The killing of two unarmed Palestinians by Israeli soldiers in the northern West Bank city of Jenin has provoked international outrage after video footage of the incident went viral on Friday. Credited to the local Palestine TV station, the footage shows two young Palestinian men surrendering to Israeli soldiers and lying on the ground in front of a garage under soldiers’ instructions. They then appear to be directed by the soldiers to go back inside the garage, where one of the troops is seen aiming and shooting at him as he lies on the ground.

The Palestinian Ministry of Health identified the victims as Muntaser Billah Abdallah, 26, and Yousef Asaasah, 37. The Palestinian Foreign Ministry condemned the killing in a statement, calling it “a war crime” and a case of “extrajudicial killing.”

The Israeli army and border police said in a joint statement on Friday that Israeli troops “operated to apprehend wanted individuals” allegedly affiliated with a resistance network in the Jenin area, and that after they exited, “fire was directed toward the suspects.”

Israeli National Security Minister Itamar Ben-Gvir, under whose jurisdiction the border police operates, voiced his “total support” for the Israeli soldiers in question, asserting that they “acted exactly as expected of them: terrorists must die.”

The footage has drawn widespread condemnation from rights groups, with Israeli human rights group B’Tselem stating that “the execution documented today is the result of an accelerated dehumanization process of Palestinians” and calling on the international community to “put an end to Israel’s impunity.”

The UN Office of the High Commissioner for Human Rights condemned the killings, saying in a statement that “killings of Palestinians by Israeli security forces and settlers in the occupied West Bank have been surging, without accountability, even in the rare cases where investigations are announced.”
A pattern of extrajudicial execution

While the latest killing in Jenin was caught on video, Palestinians have remarked that it is not an isolated incident. In 2022, the Palestinian Human Rights Association documented 38 cases of the arbitrary killing of Palestinians by Israeli forces between August 1 and November 4. Yet the number of Palestinians killed in the West Bank has sharply risen since October 2023, with at least 1,030 Palestinians killed by Israeli forces or settlers in the past two years in the West Bank.

The killing of the two Palestinians in Jenin comes two days after the Israeli army announced the launch of a new wide-scale military operation in the northern West Bank, which began with a large military raid into Tubas. The operation comes almost a year after Israel’s previous “Iron Wall” offensive in the northern West Bank, during which Israeli forces displaced over 40,000 Palestinians from their homes in refugee camps in Jenin and Tulkarem.

Jenin city and its adjacent refugee camp have been at the center of Israeli military raids since late 2021, as it became the center of Palestinian armed resistance groups that formed groups such as the Jenin Brigade. After October 2023, Israel launched a protracted military campaign to dismantle those groups.

A video published on Thursday documented the moment two Palestinian men were shot dead after fully surrendering during an Israeli army siege of homes in the Jabal Abu Zuhair area near Jenin refugee camp in the northern West Bank.

The footage shows a military bulldozer demolishing the entrance of a storage room inside one of the besieged houses. Two young men then appeared, raising their hands in surrender. After being completely detained, they were ordered to return inside the house, where they were shot dead on the spot.

The video also captured a bulldozer dragging and mistreating the body of one of the victims, in a scene reflecting the level of brutality accompanying the military operation.

The killings took place as Israeli forces carried out a large deployment in Jenin, with special units and snipers positioned on rooftops. A military bulldozer also took part in demolition work around the camp.

Witnesses said the army targeted the besieged house with a shoulder-launched projectile during the clashes, destroying parts of the building.

The army announced that combat helicopters provided air support for commando forces during the operation, which is part of a military campaign launched on Wednesday in the northern West Bank.

In a statement, the army said the campaign, called Five Stones, involves forces from several brigades, including the Commando Brigade, along with the Shin Bet and Border Police, and aims to “foil operations” in a number of northern West Bank towns.

UN rights office appalled by Israeli forces killing 2 Palestinians ‘in apparent summary execution’

The UN human rights office on Friday said it is “appalled at the brazen killing” by Israeli border police of two Palestinian men in Jenin, in the occupied West Bank, in “an apparent summary execution,” Anadolu reports.

“Killings of Palestinians by Israeli security forces and settlers in the occupied West Bank have been surging, without accountability, even in the rare cases when investigations are announced,” Jeremy Laurence told reporters in Geneva.

Following yesterday’s incident, which was caught on film by a TV channel, an internal review was announced, he noted and added: “But statements by a senior Israeli government official sought to absolve Israeli security forces of responsibility, raising serious concerns about the credibility of any future review or investigation conducted by any entity that is not fully independent from the government.”

He said the UN human rights office has verified, since Oct. 7, 2023 and up until Nov. 27, Israeli forces and settlers killed 1,030 Palestinians in the occupied West Bank, including East Jerusalem. Among these victims were 223 children.

“Impunity for Israel security forces’ unlawful use of force, and ever-growing Israeli settler violence, must end,” he stressed.

The spokesperson noted that UN High Commissioner for Human Rights Volker Turk urges independent, prompt and effective investigations into the killings of Palestinians, and that those responsible for violations be held fully to account.

Laurance also said Israel’s National Security Minister Itamar Ben-Gvir’s remarks should be “deplored” because “that is a response in any situation with such brutal use of force, is nothing short of abhorrent.”

“There are mechanisms, there’s rule of law, there’s due process, ways in which you handle cases. The solution is not to pull a gun and shoot,” he said. “Simple as that.”

Ben-Gvir welcomed the killings, writing on social media that Israeli forces “acted exactly as expected of them – terrorists must die!”

Israeli army forces executed two Palestinian youths in the West Bank city of Jenin on Thursday evening despite their surrender.

A video clip circulating on social media showed Israeli soldiers opening fire from zero distance at the two young men after they raised their hands and surrendered to the army.

Local sources told Anadolu that the killing occurred in the Jabal Abu Dhahir neighborhood of Jenin during a large-scale Israeli raid in the area.

The Palestinian Health Ministry identified the two men as Muntasir Qassem Abdullah, 26, and Youssef Assa’sa, 37, saying their bodies were withheld by Israeli forces.

Jenin Governor Kamal Abu al-Rub told Anadolu that the Israeli army “did not allow anyone to approach the scene and prevented ambulances from evacuating the two young men.”

“The two young men raised their hands to the army, but soldiers opened fire on them,” he added.

The Israeli army claimed in a statement that it has conducted a field investigation into the circumstances of the incident.

On Wednesday, the army started a large-scale Israeli assault in the northern occupied West Bank, specifically in the Jenin and Tubas provinces.
