit woman from the Canadian Arctic.

An environmental activist may be the first Canadian to win the Nobel Peace Prize since former Prime Minister Lester Pearson in 1957.

Sheila Watt-Cloutier, an Inuit activist, has been nominated jointly with former U.S. Vice-President Al Gore, the author of the book and narrator of the Oscar-winning documentary "An Inconvenient Truth."

She lost which is a great shame since hers was an authentic voice for the reality of climate change unlike the winners.

Canadian Sheila Watt-Cloutier, an Iqaluit-based environmental activist, was also nominated for this year's prize and had been considered one of the favourites to win. Her work has focused on the effects of global warming on northern communities.

"She has done so much work representing the interests of her people, the people in the north," Drexhage said.

Many conservation organizations are rooting for Ms. Watt-Cloutier, who they say has done more than anyone to create international awareness of the special plight that global warming has inflicted on people living in the Arctic.

She also has a remarkable personal story, of travelling in a dogsled around Northern Quebec, where she was born, to travelling the world speaking out about climate change. She's frequently said that she's gone from the ice age to the space age in one generation.

Earthjustice, a U.S.-based environmental group that has worked with Ms. Watt-Cloutier, praised her “for bringing the story of the Inuit people to the world stage, demonstrating that global warming is an issue of human rights as well as of the environment.”

RONA Vs Greenpeace

What is behind Greenpeace's attack on RONA three weeks ago? The Eastern Canadian home retailer, who has a strong base in Quebec.

Canada's largest home renovation retailer said yesterday it cannot comply with the more environmentally friendly lumber standards demanded by Greenpeace.

About 75 per cent of the lumber products sold at RONA Inc. stores meet the environmental standards of three certifying bodies, a company spokesperson said. But of that 75 per cent, only 15 per cent of wood meets the standards of the Forest Stewardship Council, often considered the most stringent certification program.

Earlier this week, Greenpeace blasted RONA and other retailers for using suppliers that chop down trees from endangered areas of Canada's Boreal Forest.


Canada's forest companies are no angels. For more than a century after Confederation they were, in fact, looters. But government-mandated reforestation and advances in silviculture since then make it hard to swallow Greenpeace's claims that Canada's boreal forest is "indisputably" sick.

What's indisputable is that the boreal forest is a massive storehouse of greenhouse gases that covers 58 per cent of Canada's territory. That 70 per cent of it is commercially inaccessible. That only 0.5 per cent is logged in any given year. That Canada has a deforestation rate of zero. And that in Ontario and Quebec, Abitibi and Kruger are cutting much less than their annual allotment in the face of slumping lumber prices.

What's more, forestry engineers - a group that indisputably loves the forest every bit as much as Greenpeace - marvel at the boreal forest's capacity to regenerate itself more than any other type of forest in the world. Experts are also finding that self-regeneration - whether after natural fires, insect epidemics or logging by humans - may be a more effective way to promote biodiversity than intensive replanting.

All of which makes Greenpeace's attack on Abitibi curious enough. But why does Rona get blacklisted and not IKEA or Home Depot? Greenpeace says it's because the latter two retailers have made specific undertakings to source FSC products. But IKEA conceded in April that only 4 per cent of the wood used in its Chinese factories - the source of most of its furniture - meets the FSC grade.

Much of the wood used in Chinese furniture manufacturing is illegally logged in Russia and Myanmar.

Massive deforestation in Russia, Asia and South America is a real, verifiable, contributor to global warming. And when reforestation occurs, it's on plantations, as in China or Brazil, where such monoculture is biodiversity's worst enemy. Yet, those are the same countries whose low-cost lumber, pulp, paper and furniture are decimating Canada's forest industry.



RONA (TSX: RON), the largest Canadian distributor and retailer of hardware, home renovation and gardening products, has been made aware of a document published earlier today by Greenpeace and wishes to make the following clarification.

Sustainable development has long been a priority at RONA. The Company has a responsible purchasing policy that applies to all of its products. With respect to forest products, the Company does not buy any product derived from endangered species and favours the purchase of products that bear Forest Stewardship Council (FSC), Canadian Standards Association (CSA) and Sustainable Forestry Initiative (SFI) as well as ISO 14001 certifications. Furthermore, RONA ensures that all of the goods it procures, whether forest products or other, have been produced in conditions that respect human rights and the environment. RONA applies these principles in its choice of suppliers, sub-contractors and other business partners.

Over the past 10 years, RONA has recovered 3.6 million containers of paint in Quebec, or over 30% of all paint recovered in the province. Left unrecovered, old paint may be poured out into nature - a real threat to the environment. By promoting the recovery of these products, RONA is offering the public an economical and ecological alternative to burial in landfills or incineration.

From collection points at stores across RONA's Quebec network, the old paint and containers are then sent to the RONA distribution centre in Boucherville. From there, the old paint is sent to Peintures recuperees du Quebec. About 80% of the old paint is reconditioned and put back on the market. Leftover latex and alkyd paint, stain and varnish are all accepted in the recovery and recycling program.


RONA (TSX:RON), the largest Canadian distributor and retailer of hardware, home renovation and gardening products, has announced a 9.1% increase in sales and an 11.6% increase in operating income for the second quarter of 2007. This increase in sales and income can be attributed to acquisitions made in the last 12 months and additional measures taken at the beginning of the quarter to stimulate sales and earnings growth in a business environment that was more difficult than anticipated.

Net earnings increased by $6.2 million or 7.7%, from $80.0 million in the second quarter of 2006 to $86.2 million in the second quarter of this year.

Operating income reached $161.8 million in the second quarter of 2007, an increase of $16.8 million, or 11.6%, over 2006. EBITDA margin rose from 10.8% in 2006 to 11.0% in the second quarter of 2007.

Net earnings for the second quarter of 2007 stood at $86.2 million, or $0.74 per share, diluted, compared to $80.0 million in 2006 or $0.69 per share, diluted. This represents an increase of 7.7% in net earnings and 7.2% in diluted earnings per share.


Well its a back handed attack on Abitibi which is in merger talks with American forestry products company Bowater.

In a recent report, Greenpeace cited logging and pulp companies such as Abitibi-Consolidated, Bowater, Kruger and SFK Pulp as being directly responsible for destroying nearly 200,000 square kilometres of boreal forest.

The activists charged pulp manufacture, SFK Pulp, with purchasing wood
chips from destructive logging operations. Two of the main suppliers of wood
chips to SFK Pulp, Abitibi-Consolidated and Bowater, log in the last remaining
intact areas of the Boreal Forest, in the habitat of threatened species as
woodland caribou, and in areas where industrial logging is opposed by local
First Nations.
"Logging companies like Abitibi-Consolidated and Bowater continue to deny
that there's anything wrong in Canada's forests," said Ferguson. "But anyone
who's seen the satellite images showing massive fragmentation, the scientific
reports showing species extirpation, and the news reports describing closure
after closure of mills and towns knows different."

A detailed new Greenpeace report,Consuming Canada's Boreal Forest: The Chain Of Destruction From Logging Companies To Consumers, traces the journey of clear-cut trees from virgin boreal stands to retail store shelves.

The group fingers what it calls the worst despoilers of northern timberland: Abitibi-Consolidated Inc., Bowater Incorporated and Kruger. The first two merged last month, creating a corporate colossus with cutting rights to an area of the Ontario and Quebec boreal as big as the state of Nebraska.

Also named are a list of retailers buying products from the three – part of a campaign to get firms to buy forest products made either from recycled material or from logging operations certified by the Forest Stewardship Council.

The report release follows on the hanging of a massive banner from the Montreal headquarters of Abitibi-Consolidated two weeks ago. Canada’s Boreal Forest stretches across the north of the country, from Newfoundland to the Yukon. It represents a quarter of the world’s remaining intact ancient forests and stores 47.5 billion tonnes of carbon in its soils and trees. Ontario and Quebec's intact Boreal Forest represent 14% and 18%, respectively, of the entire country’s intact forest areas.

The demands of the Logging Companies are to:
o Cease logging in all intact forest areas, caribou habitat, and mapped endangered forests immediately, and work with governments and nongovernmental organizations to formally protect these areas;
o Shift to FSC certification across all tenures to ensure environmentally and socially responsible management of these forested areas, and ensure all products are FSC-certified;
o Commit publicly to not pursue licensing and new logging activities in currently unallocated areas of the Boreal Forest; and
o Refrain from logging without the prior and informed consent of First Nations whose territories are affected.



Left Nationalists like Mel Hurtig and Maude Barlow of the Council of Canadians may want to ask Greenpeace if this really helps Canada. Attacking indigenous capitalist industries like Abitibi and Rona.

While we ponder the silence over the sale of Abitibi to Bowater in the MSM and among the politicians. You see that was yesterday's news. Before Alcan and Stelco.

A union representing forestry workers said the move by Abitibi and Bowater should cause concern in government and community circles.

"There are many issues underlying this announced merger which should raise alarm bells in Ottawa," said David Coles, president of the Communications, Energy and Paperworkers Union of Canada. "Our forest-based industries and communities are already in crisis with the loss of some 10,000 jobs over the past few years.

"Our history with mergers and acquisitions has been that so-called 'synergies' really mean more mill closures, job losses and devastation in our communities," he said.

The deal continues a wave of consolidation in the forestry sector as companies try to get bigger to deal with increased competition and to cut an increase in operating costs due to higher fuel, transportation and raw material costs and the rising Canadian dollar.

For example, Montreal-based Domtar (TSX: DTC) is expected to soon close a $3.3-billion deal to muscle up its operations by merging with the fine paper division of U.S.-based Weyerhaeuser, one of the world's largest forestry companies.

The marriage of Abitibi and Bowater is just the latest move in a tectonic shift that sees North America forestry players jostling to grow and compete with the rest of the world, said Bowater president and CEO David Paterson, who will move to Montreal to head the new corporate entity.

"This is a continuation of what I see as a long-term trend of a globalization of the market, that North American companies have to be able to compete with Asian, South American and European producers and they have to do that from a low-cost platform and that's what we're trying to create here."


However the merger is still in the works. Abitibi-Consolidated and Bowater Provide Merger Update

And with the high dollar and housing crash in the U.S. comes the warning of more plant closings.

The double blow of slowing home construction and falling newsprint demand is hitting wood and paper companies and forcing them to try to adapt quickly. The strategies of choice: consolidation and cost-cutting.

Shareholders of Montreal-based Abitibi-Consolidated Inc. (nyse: ABY - news - people ) and Bowater Inc. (nyse: BOW - news - people ), based in South Carolina, approved a deal last month to combine the two companies. U.S. regulators still need to give approval before the two can become AbitibiBowater Inc., which would be the third-largest forest products company in North America.

The deal could close by the end of September, and may lead to plant closures.

"U.S. regulators are expected to require mill closures in order to let the merger go through," Banc of America Securities analyst George Staphos told investors in an industry update last week.

Since May, Abitibi shares have dropped 21 percent, Bowater fell 23 percent, International Paper by 16 percent and Weyerhaeuser 21 percent.




But in

Producers face reduced overall harvest quotas from the provincial government. They have also reduced volumes to fit a quota agreed to under option B of the softwood lumber agreement with the United States.

to employees and their communities as the planning now begins to integrate the two paper companies.

Abitibi-Consolidated and Bowater will now put the troops to work planning detailed integration of their global pulp and paper and lumber business. Both company’s Canadian mills are being bled by high energy and fibre costs and especially by the Canadian dollar’s surge – as all products are sold in U.S. dollars. “Costs will have to be cut right across the system,” said David Paterson, Bowater’s CEO who will become CEO of the new Abitibi/Bowater. John Weaver of Abitibi-Consolidated would not comment on possible rationalization in eastern Canada, where the highest cost mills are located.
While Bowater has to pay for a less than stellar environmental record.
Bowater Inc. will pay $42.5 million to Weyerhaeuser Co. to settle a dispute over costs at a Canadian pulp and paper plant Bowater sold to the company in 1998. Bowater and Washington-based Weyerhaeuser (NYSE:WY) have been arbitrating a claim regarding the cost of environmental matters related to the mill.


And while the Conservatives assert a lassiez faire attitude to corporate takeovers, try and pawn the disaster that their Softwood Agreement onto the Charest government, they realize that Quebec expects state capitalism in some form. And that is how you keep seats.

Additionally, only 18% per cent of respondents believe that forest

serves the public interest and forest workers.
"The public's lack of confidence in the government and logging companies
is significant," said Melissa Filion, a forest campaigner with Greenpeace.
"Without taking quick and concrete action to protect the forest, the
government and logging companies will not regain the public's trust."

Industrial Ecology

Another conservative climate change denier attempts to paint left wing ideas and environmentalism as reactionary.



The concept of "nature" is a romantic invention. It was spun by the likes of Jean-Jacques Rousseau in the 18th century as a confabulated utopian contrast to the dystopia of urbanization and materialism. The traces of this dewy-eyed conception of the "savage" and his unmolested, unadulterated surroundings can be found in the more malignant forms of fundamentalist environmentalism.

At the other extreme are religious literalists who regard Man as the crown of creation with complete dominion over nature and the right to exploit its resources unreservedly. Similar, veiled, sentiments can be found among scientists. The Anthropic Principle, for instance, promoted by many outstanding physicists, claims that the nature of the Universe is preordained to accommodate sentient beings - namely, us humans.

Industrialists, politicians and economists have only recently begun paying lip service to sustainable development and to the environmental costs of their policies. Thus, in a way, they bridge the abyss - at least verbally - between these two diametrically opposed forms of fundamentalism. Still, essential dissimilarities between the schools notwithstanding, the dualism of Man vs. Nature is universally acknowledged.


Quoted by The Economist, Daniel Esty of Yale, the leader of an environmental project sponsored by World Economic Forum, exclaimed:

"Why hasn't anyone done careful environmental measurement before? Businessmen always say, 'what matters gets measured'. Social scientists started quantitative measurement 30 years ago, and even political science turned to hard numbers 15 years ago. Yet look at environmental policy, and the data are lousy."


However we do know how to measure environmental impacts of capitalism, and we can reduce them through Industrial Ecology. In fact that was how industrial capitalism boomed during WWII, it reduced, reused and recycled. The fact is that capitalism needs to adapt, or die. Thus IE is a closed loop system based on biology and ecology. While technology continues to adapt itself in an organic fashion as well. But in order to overcome these contradictions we need to move beyond Green Industrialism to social ecology.

Industrial ecology is the shifting of industrial process from linear (open loop) systems, in which resource and capital investments move through the system to become waste, to a closed loop system where wastes become inputs for new processes.

Industrial ecology proposes not to see industrial systems (for example a factory, an ecoregion, or national or global economy) as being separate from the biosphere, but to consider it as a particular case of an ecosystem - but based on infrastructural capital rather than on natural capital. It is the idea that if natural systems do not have waste in them, we should model our systems after natural ones if we want them to be sustainable.

Along with more general energy conservation and material conservation goals, and redefining commodity markets and product stewardship relations strictly as a service economy, industrial ecology is one of the four objectives of Natural Capitalism. This strategy discourages forms of amoral purchasing arising from ignorance of what goes on at a distance and implies a political economy that values natural capital highly and relies on more instructional capital to design and maintain each unique industrial ecology.

How does an industrial facility measure its impact on the surrounding community?

And with a voluntary commitment to sustainable practices, can it improve its environmental, economic and social "footprint" over time?

These are the questions the Washington Department of Ecology and Simpson Tacoma Kraft Company, LLC will explore under a new partnership called the "Industrial Footprint Project." The Tacoma pulp and paper mill has volunteered, along with three other pulp and paper mills in the state, to provide baseline data to Ecology on a range of environmental, economic and social indicators.

Working with a consultant, stakeholders and the participating mills, Ecology will use the data to create a scoring system to establish a "footprint" measurement for each facility. The footprint will serve as a baseline to help companies set targets for improving over time.

Environmental data to be collected includes waste streams, recycling, emissions, water consumption and purchase of raw materials. One part of the project will be an energy challenge-asking each facility to voluntarily reduce their energy usage. On the economic side, some data analyzed will include jobs provided and the costs of good and services. Social indicators may include community involvement, health and safety records or good neighbor efforts.

Simpson Tacoma Kraft Company is an integrated pulp and paper manufacturing mill located on the Commencement Bay waterfront in Tacoma, Washington. It produces upwards of 1300 tons per day of bleached and unbleached packaging-grade paper and unbleached kraft pulp. About one-third of the fiber used comes from recycling old corrugated containers.

Closing The Barn Door

Alberta premier promises public input on nuclear plant

Sure but the Nuke Alberta gang has already has announced that it has a site.

Calgary-based Energy Alberta revealed plans for what could become the province's first nuclear power plant yesterday but remained tight-lipped on a consumer who would use the majority of its energy. Energy Alberta announced it has filed an application with the Canadian Nuclear Safety Commission for a license to own and operate a nuclear power plant 30 km west of Peace River.



Public transparency about this company and its links to the Government would go along way to really revealing whose pushing this.And that is not something we will get from this government regardless of 'public hearings'.

An upstart Alberta firm with no experience in nuclear energy has taken its first official step to build the province's first nuclear power plant, saying yesterday that it has the backing of a large but unnamed company working in the province.

The provincial government is open minded on potential future energy sources, said Jason Chance, spokesman for Alberta Energy Minister Mel Knight.

Energy Alberta Corp., run by Calgary entrepreneur Wayne Henuset, has filed an application for a licence to prepare a site for its proposed $6.2-billion nuclear power plant with the Canadian Nuclear Safety Commission. Formed in 2005, Energy Alberta is also backed by Hank Swartout, founder and former CEO of Precision Drilling Trust, the company he built into the country's largest driller of oil and natural gas wells.
Besides the Stelmach government loves public hearings.It's a sop to democracy in by the One Party State. The public can have their say and the government will ignore their recommendations.
