Croatia unveils €1.68bn climate social plan targeting vulnerable households

Croatia’s government on February 20 presented a €1.68bn Social Plan for Climate Policy for 2026-2032 aimed primarily at vulnerable households, energy-poor citizens and small businesses facing higher costs from the green transition.

Environment and Green Transition Minister Marija Vučković said at a public consultation at the Croatian Chamber of Commerce that the plan would be financed through the EU’s Social Fund for Climate Policy, including €1.26bn from the new emissions trading system (ETS2) and €420mn in national co-financing, also sourced from ETS2 revenues. She described it as Croatia’s largest financing instrument to date dedicated exclusively to vulnerable and energy-poor households and micro-enterprises.

“This Fund and this Plan are an opportunity for us to better connect our efforts aimed at increasing energy efficiency and reducing greenhouse gases with the needs of those who are the most vulnerable in our society,” Vučković said.

The plan includes 12 measures, among them the renovation of more than 5,000 family houses and over 200 apartment buildings in assisted areas, investment in affordable housing, the purchase of 80 electric buses and 300 electric vehicles for people with disabilities, and €270mn for battery and hydrogen trains.

It also foresees the creation of at least 10 energy communities and on-demand mobility services to improve access to essential services.
