Outrage in France as Macron appoints senator who fought gay marriage to key rights job

French lawmakers on Tuesday narrowly approved President Emmanuel Macron’s candidate to serve as Défenseur des droits (human rights ombdusman), despite vehement opposition from groups arguing that Senator François-Noël Buffet’s views run counter to the mission of defending the rights of the most vulnerable.

France has a new human rights ombudsman – tasked with defending certain rights that he previously fought in parliament.

Lawmakers in the lower house National Assembly and the Senate on Tuesday narrowly backed right-wing Senator François-Noël Buffet to become France’s new Defender of Rights, approving President Emmanuel Macron’s nominee by 43 votes to 39.

The 62-year-old lawyer by training replaces former journalist Claire Hédon, a frequent critic of racial discrimination and police brutality, whose six-year term expired on Monday.

A human rights watchdog acting independently of government, the Défenseur des droits is responsible for defending citizens whose rights are infringed and ensuring the equal protection of legal rights in France. Critics say such duties are incompatible with the political views of a politician with a track record of opposing equal rights for some of France’s most vulnerable communities.

Buffet, a senator from the Rhône department around Lyon, notably campaigned against extending marriage rights to same-sex couples and more recently opposed legislation allowing medically assisted reproduction for single women and lesbian couples.

His appointment as defender of such rights is “both absurd and scary”, said Nicolas Faget, a spokesperson for the Association of Gay and Lesbian Parents and Future Parents (AGPL).

“One of the bulwarks shielding same-sex parents and their children from discrimination is at risk of being undermined by someone who does not believe in those rights,” he said.

“It’s frankly alarming.”

A troubling record

Buffet’s long-rumoured nomination was quietly confirmed in an Elysée Palace statement on July 7, the day the nation’s eyes were riveted on a court hearing that would determine far-right leader Marine Le Pen’s political fate.

In interviews with investigative website Mediapart, staff at the office of the Defender of Rights had previously expressed their “dismay” and “shock” at the prospect of him taking over. One worker voiced disbelief that a politician “whose recent views are so starkly at odds with the institution’s recommendations” was even considered for the job.

Buffet is a close ally of hardline former interior minister Bruno Retailleau, a candidate in next year’s presidential election for the conservative Les Républicains party. He served as minister for overseas territories in the short-lived Michel Barnier government in 2024 and then worked with Retailleau at the interior ministry under former PM François Bayrou.

Described by critics as an archconservative, Buffet took part in protests against same-sex marriage in 2013 and voted against extending medically assisted reproduction to single women and female couples in 2021. He also abstained during a landmark 2024 vote on enshrining the right to abortion in the French constitution.

The senator favours cutting back on state-funded medical care for undocumented migrants – a growing demand of the political right, which health workers described as an ethical aberration and a risk to public health.

His political views are “very worrying, as they lead us to doubt that he will pay as much attention to respecting the rights of foreign nationals as previous Defenders have done”, Charlotte Kwantes, advocacy manager at Utopia 56, an organisation that defends the rights of foreign nationals, told French daily Libération on the eve of the vote in parliament.
Tense hearing

Buffet faced a tense hearing before the National Assembly’s Legal Affairs Committee last week, which saw a leftwing lawmaker accuse him of a history of “racist and homophobic votes”.

In response, the senator stated that he had “evolved” on “a number of issues” and promised “total independence”.

When grilled about his opposition to a bill legalising same-sex marriage in 2013, he said: “I did something stupid; I had my doubts about the consequences, but not about the principle itself.” In 2014, however, he was one of several candidates in local elections to sign a charter vowing to “preserve the father-mother-child family unit”.

Buffet also side-stepped questions when quizzed about a controversial bill carried by his party instituting a “presumption of legitimate defence” for police officers making use of their firearms. Critics have labelled the bill a “license to kill” and the outgoing Defender of Rights has described it as deeply problematic.

Macron’s nominee highlighted other parts of his record, noting that he tabled a Senate bill on improving conditions for prison inmates and that he improved accessibility for people with disabilities in the town of Oullins near Lyon, where he served as mayor for two decades until 2017.

He added that the “president could have found a better candidate, though he could perhaps have found a worse one, too”.

Rolling back progress

The AGPL spokesperson begged to differ.

“It’s hard to think of a less suitable candidate to uphold our rights than one who doesn’t believe in them,” Fagetsaid, warning of a potentially huge step back for minority rights after years of working hand in hand with Buffet’s predecessor.

While the rights ombudsman has neither judicial nor legislative powers, their word carries considerable weight both in courtrooms and in citizens’ disputes with public authorities.

“It’s a critical instrument to uphold rights and combat discrimination,” said Faget, citing the ombudsman's role in helping same-sex parents who are denied paid parental leave or face obstacles in registering their children with local authorities.

“The Defender of Rights is one of the key bulwarks of the rule of law, and a vital source of redress for victims of discrimination,” the Inter-LGBT advocacy group said in a statement, describing the choice of Buffet as “yet further evidence of the Élysée’s contempt for LGBTQIA+ people”.

Critics of the appointment have linked it to political horse-trading at a time when Macron is seeking to obtain plum jobs for his close allies before leaving the Elysée Palace next year. Faget said it followed the president's pattern of appointing conservative politicians to key posts, including the ministries for health, gender equality and the fight against discrimination.

“Macron delivered on his pledge to extend medically assisted reproduction rights to all, but his recent appointments have baffled us,” he said. “Whether it’s networking, cronyism or political wheeling and dealing, it’s certainly not helping those who most need the Defender of Rights.”






















Germany approves factory use for controversial French-Russian nuclear project


German authorities on Wednesday gave the green light to a controversial French-Russian nuclear project which will use a factory based in Germany for production, and which critics fear will enable spying and sabotage by Moscow.

The planned joint venture by a subsidiary of French company Framatome and Russia's state-owned nuclear power agency Rosatom will produce fuel rods used in Russian-designed reactors – at Framatome's fuel rod assembly facility in the town of Lingen in the German state of Lower Saxony.

Germany closed the last of its own nuclear reactors in 2023, but has not abolished all nuclear-related industrial activity.

The Lingen fuel plant is treated as a separate facility with its own legal status and licences.

The state's environment ministry said in a statement on Wednesday it had "decided to approve" the project, adding that “so far, Russia’s nuclear sector and the import of Russian uranium into the EU have not been subject to sanctions, despite Putin’s criminal war of aggression against Ukraine".

Rosatom has been exempted from the successive rounds of European Union sanctions imposed on Russia after its full-scale invasion of Ukraine in February 2022.

The Kyiv-based Dixi Group, a think tank that focuses on energy, warned against the cooperation in 2024, urging the Lower Saxony government to deny Framatome permission to expand its production facility in Lingen.

Dixi, along with German anti-nuclear organisations – including AgiEL, a group that focuses on Lingen’s nuclear facilities – is warning of "potential risks to Germany’s nuclear and internal security, particularly concerning Rosatom’s possible access to critical infrastructure".

Roderich Kiesewetter, a prominent member of Chancellor Friedrich Merz's centre-right CDU party, said the federal government should intervene to prevent the project in Lingen from going ahead.

The decision by Lower Saxony was "dangerous to security and must be reversed," Kiesewetter told the Politico news site.

Germany is Ukraine's biggest backer in its war with Russia and has been on high alert for signs of "hybrid warfare" directed by Moscow.

South Korean-US Partnership For Floating SMR Platform

Samsung Heavy Industries Partners with Sargent & Lundy: The South Korean shipbuilder signed an MoU with the US engineering firm to jointly develop a standardised floating small modular reactor (FSMR) platform, enabling flexibility for multiple reactor types and supporting early commercial deployment.

Focus on US and Global Markets: The collaboration covers development, licensing, construction, and deployment strategies, with emphasis on meeting US and international regulatory standards amid rising electricity demand from AI data centers and coastal/island regions.

Builds on Prior Certification: The partnership leverages Samsung Heavy’s 2025 Approval in Principle from the American Bureau of Shipping for a floating platform using two KAERI SMART100 SMRs, with adaptability for other SMR designs.


South Korean shipbuilding company Samsung Heavy Industries announced it has signed a memorandum of understanding with USA-based engineering firm Sargent & Lundy for the development of a standardised floating small modular reactor platform.

Under the MoU, Samsung Heavy Industries and Sargent & Lundy (S&L) plan to develop a standard floating small modular reactor (FSMR) platform for multiple reactor types “thereby providing versatility to enable the installation of various types of reactors and offering flexible options to shipowners and customers”, Samsung Heavy Industries said. In addition, the two companies agreed to cooperate in key stages of loating small modular reactor commercialisation, such as development, licensing support, construction planning, and sea area deployment strategies, in order to visualise the early commercial deployment of the loating small modular reactor standard platform.

“Furthermore, we plan to improve the technical completeness of FSMR to meet changing international and US regulatory standards,” Samsung Heavy Industries said. “This agreement targets the global market, including the United States, and is expected to be a key step in advancing the FSMR project, currently at the conceptual design stage, to the actual commercial deployment stage.


“With the recent surge in electricity demand across all industries alongside the expansion of artificial intelligence data centres, it is attracting attention as an effective energy infrastructure for coastal island regions where securing onshore production sites is difficult or power grid connectivity is limited.”

“The collaboration between S&L and Samsung Heavy Industries on FSMR development will be a significant step forward for the future of clean energy in the United States,” said Shiven Sulkar, Chief Nuclear Officer (Vice President) of S&L. “We expect that the combination of S&L’s nuclear engineering leadership and Samsung Heavy Industries’ proven offshore platform expertise will accelerate the development of FSMRs tailored to the US market and provide power utility companies, coastal states, and federal agencies with a flexible pathway for nuclear power adoption.”

Kim Kyung-hee, Head of Samsung Heavy Industries’ Future Business Division, added: “Cooperation with S&L, a global leader in nuclear power plant design and engineering, will be a milestone that takes Samsung Heavy Industries’ FSMR technology to the next level. We will accelerate the advancement of FSMR technology, a next-genration growth engine, to lead the global offshore nuclear power market.”


Samsung Heavy Industries received Approval in Principle from the American Bureau of Shipping in December 2025 for a floating marine nuclear power platform featuring two SMART100 small modular reactors developed by the Korea Atomic Energy Research Institute (KAERI). Under the certification process, Samsung Heavy Industries was responsible for the integration of the SMRs with the floating structure, the overall design of the nuclear power generation facilities, and the development of a multi-barrier reactor containment system. KAERI, meanwhile, adapted the land-based SMART100 SMR for offshore applications.

Although the Approval in Principle granted by the ABS is for a floating platform incorporating two SMART100 reactors, Samsung Heavy Industries said at the time that the concept can be adapted so that different SMR designs can be used.

Volkswagen’s Chinese branch doubles down on self-driving technology

Amid rising competition in the self-driving technology market, especially in China, Europe’s biggest auto company plans to make some big moves to catch up.

German carmaker Volkswagen will be focusing more on self-driving technology in China in the coming months.

The company revealed on Wednesday that its automated driving branch CARIZON, based in China, would be strengthening its tie-up with Horizon Robotics, according to Yahoo Autos.

This is in an attempt for Volkswagen to develop its own sophisticated self-driving technologies more quickly, by using Horizon Robotics’ artificial intelligence model.

This includes Level 3 autonomous driving technologies, where drivers can take their eyes off the road, and Level 4 technology, which will be driverless robotaxis.

The company plans to introduce its first Level 3 autonomous driving vehicles to the Chinese market in 2027, as global competition in the self-driving technology market quickly heats up. These cars are expected to let drivers cede full control to the vehicle under specific circumstances, such as on motorways.

Deliveries for the Level 3 cars are due to start in the second half of next year.

Volkswagen will also start rolling out Level 2++ technology cars in the Chinese market this year, which will be for urban assisted driving. These vehicles can handle traffic lights, stop signs, roundabouts and automated turns.

According to the company’s CEO, Oliver Blume, this move would help strengthen Volkswagen’s competitiveness in China and usher in new opportunities in certain foreign markets.

The German auto company has also tied up with Xpeng, a Chinese electric vehicle manufacturer, to further solidify its position in the regional market and develop a new electronics platform for its Chinese models.

This will work closely with the AI-assisted self-driving technology and allow more consumers across Central and Southeast Asia, as well as the Middle East, to adopt the system as Volkswagen attempts to export more from China to these markets.

German carmarkers still under pressure from China

The last few years have been especially rough for German car companies, as falling sales, changing European regulations and the COVID-19 pandemic all hit at once.

Rising competition from Chinese auto manufacturers, especially EV makers, also added significantly to this turmoil.

EU-China trade and tariff tensions have also made this situation much worse. China has pulled back a lot of benefits for German car companies like Volkswagen, Mercedes, Audi, BMW, which had manufacturing operations in the country in recent years. These included cheaper land and lower tax rates, among other benefits.

Now, these European companies are also under increased pressure from China’s faster technology rollout for mass-market vehicles, with several Chinese cities already having fully driverless robotaxi services.

Many European consumers are also turning towards Chinese EV companies like BYD, for their relatively more affordable prices, sleek designs and modern features.

On the other hand, companies like Mercedes-Benz and BMW have suspended their Level 3 offerings in some flagship models after a short stint.

Volkswagen has also faced additional scrutiny lately due to considering a historic restructuring plan that could see up to 100,000 jobs slashed and close four plants across Germany.

Ford and Geely to form joint venture at struggling Spain plant

Almussafes (Spain) (AFP) – US carmaker Ford and China's Geely will create a joint venture at Ford's troubled Valencia plant in eastern Spain, where they plan to produce four new models for the European market, the companies said on Thursday.

Ford will hold a 66 percent stake in the venture and Geely the remaining 34 percent, the two companies said in a statement about the project which was presented at the plant in Valencia.

The plant will continue producing Ford's Kuga plug-in hybrid without interruption, with production from 2028 of a new Ford Bronco, two Geely electric SUVs and a new multi-energy family crossover designed by Ford and jointly developed with Geely.

"The goal is nothing other than to use this plant fully at its maximum capacity," Ford Europe President Jim Baumbick told a news conference.

The partnership will allow the two automakers to reduce production costs at the Valencia site, which assembled fewer than 100,000 vehicles in 2025, its lowest output on record, according to the UGT Ford trade union.


In the longer term, Ford and Geely said the plant could reach an annual production capacity of around 500,000 vehicles.

Spanish Prime Minister Pedro Sánchez welcomed the agreement during a visit to the factory, saying it demonstrated Spain's ability to attract major investment and take part in the transformation of the automotive sector.

"In a sector undergoing an absolute and profound transformation, foreign manufacturers know that betting on the added-value supply chain in our country, in Europe, is fundamental and a priority for the Spanish government," he said.

The Ford-Geely deal follows a similar move by Stellantis, which announced in May that it would partially hand over its Madrid assembly plant to its Chinese partner Leapmotor, which is due to begin producing its B10 model there this year.

Drawn by the shift to electric vehicles in the lucrative European market, Chinese carmakers are looking to manufacture inside the EU to avoid tariffs on imported vehicles.

Spain has emerged as a key destination for Chinese carmakers looking to establish a manufacturing foothold in Europe, helped by its status as the region's second-largest vehicle producer after Germany and by lower labour and energy costs.

On Syria’s legendary M4 highway linking strategic northern towns and cities, FRANCE 24’s Wassim Nasr passed bridges destroyed by the war.

The M4 runs almost parallel to Syria’s northern border with Turkey, connecting the country’s commercial capital of Aleppo to the Kurdish-majority areas. It was reopened in March in a bid to improve stability after Syrian government forces clashed with Kurdish fighters after the fall of longtime dictator Bashar al-Assad.

The destination was Kobane, a city that shot into international headlines during the Islamic State (IS) group’s bid to take the city during the war.

Today, more than 5,000 forces from the Kurdish-led Syrian Democratic Forces (SDF) are still deployed at observation posts dotting the highway.

Nasr was heading to Kobane earlier this month as Syrian government forces were also heading to the northern city to negotiate with local Kurdish security officials.

Once in Kobane, Nasr scored a rare photo-op when he was allowed to report on a meeting between Kurdish Asayish commander Amin Saleh and Majeddin al-Sheikh, head of the Ain al-Arab district, which includes Kobane.

Syria’s new government under President Ahmed al-Sharaa faces many challenges of security integration, institution building and governance in the area.

Nasr was given a rare opportunity to witness efforts to confront those challenges. He interviewed leaders of various Kurdish factions as well as observed attempts to develop communications between Kurdish and Arab clans in the region.

UNESCO places ancient Lebanese city of Tyre on heritage danger list

UNESCO on Wednesday added Tyre, an ancient coastal city in southern Lebanon founded by the Phoenicians, to its list of world heritage sites in danger following months of Israeli bombardment. Founded around 4,700 years ago, Tyre is home to archaeological treasures including two protected UNESCO areas.

Tyre, an ancient Phoenician city in southern Lebanon hit in recent months by Israeli bombardment, was on Wednesday added to the UNESCO list of world heritage sites in danger.

"The site has been directly hit and has sustained damage. Furthermore, its state of conservation is a cause for growing concern, particularly given the possibility of further impacts," the organisation said.

"Optimal conditions are no longer in place to ensure the conservation and protection of the property's outstanding universal value," said the UN body, adding that it was the Lebanese government that requested its inclusion on the list.


The ruins in Tyre, around 80 kilometres (50 miles) south of Beirut but barely 20 kilometres from the Israeli border, were placed on the UNESCO heritage list in 1984 and contain mainly Roman-era archaeological remains.

The coastal city was caught up in recent months in the conflict between Israel and Hezbollah, and tens of thousands of its residents fled after the Israeli army issued evacuation orders covering districts including some archaeological areas, though most locals have have since returned.

Lebanese Culture Minister Ghassan Salame welcomed Wednesday's move and said the listing would "focus the attention and concern of UNESCO and member states on a site of great importance in the history of a region currently witnessing conflicts".

Hezbollah drew Lebanon into the Middle East conflict when it fired rockets at Israel to avenge the US-Israeli killing of Iran's supreme leader.

Israel responded with heavy strikes and a ground invasion, killing more than 4,300 people.

The ancient city, founded some 4,700 years ago, is home to two protected areas listed as UNESCO World Heritage Sites and which include a Roman triumphal arch and a hippodrome dating from the second century.

One of the sites suffered a direct hit from an Israeli strike in June.

A Lebanese culture ministry official told AFP at the time that an administrative office was struck and debris from nearby bombardment had impacted archaeological elements including columns, capitals and mosaics.

The city, one of the oldest in the Mediterranean, was variously Phoenician, Persian, Hellenistic, Roman and Byzantine.

Earlier this year, Salame accused Israel of failing to comply with the Hague Convention, which since 1954 has required warring parties to protect cultural sites during armed conflict.

He had also accused Israel of disregarding "blue shields", an internationally-recognised symbolic emblem which a UNESCO-linked committee established to protect cultural sites during armed conflict.

UNESCO's decision to inscribe Tyre on its danger list comes as the organisation holds the 48th session of its World Heritage Committee in Busan, South Korea.

Battered by war, Dubai dangles €700 incentives to fill empty hotels

Dubai, whose economy has been severely hit by the Iran war, is offering residents incentive packages worth the equivalent of €700 ($796) if they bring visitors to the city. 

According to Dubai's tourism website, each resident can receive benefits such as discounted hotel stays, restaurant meals and tickets to attractions under the new programme. Each resident may claim up to three of these "benefit packages" for visitors travelling to Dubai from now until the end of October.

Visitors - such as friends or relatives - must not be residents of the United Arab Emirates and must enter the country on a tourist visa. Local reports say more than 10,000 applications were submitted in the first 48 hours of the programme.

Dubai and Abu Dhabi hard hit by Iran war

Dubai is one of the most modern cities in the Arab world, known for its glass skyscrapers - including the tallest building in the world - luxury hotels on sandy beaches and entertainment. Nearly 20 million foreign tourists visited the city last year, a record.

The Iran war, which began at the end of February with attacks by the United States and Israel, hit Dubai and the Emirati capital Abu Dhabi hard. 

Iranian strikes targeted Emirati oil facilities, as well as Dubai airport and some civilian areas including hotels. Revenues collapsed and the number of airlines operating in Dubai halved. The city is working to limit the damage and preserve its image as a destination for business and entertainment.

Gulf oil producers are spending billions of dollars on pipelines designed to route crude around the Strait of Hormuz, as Iran's grip on the waterway drags on and the region's most important export artery remains precarious.

Before the war, roughly 15 million barrels of Gulf oil passed through the Strait of Hormuz every day, as roughly a fifth of the world's traded oil moved through the maritime chokepoint in peacetime

With the channel still largely closed and prices elevated, at least seven major pipeline projects are now under construction, in planning or under discussion to push supplies out through the Red Sea, the Suez Canal and the Gulf of Oman instead, according to Gulf officials, energy companies and market analysts.

With the Iran war reignited this month, Brent crude is trading again at around $93 a barrel at the time of writing, well above the roughly $72 it fetched after June's short-lived truce, and the US benchmark WTI has also risen to roughly $90 a barrel.

Depending so heavily on the Strait of Hormuz "is no longer a prudent long-term strategy," said Victoria Grabenwöger, a senior researcher at the data firm Kpler.

Two escape valves already exist, and both are close to their limits.

Saudi Arabia's East-West pipeline, built in the 1980s when Tehran threatened shipping during the Iran-Iraq war, carries crude from the Abqaiq complex to Yanbu on the Red Sea, where tankers head south towards the Arabian Sea or north to the Suez Canal.

Meanwhile, the UAE has been channelling more oil to Fujairah, its port on the Gulf of Oman about 145 kilometres south of the Strait of Hormuz.

Together the two links had a spare capacity of some 3.5 to 5.5 million barrels a day before the war, according to the US Energy Information Administration, and both now run close to full representing around 6.5 million barrels a day.

Abu Dhabi's state oil company is also racing to finish a project it began before the war.

Its $3 billion (€2.6bn), 300-kilometre pipeline to Fujairah, laid alongside an existing line, is designed to lift deliveries by over 1.2 million barrels a day and is roughly half built, according to Kpler, which expects the official early-2027 completion target to slip to mid-2027 because the port itself must be expanded.

Even that timetable, the firm argues, only became conceivable because of the blockade.

Red Sea relief, Red Sea risk

The Red Sea route has vulnerabilities of its own, and this week served as a reminder.

Yemen's Iran-backed Houthi rebels, who declared a blockade on Saudi-linked shipping in retaliation for the kingdom's blockade of Yemen and an attack on Sanaa's airport, said on Thursday they had attacked two Saudi tankers, the Encelia and the Layla, setting both on fire.

Saudi state media reported a blaze at the bow of the Encelia with no casualties, while the UK Maritime Trade Operations centre reported a tanker struck by "an unknown projectile" southwest of Al Shuqaiq.

The Iran-backed group has disrupted the Bab el-Mandeb Strait before, a maritime chokepoint carrying about 12% of world trade, and a Houthi drone strike forced the East-West pipeline itself to shut back in 2019.

Iraq's $60 billion bet on Washington

Nowhere is the scramble more urgent than in Iraq, which draws about 90% of state revenues from oil exports and has had to cut output because of its dependence on the Strait of Hormuz.

Prime Minister Ali al-Zaidi returned from Washington last week with 48 agreements signed with American firms, spanning energy, healthcare and technology and worth more than $60 billion, according to Reuters, including tie-ups involving ExxonMobil, Shell, Halliburton, KBR and GE Vernova.

The centrepiece is a deal with Syria to rebuild the long-dormant pipeline running from the Kirkuk fields to the Mediterranean port of Baniyas, a project Iraqi state media says Chevron will execute and which the US State Department, welcoming the plan, called "a critical energy corridor" with an initial capacity of 2 million barrels a day.

Baghdad is also weighing a line from Basra to Jordan's Aqaba.

Washington's ambassador to Turkey, Tom Barrack, predicted the agreements would render the Strait of Hormuz "an afterthought".

Coal-fired power generation rising globally on Mideast war: IEA

Paris (France) (AFP) – Coal-fired power generation is set to increase in 2026, driven by supply difficulties and soaring natural gas prices linked to the war in the Middle East, the International Energy Agency said Thursday.

The conflict in the Middle East, pitting the United States against Iran, has led since March 2026 to regular blockages of the Strait of Hormuz, through which 20 percent of liquefied natural gas (LNG) transits, pushing some economies back toward coal.

As a result, "global coal-fired generation is expected to increase by 1.4 percent in 2026, after remaining roughly constant in 2025," the IEA wrote in a new report.

The increased use of coal-fired power plants is also explained by a surge in energy prices in 2026.

Up 30 percent compared with the first half of 2025, they are "at their highest level since the energy crisis of 2022 and 2023," which was triggered by the war in Ukraine, the IEA said.


Consequently, global carbon dioxide (CO2) emissions from electricity generation are expected to rise by one percent in 2026, with large regional disparities, the agency wrote.

Southeast Asia is expected to see its emissions grow by six percent, while the European Union should record a five-percent decline.

CO2 emissions should, however, stabilise in 2027, thanks to the growth of renewable electricity generation, which is "overtaking coal as the world's largest source of electricity generation, after reaching near parity in 2025," the report said.

Renewable supply is expected to increase by eight percent in 2026, and its share in global electricity supply should rise from 33 percent in 2025 to 37 percent in 2027.

The sector is being driven by solar power, whose generation is expected to surpass that of wind in 2026 and thus "become the world's second-largest source of renewable electricity generation after hydropower," the IEA wrote.

Overall, demand for electricity "forecast to stay on a solid upward trajectory," driven in particular by industry, electric vehicles and data centres, the IEA said.

It forecast demand growth of 3.6 percent in 2026 and 3.8 percent in 2027, compared with a three-percent increase in 2025.

Finally, the El Nino event, a natural climate fluctuation that warms temperatures and leads to changes in wind patterns, is proving stronger than expected this year.

This weather phenomenon "could affect electricity demand" by increasing cooling needs and limiting hydropower and wind power generation, the IEA said.

Marine microplastic pollution: How scientists detect it | Euronews Tech Talks

The ocean is polluted by tiny plastic fragments that are difficult to detect but can harm marine ecosystems. Euronews Tech Talks travelled to the Flanders Marine Institute to understand the risks posed by marine microplastics.

The sea holds many secrets that are invisible to the naked eye when viewed from the shore: rare species, complex ecosystems and, sadly, loads of litter.

According to the United Nations, each year 52 million tonnes of plastic waste enter the ocean, resulting in an estimated 24 trillion microplastic particles.

Microplastics, tiny fragments of plastics less than 5 millimetres in diameter, can be found both in the depths and on the surface of the water, disrupting ecosystems in ways scientists are still trying to understand.

But how do microplastics get into the sea? What technologies can be used to identify them? And what impact do they have on marine species?

To answer these and more questions, Euronews Tech Talks visited the Flanders Marine Institute (VLIZ) in Ostend, on the Belgian coast. Here, a research group led by senior researcher Ana Catarino investigates marine microplastics, collecting data directly from the North Sea.

Marine microplastics pollution, climate change and risks

Plastics can enter the ocean in multiple ways: pieces of fishing nets that accidentally detach, litter coming from malfunctioning waste management systems, and so on.

Specifically, microplastics polluting the ocean can be divided into two categories: primary microplastics and secondary microplastics.

The former category comprises elements like nurdles, tiny plastic fragments designed for industrial purposes; while the latter involves particles stemming from the degradation of macro litter due to waves, wind and exposure to sunlight.

The extent of microplastic pollution is, therefore, tied to climate change.

“So if we have more sunny days and higher UV radiation exposure and heat waves and changes of temperature that might, for example, impact the degradation of plastics that are stranded,” Catarino said.

The impact of microplastics on marine species is also closely linked to climate change. On their own, the microplastics ingested by a species may not pose a significant risk.

But if that species is already under stress due to rising sea temperatures, the consequences can be different. “These combined effects, they can be cumulative in the organism,” Catarino explained.

Methods to identify microplastics

Marine microplastics are difficult to identify and quantify due to their small dimensions, irregular shape, and, sometimes, different colours.

Despite these challenges, recognising microplastics is possible, and VLIZ’s postdoctoral researcher Nelle Meyers has worked on a semi-automated method to identify them.

This technique involves collecting a sample from the sea using a net, cleaning the sample of organic materials, and staining it with Nile Red before placing it under a microscope. A fluorescence colouration analysis is then run and its results are passed through two automated programmes that can identify whether a particle is a microplastic or not and what type of microplastic it is.

“We wanted to automate to speed up the whole process,” Meyers said. “We wrote a code so when you upload the picture, the image analysis is done automatically,” she continued.

Thanks to this semi-automated step and the use of a fluorescence microscope, which is relatively common in laboratories, Meyers claimed the technique is cost- and time-effective.

However, the method also presents some limitations, as it lacks information about the chemical composition of the particles and can determine only certain types of polymers.

Microplastics’ impact on marine species

Just as larger plastic debris is ingested by marine species, tiny plastic particles can also be consumed by smaller organisms, like plankton.

“They [microplastics] can also get their stomach, their gut clogged. And then they [small organisms] don't eat their nutrients, they don't eat their own food,” Catarino explained.

“And this is worrying because then it brings other issues because these organisms are not able to reproduce and their population will not strive, so it will be affected,” she said.

The specific effects of microplastics depend on multiple factors, including the marine species involved, the type of microplastics, and other stressors to which the species is exposed, such as changes in sea temperature, ocean acidification, and more.

“Sometimes it’s not just one issue or another, it’s the accumulation of all these effects that may be harmful to the organisms,” Catarino told Euronews Next.

Extreme heat is not only making cities less liveable; it’s also reshaping who can afford to live where.

Sourdough bakeries, third-wave coffee shops and bijou wine bars: the telltale signs of gentrification have been creeping into Europe’s city suburbs for decades. But now there’s a new marker separating the rich from the poor – and it goes much deeper than the quality of the local pastries.

Climate change risks like flooding, coastal erosion and extreme heat are increasingly shaping where people choose to live. This leads to ‘climate gentrification’ – where property prices in safer neighbourhoods increase due to an influx of wealthy residents, pushing out those with less financial mobility.

A new Barcelona-based study examines the phenomenon, mapping out which areas of the Spanish city are most vulnerable to climate gentrification on an open access platform.

Published in the Journal of City Climate Policy and Economy, the ClimateJusticeReady project brings together environmental, social and housing indicators to create a climate gentrification vulnerability index.

Which neighbourhoods are most exposed to climate gentrification?

Researchers at the Barcelona Lab for Urban Environmental Justice and Sustainability (BCNUEJ) at the Universitat Autònoma de Barcelona (ICTA-UAB) gathered information on heat exposure, access to green spaces, social vulnerability, building age and public facilities for all of Barcelona’s 36 metropolitan municipalities.

Their findings were counterintuitive: the places most susceptible to climate gentrification were the exact opposite of those associated with traditional forms of gentrification.

While house prices in established urban centres are typically high due to the proximity to transport hubs, shops and restaurants, these areas are also built-up and densely populated, making them warmer and more polluted.

Neighbourhoods on the urban periphery, on the other hand, tend to be greener, less densely populated, less polluted, cooler and – until now – more affordable. They also tend to have better quality buildings.

Homes here have evaded the speculation and commercial- and tourism-driven gentrification of their more central counterparts, but the study shows they could become the new destination for those seeking to escape the heat of the city centre.

“As climate change brings us longer and more intense heatwaves in homes that are not prepared for them, people’s priorities may change,” says Amalia Calderón Argelic, who co-led the project.

“Areas where gentrification has not previously been part of the conversation may now become highly attractive from an environmental and thermal comfort perspective.”

Climate gentrification could spread inequality

Just as locals have been priced out of city centres across Europe, they could soon face additional barriers in the suburbs as extreme weather pushes wealthy residents to move to more shielded neighbourhoods. This would intensify a process already underway.

This summer, successive heatwaves have hit European cities, including Barcelona, with record-breaking temperatures. Extreme heat is no longer an isolated event but an increasingly prolonged feature of European summers, the EU’s Copernicus Climate Change Service recently warned.

Extreme coastal floods are also becoming far more common as human-caused climate change pushes sea levels higher, while rising temperatures are driving heavier rainfall.

Municipal investment in climate adaptations, such as creating green spaces or restoring waterways, can ultimately increase housing costs in local neighbourhoods and displace the vulnerable populations living there, warn ClimateJusticeReady project researchers.

Climate gentrification is already underway in US cities like Boston and Miami, where frequent flooding and sea-level rise are growing threats.

Without policies to anticipate this shift, the same inequalities seen in city centres are likely to be reproduced in new areas, they add.

“The problem is that this could happen in municipalities that are not prepared to manage everything it may entail in terms of social inequalities and displacement,” warns Amalia Calderón Argelich.

The Barcelona project highlights several municipalities on the metropolitan periphery as being particularly vulnerable to climate gentrification. These include Badia del Vallès, Sant Adrià del Besòs, Castelldefels, Valldoreix, and parts of Sant Boi de Llobregat and Torrelles de Llobregat.

It is one of the first to examine the phenomenon systematically in the European Mediterranean – but as extreme weather intensifies due to human-caused emissions, it’s a trend that’s only set to grow.
