Missile War Monitor: Trump tells Ukraine to stop hitting Russian diesel
TRUMP BLAMES UKRAINE FOR DIESEL $ INCREASES
Donald Trump has asked Ukraine to stop striking Russian refineries, saying the campaign is causing a diesel shortage. Kyiv hit two more the same night.
The US president spoke to reporters at his Doonbeg golf club in Ireland on September 13, on the sidelines of the Irish Open, after a call with Vladimir Putin. "Mr. Zelenskyy has to do one thing. He has to stop knocking out diesel fuel in Russia," he said. "We spoke to Mr. Zelenskyy about it. There are plenty of other targets. Don't hit diesel fuel, because that's hurting, that's hurting the world." The remarks were reported by the Associated Press. Neither the White House nor Kyiv has added anything to them.
It is the first time Washington has publicly asked Kyiv to call off a part of its deep-strike campaign, and it puts a price on what this monitor has been tracking since June. Ukrainian drones have pushed Russian refinery runs to their lowest in more than two decades, and as IntelliNews reported when the campaign turned on the civilian economy, each side is now aiming at what the other sells rather than what it fields. The diesel Russia no longer makes is diesel the world no longer has. The US national average pump price for diesel passed $6 a gallon for the first time on September 12.
Kyiv's answer arrived within hours. Overnight on September 13 Ukraine's General Staff recorded fires at two refineries, and the night after that, drones reached Sochi.
The cost of the refinery campaign
The data analytics firm Kpler puts Russian refinery runs at 3.80mn barrels a day for July 2026 to date, which it describes as the lowest in more than 20 years. Refined product exports ran at 1.2mn b/d in the same period, against 1.6mn b/d in June and 2.3mn b/d in July 2025. Between March and July, Kpler estimates Russian gasoline output fell by 175,000 b/d and diesel and jet output by about 350,000 b/d. Its August and September figures are forecasts rather than outturns and are not used here.
The firm also draws a distinction the strike tallies tend to blur. About 4.3mn b/d of Russian refining capacity, close to 58% of the total, was either attacked or in downtime in mid-July, but Kpler estimates only 1.5mn to 2.0mn b/d was effectively offline. A refinery that has been hit is not the same as a refinery that has stopped.
AP's own account of the Trump remarks attributes the diesel squeeze substantially to the Iran war rather than to Ukrainian strikes alone, citing International Energy Agency figures showing Gulf net diesel exports in August at just over a quarter of their February level. The president's attribution to Zelenskiy is therefore contested by the context of the story that carried it.
Two more refineries, and a named plant
Ukraine's Defence Intelligence claimed the strike on the Slavyansk-EKO refinery at Slavyansk-on-Kuban in Krasnodar Krai, saying operators of its Active Operations and Unmanned Systems departments hit a key oil-processing installation and the tank farm in a joint long-range operation. The General Staff records a fire. No source states a shutdown, a run cut or an output loss, the operator has not commented and no Russian official body has acknowledged damage. The plant's capacity is given two ways and the discrepancy is not resolved here: the Kyiv Independent puts it at about 5.2mn tonnes a year, United24 at more than 4mn tonnes. The Krasnodar Krai operational headquarters said falling debris damaged a gas pipeline in the residential Slavyansk district.
The second strike matters for a different reason. Ukraine's General Staff has now named the TANECO refinery at Nizhnekamsk in Tatarstan, Tatneft's plant of more than 16mn tonnes a year, about 1,200 km from the Ukrainian border, and says a tank caught fire at 03:22 local time. The September 13 edition of this monitor could record only an unnamed enterprise in the Nizhnekamsk petrochemical zone, because the identification then rested on the monitoring channel ASTRA and Telegram posts and no Ukrainian body had claimed it. That gap is now closed. Russian regional authorities reported two killed and twelve injured, figures the Kyiv Independent says it could not verify, and on the Tatarstan account the deaths were not at a plant. Rosaviatsia restricted flights at Nizhnekamsk, Kazan and Bugulma.
A third item upgrades an earlier entry. The General Staff confirmed on September 13 that the September 11 strike on Rosneft's Saratov refinery damaged an ELOU-AVT-6 primary oil processing unit and a section of main pipeline. Damage to a crude distillation unit is materially more than the fire previously recorded, though it remains a Ukrainian military claim and Rosneft has not commented.
Sochi burns, and Moscow names nothing
Russia's defence ministry says air defences intercepted and destroyed 399 Ukrainian drones over eleven regions and the Black Sea between 20:00 Moscow time on September 13 and 08:00 the following morning. That is a claim, not a count, and it is the largest single-night figure Moscow has published this month.
At Sochi, the Krasnodar Krai operational headquarters reports five people injured including a child, one of them hospitalised, and three private houses damaged. Mayor Andrey Proskunin announced the drone threat at 02:13 and the all-clear at 06:02. Rosaviatsia closed Sochi airport from 22:37 to 08:28, about ten hours, delaying 79 flights, 35 departures and 44 arrivals; Krasnodar airport was shut from 23:37 to 07:01 with 16 flights delayed. In Rostov region, where about 50 drones were claimed destroyed, a power line was damaged in the Myasnikovsky district, leaving 30 private houses without supply.
That power line is the only economic asset any Russian official source has named for the night. No refinery, depot, fuel storage, port or substation appears in any official account of the Sochi raid, and Ukraine's military has not claimed it. Monitoring channels reported large fires around the city and initial claims of damage to the Bocharov Ruchey residence; the Kyiv Independent states it could not verify those reports or the extent of any damage, and no Russian official has confirmed them. They are recorded here as seen and not used. The fuel-depot attack on Sochi on September 3 and 4, which did damage a Lukoil-linked facility, is a separate event and is not folded into this one.
Six months of no tiles
The sharpest corporate consequence of the week landed on September 14, when the ceramics maker Cersanit's press service described what a Russian jet-powered drone did to its plant at Zviahel in Zhytomyr oblast on the night of September 12. The strike caused serious damage to the facility including key elements of the ceramic tile production cycle, the company said. Production is halted, and restoration will require at least six months. All employees on site were evacuated safely and nobody was killed.
That statement closes an open item. When the plant was struck, regional administration head Vitaliy Bunechko confirmed only that an enterprise with foreign investment had been hit and declined to name it; the Cersanit identification rested on Forbes Ukraine citing eyewitnesses, and the company, the administration and the Polish government had all said nothing. The company has now spoken, and what it describes is not a fire but a plant out of the market until spring.
The Odesa figures point the same way at national scale. Infrastructure Minister Mykola Kalashnyk said that after July 22, cargo handling at the ports of Greater Odesa fell more than fifteenfold, and that since the start of the full-scale invasion 1,173 port infrastructure facilities and 274 civilian vessels have been damaged or partially destroyed. Ukraine is looking for alternative routes, he said, primarily via railways and the Danube ports. The drone war shifted to the ports in the summer and has not shifted back. At the Yalta European Strategy conference in Kyiv on September 12, Economy Minister Oleksandr Kravchenko put damage to infrastructure and fixed assets from Russian air strikes at close to $10bn this year, the combined cost of the attacks and the de facto blockage of the ports at about 1.5 percentage points of GDP, and export revenue at risk at about $40bn. Those figures originated with Reuters.
Moscow names the companies it hit
Russia's defence ministry published on September 13 the most specific corporate target list it has issued in this campaign. Via TASS, it said it struck the Palma, Raben-Ukraine and Odesa-22 logistics centres in the city of Odesa, a Nova Poshta centre at Illichivka, a logistics centre at Usatovo and the Bloom centre at Teplodar, and a dry cargo vessel at the port of Odesa, describing all of them as holding or distributing cargoes for the Ukrainian army. Raben-Ukraine is the Ukrainian arm of the Polish-headquartered Raben Group; Nova Poshta, which TASS renders as New Post, is Ukraine's largest private parcel carrier.
The ministry gives no damage description, no fire and no casualty figure, only that the sites were hit, and neither Raben nor Nova Poshta has commented. No Ukrainian authority has confirmed any of the six. What the Ukrainian side does describe for the same night is consistent in outline without confirming any target: Euromaidan Press, publishing State Emergency Service imagery, reported 24 people injured including two children and large fires at warehouses across the region.
The grid before winter
A Russian drone killed an electricity worker in Sumy oblast on September 14. Oleh Hryhorov, head of the regional military administration, said the drone struck the crew's service vehicle in the Konotop district while they were repairing grid infrastructure damaged in earlier attacks. The dead man was a 53-year-old driver; a 50-year-old electrical technician was hospitalised.
Ukrenergo said at 10:36 Kyiv time that morning strikes had caused new power outages in Zaporizhzhia, Sumy, Kharkiv and Dnipropetrovsk oblasts and that crews were restoring supply where the security situation allowed. It named no facility and gave no consumer count. The grid operator also said no scheduled restrictions were planned for September 14, and that consumers off supply in Mykolaiv oblast were off because of heavy rain and thunderstorms rather than shelling, which are two different things and are kept apart here.
The United Nations Development Programme's administrator, Alexander De Croo, told the BBC on September 13 that Ukraine enters the cold season from a "very weak position". Russian strikes are hitting "gas stations, shopping malls, and business centers, but above all, energy infrastructure, transmission lines, and similar assets," he said. "There is absolutely no justification for this." He warned that damage to heating plants, electricity networks and municipal utilities could disrupt water supply, heating systems and sewage networks, and that if temperatures fall towards minus 20 Celsius the compounding damage would create conditions "bordering on a humanitarian catastrophe". Moscow has tried to freeze Ukraine into submission in each of the past three winters. On the other side of the ledger, First Deputy Prime Minister and Energy Minister Denys Shmyhal says Ukraine met its baseline winter gas storage target a month early, with 14.6bn cubic metres in store by late August, and the government has allocated UAH6.8bn ($152mn) to grid repairs, backup generators and blast protection.
Weapons and technology
Zelenskiy gave the week's volumes on September 13: about 2,100 strike drones, 78 missiles and 1,700 guided aerial bombs. "A significant portion of them are specifically jet-powered Shaheds, with which the Russians are trying to break the economy and destroy people's lives," he said. He gave no interception figures and did not define the seven days.
The two nights either side of that statement show how uneven the tempo has become. On the night of September 12 to 13 the Ukrainian Air Force says Russia launched 453 drones and that 405 drones and four S8000 Banderol cruise missiles were shot down or suppressed, with 13 locations struck. The following night it counted 108 drones launched and 85 destroyed or suppressed, with hits at seven locations it did not itemise. A fourfold swing inside 24 hours is consistent with Ukraine's Defence Intelligence assessment that Russia alternates between firing and rebuilding a stockpile it put at about 6,200 Geran drones in August.
Two much larger figures are circulating for the September 12 to 13 night, of 863 drones launched and 741 downed, sourced only to an unnamed "Western sources analysis" relayed by a monitoring account. They are roughly double the Air Force's own tally on every axis and are not used here. A separate claim of "over 800 drones, 751 downed" now recirculating dates from September 7 2025.
The most consequential development for anyone reading these tallies is what has stopped being published. Since August 13 the Ukrainian Air Force no longer gives ballistic missile launch or interception counts in its morning briefings, a restriction announced by its spokesman Yurii Ihnat; only a monthly aggregate survives. Drone counts continue nightly in full. Any statement that no ballistic missiles were fired in a given period now has to carry that caveat, because the silence is a reporting decision and not necessarily an absence.
On propulsion, Russia's jet programme has crossed over. Defence Intelligence puts Geran-4 and Geran-5 production at about 3,000 units a month against about 2,800 for the piston-engined Geran-2 as of August, the first month the jets have led. Militarnyi reports Geran-5 drones deployed near Oryol flying at 500 to 600 km/h against about 180 km/h for the Geran-2, on a launch system a Russian Telegram analysis group describes as about 80 metres long. That last figure is a monitoring claim and is labelled as one.
Ukraine's own long-range programme got a rare piece of performance data. An open-source analyst working as Harbuz, cited by Ukrainska Pravda, says that of 23 verified FP-5 Flamingo launches, six reached their targets and only two hit the facility aimed at. The manufacturer Fire Point, an interested party in any judgement of its own missile, reported production of three missiles a day as of March 2026. The publishing outlet's own headline figure of 33% contradicts the counts in its text, and the counts are used here instead. Kyiv's hunt for air defence ammunition has run in parallel with the build-out of its own strike systems all year.
The money moved on September 11. EU Defence Commissioner Andrius Kubilius said the European Commission had approved EUR6.1bn for Ukrainian air defence, drones and missiles, including the purchase of American PAC-3 interceptors for Patriot systems. The size of the next tranche is reported two ways, at EUR4.7bn and at EUR4.3bn, and the discrepancy is unresolved. At the first council meeting of the EU-Ukraine Drone Alliance the same day, Kubilius put European drone production at about 1.5mn units a year against Russian output of up to 10mn FPV drones and 130,000 jet-powered drones. "We need design cycles in weeks, not months, and countermeasures that keep pace," he said. His jet-drone figure and Defence Intelligence's 3,000 a month are plainly counting different things and are not reconciled here.
On autonomy, the UN High Commissioner for Human Rights, Volker Turk, told the Human Rights Council on September 7 that he was "horrified" by reports of fully autonomous drones allegedly deployed by Russia that killed three Ukrainians, and added: "I join calls for the urgent prohibition of weapons that can take lives without human involvement." The incident behind that was on July 6 at a filling station in Zaporizhzhia, where a Molniya-2 drone running an Nvidia Jetson Orin minicomputer killed three civilians, according to Ukrainian investigators who examined the wreckage and were reported by the New York Times on August 24. Turk was reacting to reports and said "allegedly"; no independent forensic body has verified the assessment.
Arson and sabotage in the EU
No new arson or sabotage incident connected to the war took place in the European Union or the United Kingdom in the period covered by this edition. The table below is unchanged in length for the first time since it was created, and that is worth saying plainly rather than padding with older events. Two existing cases did move.
In Bulgaria, the date of the fire at the EMCO ammunition depot near Gorni Varpishta in Gabrovo region is now settled as the night of Friday September 11, on Gabrovo provincial governor Kristina Sidorova's account that it began around 23:00 and spread between stores. Interior Minister Ivan Demerdzhiev says the authorities are not ruling out outside interference and has ordered an inspection of every ammunition depot in the country. That is a refusal to exclude an explanation and it is not an attribution. EMCO, which owns the destroyed stock and is an interested party, says the fire was sabotage and that human error is completely ruled out, and it names nobody. No prosecutor's case, arrest or charge has been reported. The minister's position has shifted since a fire at the same company on August 10, after which he suggested external factors were unlikely.
In Germany, the formal attribution already in the table hardened. Chancellor Friedrich Merz said on September 6 that his government's September 1 conclusion that Russia was responsible for the Leipzig airport drone incidents is "clear and legally sound". Interior Minister Alexander Dobrindt has announced mobile anti-drone units for nine cities, Frankfurt am Main, Munich, Hamburg, Berlin, Stuttgart, Dusseldorf, Leipzig, Hanover and Cologne, and a national "Cyberdome" described as a distributed digital sensor network. No cost figure and no timeline were published, and this is an announced capability rather than a demonstrated one. No suspect has been named, arrested or charged, so a state-level attribution stands with no criminal case behind it. Russia denies involvement, and Foreign Minister Sergei Lavrov said on September 6 that the German accusations are "by and large, the start of a real war".

Two economies, one stalled front
Russian forces make further gains in Donetsk region, with fighting continuing around key towns on the front line. Sources: ISW, AEI's Critical Threats Project, BBC (21:00 GMT, 8 September).
The ground war has barely moved. Russian forces are still grinding at the Donbas fortress cities, and the map above, drawn to September 8, shows a front line measured in kilometres rather than regions. It is against that stalemate that both sides have spent the past week taking apart what the other sells, ships and switches on.
The pattern this week was unusually legible. Ukraine hit refining, Russia hit logistics and the grid, and for the first time the United States put a number on the side effect and asked one of them to stop. What Trump did not say is what Kyiv is supposed to hit instead, and the record of the past 72 hours suggests Ukraine has not gone looking for an answer: two refineries on the night of the request, and Sochi on the next.
Cersanit is the more instructive item. A tile plant is not a strategic target by any reading, and it is out of production until spring. Ukraine's economy minister has put this year's physical damage at close to $10bn and the cost of the port blockade at about 1.5 percentage points of GDP. On the Russian side the equivalent number is a refining system running at its lowest in more than 20 years and a diesel market the US president says is hurting the world. Neither side has yet shown a sign of concluding that the exchange is not worth making.
