Chestnut Hill, MA (4/1/2021) - A gender gap in negotiation emerges as early as age eight, a finding that sheds new light on the wage gap women face in the workforce, according to new research from Boston College's Cooperation Lab, lead by Associate Professor of Psychology and Neuroscience Katherine McAuliffe.

The study of 240 boys and girls between ages four and nine, published recently in the journal Psychological Science, found the gap appears when girls who participated in the study were asked to negotiate with a male evaluator, a finding that mirrors the dynamics of the negotiation gap that persists between men and women in the workforce.

The researchers say this study is the first to identify a gender gap in negotiation among children.

"We found that--consistent with adult work--girls asked for less than boys when negotiating with a man," said McAuliffe. "We did not see this gender gap when children were negotiating with a woman. There is still much more work to be done, but one thing this tells us is that we should be teaching young girls to advocate for themselves in the context of negotiation from as early elementary school."

The results point to a disparity that takes root in childhood which may help explain the well-documented gender gap in pay that separates women and men, said McAuliffe, who co-authored the study with New York University graduate student Sophie Arnold, who spent two summers working in McAuliffe's Cooperation Lab, which studies how attributes like fairness develop in children.

McAuliffe and Arnold say the findings reveal a need to determine if cultural signals sent to girls are to blame and whether there should be interventions in childhood to ensure that both girls and boys feel comfortable advocating for themselves, regardless of the gender of the person they are talking with.

"Boys and girls performed equally between the ages of four and seven," said Arnold, whose work on the project became her undergraduate honors thesis at the University of Chicago. "But by age eight, we see girls are requesting less than boys when they are negotiating with a man. It's not that girls are negotiating less overall - it's only when children are negotiating with a man that we see these gender differences emerge."

Prior studies of adults have found gender differences in negotiation, but could not explain their origins, said the authors. The researchers tested 240 children between the ages of 4 and 9 to determine whether girls in the age range would negotiate differently than boys and whether girls, like women, would ask for less from a man than a woman.

"Although adult research supports the existence of gender differences in negotiation, it cannot reveal their origins. Learning when these gender differences emerge is imperative for understanding what individual and societal factors lead to these gender differences in adulthood," write Arnold and McAuliffe.

The experiments were modeled on real-world scenarios, the authors said. In phase one, children completed a task and then were allowed to ask for as many stickers as they liked as a reward. Unbeknownst to them, the evaluator would always accept requests for two stickers or less, and always reject requests above that threshold. If a request was rejected, negotiations would progress to the next phase.

In the second phase, the evaluator explained the rules of negotiation to the children and spelled out how their next sticker requests could be handled in a way that highlighted the risk and reward inherent to negotiations.

The results revealed a significant interaction between age, participant gender, and evaluator gender. For girls, the number of stickers initially requested decreased with age when the evaluator was a male. When the evaluator was female, girls requested more stickers with age.

Boys, on the other hand, made requests that did not change with age or the gender of the evaluator.

In measuring persistence, a proxy for negotiation length, the study found that girls' persistence decreased with age when the evaluator was male, but remained the same with age when the evaluator was female. For boys, persistence did not change with age or depending on the gender of the evaluator.

"Our study is the first to show that gender differences in negotiation emerge in childhood," the co-authors write. "Older girls in our paradigm differed from boys in how much they were willing to ask for from a male evaluator, showing a striking resemblance to findings in adults. Girls are not asking for less from both evaluators but instead are negotiating less only with the male evaluator."

"Our findings add negotiation to the list of early-developing gendered behaviors that may lead to and magnify the wage gap in adulthood," the researchers report.

McAuliffe said the next steps in this area of study include trying to determine why these differences emerge.

She and Arnold highlighted two potential avenues for future research: status and gender stereotypes. It could be the case that the gender differences observed in this study are not unique to gender but reflect a more general dynamic due to perceived status of social groups. Namely, that individuals perceived to be a part of a lower status group (in the US, with respect to gender, this would be girls or women) request less from individuals who are perceived to be part of a higher status group (men).

With respect to gender stereotypes, it could be the case that girls are adopting gender stereotypes about communality or modesty that in turn shape their behavior with men. More research is needed to understand how these avenues contribute to the development of gender differences in negotiation.

The challenge of the next steps in this research are clarifying exactly what explains the development of this behavior and trying to develop interventions that could help remedy the imbalance, said McAuliffe.

MLB All-Star Game yanked from Georgia over voting law

Atlanta lost Major League Baseball’s summer All-Star Game on Friday over the league’s objections to sweeping changes to Georgia voting laws that critics — including the CEOs of Atlanta-based Delta Air Lines and Coca-Cola — have condemned as being too restrictive.

The decision to pull the July 13 game from Atlanta’s Truist Park amounts to the first economic backlash against Georgia for the voting law that Republican Gov. Brian Kemp quickly signed into law March 25.

Kemp has insisted the law’s critics have mischaracterized what it does, yet GOP lawmakers adopted the changes largely in response to false claims of fraud in the 2020 elections by former President Donald Trump and his supporters. The law includes new restrictions on voting by mail and greater legislative control over how elections are run.

MLB Commissioner Rob Manfred made the decision to move the All-Star events and the amateur draft from Atlanta after discussions with individual players and the Players Alliance, an organization of Black players formed after the death of George Floyd last year, the commissioner said in a statement. A new ballpark for the events wasn’t immediately revealed.

Manfred said he also spoke with the Major League Baseball Players Association, which at the time of the commissioner's decision said it had still not taken a stance.

“I have decided that the best way to demonstrate our values as a sport is by relocating this year’s All-Star Game and MLB draft,” Manfred said. “Major League Baseball fundamentally supports voting rights for all Americans and opposes restrictions to the ballot box.”

The White House said President Joe Biden supports the decision.

“The President has made his concerns about the bill passed in Georgia clear, given its extreme provisions that impact the ability of so many citizens to cast their votes," the White House said. "He said earlier this week that if the decision was made by Major League Baseball to move the All-Star game, he would certainly support that decision – and now that MLB has made that choice, he certainly does.”

In a statement, Trump blasted the move and urged his supporters to “boycott baseball and all of the woke companies that are interfering with Free and Fair Elections.”

Kemp called MLB's action a “knee-jerk decision” that means “cancel culture and woke political activists are coming for every aspect of your life, sports included. If the left doesn’t agree with you, facts and the truth do not matter.”

“This attack on our state is the direct result of repeated lies from (President) Joe Biden and Stacey Abrams about a bill that expands access to the ballot box and ensures the integrity of our elections," Kemp said in a statement, referring to the Democratic candidate whom he narrowly defeated in the 2018 election. "I will not back down. Georgians will not be bullied.”

Georgia state House Speaker David Ralston, a powerful Republican, vowed to stand behind the new law, which adds strict identification requirements for voting absentee by mail, limits the use of ballot drop boxes and makes it a crime to hand out food or water to voters waiting in line, among many other provisions.

Georgia Republicans say changes were needed to maintain voter confidence in the election system. Democrats and voting rights groups say the law will disproportionately affect communities of color. On Wednesday, two of Georgia's most prominent business leaders sided with the law's opponents.

Delta CEO Ed Bastian labeled the law “unacceptable,” while Coca-Cola chief executive James Quincey called the legislation a “step backward.”

The Atlanta Braves issued a statement Friday saying the team is disappointed by Manfred's decision.

“We are saddened that fans will not be able to see this event in our city,” the team said. “The Braves organization will continue to stress the importance of equal voting opportunities and we had hoped our city could use this event as a platform to enhance the discussion."

Los Angeles Dodgers manager Dave Roberts, who is to guide the National League All-Star team, applauded MLB for moving the game from Georgia.

“I think in a world now where people want and need to be heard — and in this particular case, people of color — for Major League Baseball to listen and do something about it, to be proactive, it sets a tone,” said Roberts, the son of a Black father and Japanese mother.

Abrams, who has championed voting rights since her loss to Kemp, blasted the new voting law. The Democrat is being closely watched to see if she seeks a rematch against Kemp in 2022.

“Georgia Republicans must renounce the terrible damage they have caused to our voting system and the harm they have inflicted on our economy,” Abrams said.

Atlanta Mayor Keisha Lance Bottoms, a Democrat, said she supports MLB's decision. Atlanta will no doubt share in the economic loss, though the Braves' home stadium is now located outside the city, in suburban Cobb County.

“Unfortunately, the removal of the MLB All-Star Game from Georgia is likely the first of many dominoes to fall until the unnecessary barriers put in place to restrict access to the ballot box are removed,” Bottoms said in a statement.

Some Democrats from the Georgia county where the game was to be held said they oppose MLB's move. Lisa Cupid, the Black chairwoman of the Cobb County Commission, said she urged the league to stay rather than harm hotels and other businesses still reeling from the coronavirus pandemic.

State Rep. Teri Anulewicz, a Democrat whose district includes the stadium, added: “I don’t know who Major League Baseball feels they are punishing. The governor, from his statement, has made clear he doesn’t feel he is being punished.”

The relocation of high-profile sports events from cities in response to social issues has a long history in the U.S.

The NFL originally awarded the 1993 Super Bowl to Sun Devil Stadium in Tempe, Arizona, but decided in March 1991 to move it to Pasadena, California, after the state failed to make Martin Luther King Jr. Day an official holiday. Arizona became the last state to adopt an MLK Holiday when voters approved it in November 1992.

The NBA first scheduled its 2017 All-Star Game at the Spectrum Center in Charlotte, North Carolina, then shifted it in July 2016 because of its objections to a North Carolina law that limited anti-discrimination protections for LGBTQ people. The law was partially repealed in 2017, and the 2019 All-Star Game was held in Charlotte.

Manfred said despite the change of venue, MLB still plans to use the All-Star Game this year to honor Hank Aaron, the Braves’ Hall of Famer and former career home run champion who died on Jan. 22 at age 86.

Houston Astros manager Dusty Baker, a former teammate of Aaron's, applauded the move and said the late outfielder "always had the rights of the people in the forefront of his mind and in his heart.”

“This is what Hank would have liked, even if it was his town,” Baker told reporters.

Former President Trump called Friday night for a boycott of Major League Baseball, Coke and Delta Airlines — and all other companies that have pulled out of Georgia or otherwise protested the state’s controversial new voting reform bill.

The Republican called for a boycott in a statement he issued hours after MLB announced it is pulling the All-Star Game from Atlanta in response to the bill, which President Biden has labeled “Jim Crow in the 21st century.”

“Baseball is already losing tremendous numbers of fans, and now they leave Atlanta with their All-Star Game because they are afraid of the Radical Left Democrats who do not want voter ID, which is desperately needed, to have anything to do with our elections,” Trump’s statement read.

“Boycott baseball and all of the woke companies that are interfering with Free and Fair Elections. Are you listening Coke, Delta, and all!”

On Wednesday, Atlanta-based Coca Cola’s CEO appeared on CNBC’s “Power Lunch” to oppose the bill’s voting restrictions, after a growing chorus of critics called for a Coke boycott over the company’s silence following the March 25 passage of the bill.

The new GOP-led law includes new restrictions, including ID requirements, on voting by mail and limits the number of drop boxes for mail-in ballots.

It increases legislative control over elections in the state, moves that conservatives said will improve election integrity.

Democrats said the law is full of “voter suppression tactics,” and a response to Georgia turning blue in the 2020 election, a result that Trump falsely claimed was due to fraud.

Former President Donald Trump is urging baseball fans to boycott Major League Baseball over its decision to pull this year's All-Star Game and 2021 Draft out of Georgia over its recently passed election law. 

"Baseball is already losing tremendous numbers of fans," Trump said in a statement Friday night, reports Fox News. "Now they leave Atlanta with their All-Star Game because they are afraid of the Radical Left Democrats who do not want voter I.D., which is desperately needed, to have anything to do with our elections.

He also called for a boycott of "all of the woke companies that are "interfering with Free and Fair Elections. Are you listening Coke, Delta, and all!"

Coca-Cola and Delta are among companies based in Georgia whose CEOS have spoken out agains the new law. 

Coca-Cola CEO James Quincey told CNBC this week that the law is "unacceptable" and a "step backward. (It) is wrong and needs to be remedied, and we will continue to advocate for it both in private and now even more clearly in public."

Delta Air Lines CEO Ed Bastian, meanwhile, also called the law "unacceptable," in a memo circulated to staff and said "entire rationale for this bill was based on a lie" about widespread voter fraud in 2020.

More than 100 other companies around the country, including Twitter, Zillow, and Uber on Friday issued a joint statement through Civic Alliance to express concern about the new voting law.  

"We believe every American should have a voice in our democracy and that voting should be safe and accessible to all voters," the statement says. "We stand in solidarity with voters 一 and with the Black executives and leaders at the helm of this movement 一 in our nonpartisan commitment to equality and democracy. If our government is going to work for all of us, each of us must have equal freedom to vote and elections must reflect the will of voters."

MLB Commissioner Robert Manfred said Friday that the league would move both events out of Atlanta this year because it would be the "best way to demonstrate our values as a sport," as the league "fundamentally supports voting rights for all Americans and opposes restrictions to the ballot box."

Georgia's new law, signed by GOP Gov. Brian Kemp, has come under fire by critics who say it makes voting more difficult for Black people and other racial minorities and is already facing legal challenges from civil rights groups. 

President Joe Biden has derided the measure as "Jim Crow on steroids," and told ESPN this week that he would back MLB moving the game out of Atlanta. 

"Today's professional athletes are acting incredibly responsibly. I would strongly support them doing that. People look to them, they're leaders," he told ESPN's Sage Steele.

The new law prohibits electioneering within several dozen feet of a polling station, including giving food or water to voters waiting in line, requires identification when people register for an absentee ballot and expands early voting on weekends. 

Kemp has made a series of television appearances in the past week to defend the new law, which came into play after controversy following Trump's election to Biden in Georgia. 

Trump's call for a boycott is not the only time the former president spoke out against sports leagues. He slammed the National Football League for allowing players to take a knee while the national anthem was being played before games, and last year called the National Basketball Association a "political organization" after teams called off playoff games to protest police brutality. 

He also accused the NBA of being "bought off" from China and claimed the basketball league favored its overseas profits over supporting pro-democracy policies. 

Trump, in a separate statement, railed against the "fake news media" on the topic of election fraud, reports Fox News. 

"Why is it that every time the 2020 ELECTION FRAUD is discussed, the Fake News Media consistently states that such charges are baseless, unfounded, unwarranted, etc?" Trump said. 

"Sadly, there was a massive fraud in the 2020 Presidential Election, and many very angry people understand that. With each passing day, and unfortunately for the Radical Left CRAZIES, more and more facts are coming out."

It's Easter weekend and several months after the presidential election, but former President Donald Trump is not done ranting about his landslide loss and his latest remarks have set Twitter ablaze.

On Friday, April 2, Trump released a second statement after sounding off about the MLB All-Star game relocation. In that statement, the former president targeted the "radical left crazies" as he reiterated his complaints about the presidential election and "the Fake News Media" insisting his claims are "baseless, unfounded, unwarranted."

"With each passing day, and unfortunately for the Radical Left CRAZIES, more and more facts are coming out," Trump wrote. He even closed the bizarre rant by saying, "Other than that, Happy Easter!"

Twitter users wasted no time slamming the unhinged former president for his bizarre rant. Some users pointed out how Trump, widely supported by evangelical Christians, seemed to refer to Easter as if it were an afterthought. A user wrote, "Loving the message from Trump on the holiest of days in the Christian calendar "OTHER THAN THAT, HAPPY EASTER"

Another user offered a simplified interpretation of Trump's remarks. "Sadly, there was massive fraud in the 2020 Presidential Election, and many very angry people understand that ... Unfortunately for the Radical Left CRAZIES, more and more facts are coming out. Other than that, Happy Easter!"

Trump's latest mindboggling statement also reminded Twitter users of his series of epic blunders in April of last year. Around that time, the former president's COVID circus was in full swing as he appeared on national television nearly every day with countless unfounded claims that kept fact-checkers quite busy.
The latest Easter statement reminded many Twitter users of the running claim last Easter: despite the country being under nationwide lockdown, the United States would likely be reopening so people could attend church for the religious holiday. To make matters worse, Trump also claimed the virus would "miraculously" go away by April with the arrival of the warmer spring weather.
Now, Trump is being mocked for those remarks yet again.
It's been a year since Trump's Easter claims and the United States has reported more than 30 million coronavirus cases and over 560,000 COVID-related deaths since then.

Amid near-daily reports of horrific hate crimes against Asian Americans and transgender Americans, Mike Huckabee is under massive criticism for posting a hateful, racist, anti-Asian, transphobic tweet that's also anti-democracy, amid a rise in vicious and violent hate crimes.

Huckabee is the host of “Huckabee" on the Trinity Broadcasting Network (TBN), and is the father of Arkansas GOP gubernatorial candidate Sarah Huckabee Sanders, the former Trump White House press secretary. For decades Huckabee has played the part of a conservative Christian, using his faith as a sword and a shield.

“I've decided to 'identify' as Chinese," Huckabee tweeted Saturday. “Coke will like me, Delta will agree with my 'values' and I'll probably get shoes from Nike & tickets to @MLB games. Ain't America great?" he asked, mocking the millions of Americans furious about Georgia Republican Governor Brian Kemp signing the nation's worst voter suppression bill into law. On Friday Major League Baseball pulled the All-Star Game out of Atlanta and hundreds of corporations and organizations have denounced the legislation designed to make voting even more difficult, especially for the state's Black and low-income voters.

Huckabee, an ordained Baptist minister who ran for the Republican Party's presidential nomination but failed twice, is the former Arkansas governor. He has a long history of attacking minorities, especially LGBTQ people.

Many across the nation reacted in horror when video of a New York City man attacking a 65-year old Asian American woman in a hate crime, including repeatedly kicking her in the stomach, causing her to fall to the ground, then stomping her head multiple times, went viral last week. Just weeks ago a gunman massacred eight people at a Asian spa in Atlanta. Six of the eight murdered were Asian American.

Huckabee's attack comes on Holy Saturday, just one day before Easter, a highly important holiday for people around the world of the Christian faith who celebrate what they believe is Christ's resurrection.

This is far from the first time Huckabee has been accused of racism.

Pilot program vaccinates Oregon farmworkers at unique clinic

BOARDMAN, Ore. – Maria Corona knew she wanted to get the vaccine. Three months earlier, eight of her family members tested positive for COVID-19. So had many of her co-workers and neighbors.

“I was really concerned,” said Corona, who, at 49, spends half the year working in food processing plants and the other half working in the fields near her home in Boardman. “You hear a lot in the news that people are dying, so you get afraid.”

The day after Corona learned through Facebook that she and her co-workers were eligible to receive the COVID-19 vaccine, she hopped in her Dodge Caravan and made her way down to the SAGE Center, where state and county health officials were offering doses to farmworkers in a four-day clinic that was the first of its kind.

“In order to not infect other people, to feel safe with your family and to be secure is what’s most important,” Corona told the East Oregonian through a translator after getting her vaccine last week.

Akiko Saito, deputy director for the COVID-19 response and recovery unit, a joint division between the Oregon Health Authority and the Oregon Department of Human Services, said the clinic was a “pilot project” specifically geared to immunize a community long understood to be especially vulnerable to COVID-19.

In all, officials vaccinated over 1,000 agricultural workers at the clinic, according to the Morrow County Health Department.

Saito said state officials are looking to hold similar efforts statewide. State officials recently conducted a survey with 585 agricultural facilities that showed more than 21,000 workers were eligible for the vaccine.

“We’re working with our local public health authorities to connect agricultural, migrant and seasonal workplaces to see if they can do an event(s) like this” across Oregon, Saito said.

The clinic began two days after Morrow County received approval from the state to move ahead and start vaccinating farmworkers after sufficiently providing doses to all other eligible groups.

At least 20 counties, most of them east of the Cascades, received approval from the state last week, including Umatilla County.

The change also comes just in time for harvest season, which brings thousands of jobs to the area. Morrow County Public Health Director Nazario Rivera said harvest season can bring as many as 8,000 workers to the region annually.

“We want to make sure we get some of these vulnerable communities,” he said. “We know with the season changing to spring, a lot more farmworkers are going to be out there. So if we can get them now, before the season starts, it’ll be a lot easier to get them vaccinated, rather than having to ask them to take time out of their busy schedules to come get a vaccine.”

It’s a workforce that drives the region’s economy, but is widely known to place workers, many of whom are Hispanic and Latino, at increased risk of infection.

In Morrow County, Hispanic residents have accounted for 57% of the county’s total COVID-19 cases, according to data provided by county health officials earlier this month. About 38% of Morrow County’s population is Hispanic, according to 2019 U.S. Census data.

Similar trends have been reported in Umatilla County, where residents reporting Hispanic ethnicity accounted for 41% of the county’s total COVID-19 cases in 2020, according to data from the county health department. The population also tested positive at a rate over three times higher than non-Hispanics, the data shows.

Saito said the event was a collaborative effort between a number of groups to immunize a community they recognize as a “priority population.”

“We know they’re exposed because they have to be close together when they work, and there’s been a lot of racism and injustice that’s happened over time,” Saito said, adding that the “ending health inequities” is part of the state’s 10-year plan. “This is one of the ways we’re making sure we have an equity focus and that we’re looking at those populations that have been disproportionately infected and who have historically been underserved.”

Officials have said working conditions in essential workplaces have been a driving factor behind the pandemic’s disproportionate impact on Hispanic communities nationwide.

“We have this whole row of processing plants, so (it’s) definitely a high-risk community,” Rivera said, looking out at the cars moving swiftly through the clinic, dwarfed by the large industrial facilities in the background.

Because of this, everything down to the scheduling of the daily clinics was geared to accommodate agricultural workers, partly because they often cannot take time off work to get a shot, Rivera said. He added that the health department engaged in a variety of efforts to inform residents about the clinic, like advertising it on local Spanish radio stations.

Similar efforts are ongoing in Umatilla County, where county health officials have been reaching out to agricultural facilities to bring vaccines to workers while they’re on the job.

Umatilla County officials have said they also want to hold similar efforts as the Morrow County clinic, particularly because the state brings more doses with them, which could help with the county’s dismal vaccination rates, which remain the lowest in Oregon, according to state data.

 

Amazon Admits Pee Bottles Are A Thing, Not Denying Union-Busting Either

Last week, whoever runs the Amazon News Twitter account got into a bit of spat with Wisconsin Rep. Mark Pocan, after Pocan dared mention the corporate behemoth's issues with union-busting and workers having to pee in bottles because they are afraid they will lose their job if they take the time to use an actual bathroom because Amazon tracks everything they do.

Amazon News shot back by tweeting "You don't actually believe the peeing in bottles thing, do you?" as if Pocan was believing some kind of kooky conspiracy theory and not a widely reported thing that many Amazon drivers say they have had to do.

In response, people all over social media and news orgs everywhere (including Wonkette) shared the many pictures and stories shared by Amazon drivers who have said they have to pee in bottles if they don't want to get fired.

Aware of how foolish they looked, Amazon has officially issued an apology to Rep. Pocan, along with an acknowledgement that pee bottles are in fact a thing. However, they are claiming that this is an "industry-wide problem" that affects drivers from various companies, due to the inability to always find places to use the bathroom.

This was an own-goal, we're unhappy about it, and we owe an apology to Representative Pocan.

First, the tweet was incorrect. It did not contemplate our large driver population and instead wrongly focused only on our fulfillment centers. A typical Amazon fulfillment center has dozens of restrooms, and employees are able to step away from their work station at any time. If any employee in a fulfillment center has a different experience, we encourage them to speak to their manager and we'll work to fix it.

Second, our process was flawed. The tweet did not receive proper scrutiny. We need to hold ourselves to an extremely high accuracy bar at all times, and that is especially so when we are criticizing the comments of others.
Third, we know that drivers can and do have trouble finding restrooms because of traffic or sometimes rural routes, and this has been especially the case during Covid when many public restrooms have been closed.

This is a long-standing, industry-wide issue and is not specific to Amazon. We've included just a few links below that discuss the issue.

Regardless of the fact that this is industry-wide, we would like to solve it. We don't yet know how, but will look for solutions.

We will continue to speak out when misrepresented, but we will also work hard to always be accurate.

We apologize to Representative Pocan.

Really, they should be apologizing to their drivers and even maybe ending their policy of robotically tracking literally everything their workers do, including when they take bathroom breaks and then firing them automatically if it appears they've gone too often.

Drivers, by the way, are not the only Amazon workers who have been known to resort to pee bottles. For his 2018 exposé Hired: Six Months Undercover In Low Wage Britain, James Bloodworth went undercover in an Amazon warehouse in the U.K. — and reported that pee bottles were a thing there as well, as workers feared getting in trouble for "idle time."

The results of a survey of U.K. Amazon workers also found that the vast majority of them avoided going to the bathroom for fear of repercussions.

You will note that neither the letter nor the tweet denies that the company engages in union-busting. Apparently they're not that bothered if people know that's a thing they are into.

In a few days, we will be getting the results of the Amazon union vote, which could be really big for the future of both Amazon and American labor. If the workers at their Bessemer, Alabama plant vote to unionize, it's likely that other Amazon workers will vote to do so as well, and if they vote to unionize ... well, it's likely to spread to other companies and industries as well.

Calling the insurgency in Mozambique ‘terrorism’ won’t help end it

I last visited Pemba in September 2017. It’s the capital city of Mozambique’s northernmost province of Cabo Delgado. I’d visited a few times in the years before to see friends and enjoy the rustic beaches. By that last trip, the relaxed pace I’d grown accustomed to had given way to a sense of anticipation. Massive international investment was eagerly expected for the continent’s largest natural gas deposit. Opportunity was at the door, shadowed by a sense of anxiety over how the region might change as a result. Would the investment help lift this left-behind province out of poverty? Or would it become another victim of the resource curse?

The insurgency began in October that year, with a coordinated attack on police stations and banks leaving 17 dead in Mocimboa da Praia, about 100 miles north of where I’d stayed in Pemba only weeks before. Since then, the conflict in Cabo Delgado has expanded and escalated, growing more capable and more violent year on year. Victims have been beheaded and dismembered. Others have been abducted. In March, militants raided Palma, a small town about 50 miles further north and home to the multi-billion-dollar extraction project that has promised billions in revenue for the Mozambican government and profit for multinational corporations. At the time of writing, dozens had been killed, including an unknown number of expatriate workers, and large parts of the town remained under control of the insurgents.

While the grotesque violence has been horrifying, the insurgency itself is not surprising. The northern part of the country has long been home to anti-government sentiments and resentment of the political elites in the south that dominate both the government and the dividends of development. It emerged in areas dominated by RENAMO, the rebel group in the Mozambican civil war that has been the main opposition party since the war ended in 1992. RENAMO gave voice to a large and marginalized minority. Growing economic angst fueled violence again in the region in 2013, and government forces responded with a heavy hand and human rights abuses, leading to widespread displacement of local communities. In many ways, the latest insurgency is filling the hole left by RENAMO after the death of its leader Afonso Dhaklama in 2018. By this time, however, a new generation felt cheated by the region’s marginalization. Unlike their parents and grandparents, this generation had no memory of the civil war to compare to their mostly peaceful but poor existence. A willingness to respond with violence had once again emerged. It was fertile ground.

The insurgency is limited to Cabo Delgado now, but there is a risk it could spread further south to other RENAMO areas dominated by opposition sentiment. Although the resistance began in the mosques of Mocimboa da Praia, the insurgency is driven more by anti-government sentiment than religious extremism. Grievances are focused on the lack of economic opportunity and abuse of local populations to benefit outside investors. The message was and still is: this government has done nothing for you, why should you follow its laws and pay its taxes. This is an essential distinction because it means that the grievances spurring on violence and drawing in more recruits can and must be addressed by better governance and sustainable development. A military response alone won’t suffice.

The U.S. government has designated the insurgent group a Foreign Terrorist Organization, and its members Specially Designated Global Terrorists. It’s true that the group pledged allegiance to ISIS in 2018, and ISIS has even claimed responsibility for some of the attacks, though the group has made little to no public statements locally. It may even be true that ISIS has provided the insurgents with training and support. But other facts suggest that this alliance is no more than a marriage of convenience for both parties. The group is known locally as Al-Sunna wa Jama’a (ASWJ) or Al Shabab (meaning ‘the youth’), but it has no relation to either of the Somali groups known by these same names. It has no public figures locally, has made no clear demands, and professes no overt religious doctrine. The insurgents’ adoption of ISIS-style terror tactics, like beheadings and kidnappings, were likely in return for material support that they craved.

In return for its support, ISIS has expanded perceptions of its reach, even though it likely has no command control over ASWJ and has done nothing to shape its unclear agenda. The connection with ISIS is neither ideological, tactical, or strategic. ASWJ appears to have equally transactional relationships with local smugglers, who are happy to fund disruption that help them retain control over what had long been a mafia-run state, in the absence of functioning government institutions. The arrival of customs agents and formal port procedures, with expanded international investment, had no appeal to those who had grown rich on illicit trades in the region. One common theme in the insurgents’ attacks has been securing resources, and both alliances have been essential in that quest. The world has paid attention to the violence in Palma and what appeared to be targeting of expatriate workers, but in the end, the insurgents appear to have secured significant food, fuels, and arms in the process. Rather than focus on fearful affiliations and tactics, we might ask what target they are supplying up for.

Labeling ASWJ global terrorists will have little meaningful impact on the hundreds of young fighters who fuel the insurgency. They have no bank accounts or property in the West to be impacted. It will, however, significantly influence how the U.S. government, and others, view the conflict and what actions they pursue to resolve it. This designation not only elevates what the conflict means for U.S. national security, but it also dangerously downplays the very real grievances fueling this, and prior, rebellions in the region.

If we accept primarily a counterterrorism lens, Mozambique could become the latest addition to a long list of foreign countries where U.S. Special Operations Forces settle in for the long haul, engaging in operations and military training destined to do little more than keep the threat contained. This would fit our world view and national security narrative, but that would do little to resolve the problem at hand. While the government of Mozambique has accepted limited military training from the United States so far, notably, it has not yet invited direct U.S. military action, which holds both appeal and risk for the receiving country.

Unfortunately, the challenges facing Cabo Delgado have no easy fix. Even the most effective military intervention would at best disrupt the current insurgency while leaving the ground fertile for the next one. Some form of public safety response, police or military, is essential to end civilian suffering, but so, too, is a long-term investment in a mutually beneficial social contract between the government of Mozambique and the people of Cabo Delgado, many of whom blame the government rather than ASWJ for their ills.

If Mozambique is to avoid a cycle of regional violence, the government must invest in building a national identity that reaches from the political elite in the south all the way to the marginalized north, come to the aid of its people who are displaced by violence, bring an end to abuses by government forces, and promote broad-based economic development stemming from the natural gas project. Pervasive, systemic corruption is at the heart of why the government struggles to achieve these objectives.

The United States can still help with the pressing military assistance needed, but it shouldn’t casually sign up for an expansion of the Global War on Terror when the issues spurring the violence are far more akin to a typical civil war. It should use the appeal of its military training and assistance to press the Mozambican government to make meaningful progress in the developmental and governance areas that are the real cause of angst. Label it what you want, but the solution lies in effective governance, and there’s no shortcut to get there.

Job growth in U.S. topped 900,000 in March as hiring broadened

U.S. employers added the most jobs in seven months with improvement across most industries in March, as more vaccinations and fewer business restrictions supercharged the labor market recovery.

Nonfarm payrolls increased by 916,000 last month and February employment was revised up to a 468,000 gain, according to a Labor Department report Friday. The median estimate in a Bloomberg survey of economists was for a 660,000 rise. The unemployment rate fell to 6 per cent.



Rising COVID-19 infections had severely restrained the labor market for months, but now more than two million Americans are getting vaccinated daily and economic activity is picking up. This also helps explain why the workforce participation rate edged up in March.

What’s more, businesses have a clearer view of potential demand as a wave of stimulus-supported consumer spending is poised to wash over the nation’s service providers. Local and state government education employment increased by about 126,000, reflecting the return of more in-person learning at schools.


“The end of the pandemic appears to be in sight as vaccine distribution accelerates, and the economic recovery looks like it’s champing at the bit,” Daniel Zhao, senior economist at Glassdoor, said in a note. “We may be looking at a bright summer with monthly gains of over a million jobs, getting us much closer to pre-pandemic employment.”

While stronger sales and daily progress in the fight against the coronavirus will help bring the labor market closer to its pre-pandemic employment levels, a full recovery will take time.

U.S. Treasury yields received a bump higher following the report, with the 10-year rate climbing as high as 1.69 per cent, although it remained within around 2 basis points of its prior day close. U.S. stocks are closed Friday for a holiday.

Broad Gains

The payroll figures showed broad-based gains across industries, led by a 280,000 surge in leisure and hospitality. Construction payrolls jumped 110,000 after dipping in February amid severe winter weather. Education employment also climbed as more schools reopened.

Manufacturing employment increased by 53,000 last month, the biggest advance since September.

The US$1.9 trillion stimulus package signed last month by President Joe Biden should give an additional shot of adrenaline to hiring amid renewed support for businesses and individuals.

A report Thursday from the National Federation of Independent Business showed a record share of small-business owners in March said they had unfilled positions. That indicates employment will remain strong in coming months.

Further, Federal Reserve Chair Jerome Powell has pledged the central bank will continue to support the economy with accommodative monetary policy, despite the recent uptrend in economic and employment data. Even with the sharp advance in March, payrolls remained 8.4 million below the pre-pandemic peak of about 152.5 million.

“The recovery is far from complete,” Powell said at the House Financial Services Committee hearing on March 23. “As we have emphasized throughout the pandemic, the path of the economy continues to depend on the course of the virus.”

The U-6 rate, also known as the underemployment rate, declined to 10.7 per cent from 11.1 per cent. It is often thought of as a more inclusive measure of unemployment than the headline figure because it also accounts for those who stopped looking for a job because they were discouraged about their prospects and those working part-time but desiring a full workweek.


The participation rate, which is the share of the population that is either working or actively looking for work, improved to 61.5 per cent last month from 61.4 per cent. The so-called prime-age participation rate, or the participation rate among those ages 25-54, climbed as more women returned to the workforce.

The report also showed the average workweek increased by 18 minutes to 34.9 hours, partly reflecting a bounce back from severe winter weather a month earlier.
