OdaLies


A 7 million dollar program is cut because the Minister doesn't like it spending less than a million on advocacy. Even though her department mandarins recommend funding Kairos, she cuts the entire program. Claiming it did not meet CIDA objectives, pardon me, it was CIDA that recommended they continue funding Kairos as they had for forty years. Whose objectives did Kairos offend why the Harper Government (c) (tm) (r) of course.

And then she says it was her idea....falling on her sword for the PMO.


While at the same time she cut their funding Jason Kenney delivers a speech in Jerusalem, denouncing Kairos as anti-Semitic. Because they support the call for Israel to end its occupation of Palestine, funny that it is a UN Resolution.

And it was all her idea, yeah sure, this is the same Minister who cut funding to Women's Groups the Conservatives opposed.

Instead of funding advocacy groups, Oda said taxpayers' dollars should go toward programs that " help women in their daily lives, to help them in their communities."


She is the PMO hatchet cutting funding to groups that the PMO considers liberal or left wing which they term; 'advocacy', That they do it is to be expected, that they cover it up with the claim that the groups don't meet their funding objectives is a weasel way out. That the Minister claims it was her idea, is also a denial that this is Harper Government (c) (tm) (r) policy.

Ms. Oda said Friday she personally rejected the Kairos application because it did not fit with CIDA’s objectives. While the application for funding contained some positive elements, there were also some aspects that were of concern.

“For example, over $880,000 was to be used for advocacy, training, media strategies and campaign activities here in Canada,” Ms. Oda told the committee. “I believe this is not the best way to spend public funds intended to help those living in poverty in developing countries.”

Around the same time, Kenney made a speech in Jerusalem, calling Kairos anti-Semitic and hailing the government’s funding cut to the group as evidence of the Conservative battle against anti-Semitism.

KAIROS’ officials also testified on Friday, saying they have asked for an apology from Kenney for calling the group anti-Semitic. Oda, for her part, said Kenney didn’t talk to her about his speech or the funding decision and she learned of his remarks through the media.

In another letter to be published here tomorrow, a writer “commends” the government for cutting funding to KAIROS because it allegedly gets money “funneled” to it by Status of Women Canada which “promotes feminist ideologies, pro-abortion agendas and ‘reproductive rights’.”


Another salvo from the anti-abortion community won’t detract from the seriousness of what Oda has done. It does, however, recall the Tory government’s insistence on tying Harper’s noteworthy policy on overseas aid to women and children to prohibition of birth control.


Modern birth control methods will serve to greatly reduce sexually transmitted diseases racing through parts of the underdeveloped world. Soaring birth rates in those areas threaten to destabilize the world’s ability to feed, house and care for billions living in poverty. This does not seem to matter to Harper.


If KAIROS’s sin in his eyes, and Oda’s, is having worked to educate the Third World to life-saving help, it does not deserve to be cut off by Ottawa.

Prime Minister Stephen Harper has been accused of systematically undermining women in this country by stripping their advocacy groups of tens of millions of dollars and targeting those critical of his government’s anti-abortion stance on the world stage.

In the past two weeks, the federal government has ended funding to 14 women’s groups, including a non-governmental agency that was funded by the Canadian International Development Agency (CIDA) for more than 30 years.

Which, in a way, applies to Kairos, a gaggle of mainstream Canadian Churches, and Liberals, NDP and Bloc Quebecois politicians, outraged over the Tory decision to zap the group’s $7 million annual gift from Canadian taxpayers.

They are outraged that the Tories have also looked in a mirror and have seen Kairos for what it is - a radical, pro- Palestinian movement with a decidedly far- left political agenda.

Like any group, of course, they are entitled to believe whatever they want. But they aren’t entitled to do it with public money and the government has every right to say so. During the 1970s, 80s and 90s, successive federal governments routinely dispatched multi-million dollar cheques to prop up radical left-wing advocacy groups purporting to represent the interests of Canadian women.

United Church moderator Mardi Tindal, for example, wrote to International Cooperation Minister Bev Oda last week saying she was “dismayed” by the government’s decision, adding that Kairos “has also had its good name attacked - again with no credible explanation.”

Oh, there is an explanation. Kairos was outraged in late 2009 when Immigration Minister Jason Kenney accused it of playing a leadership role in a movement to boycott, divest and sanction Israel for its supposed human rights abuses against Palestinians.

Kairos flatly denies this - and its denials are echoed by its many apologists. The facts, alas, belie their claims of innocence. Just as the United Church general council meeting where Tindal was elected moderator in 2009 also criticized Israel - but not its’ apparently peace-loving neighbors - and encouraged its congregations to “study, discern and pray” and undertake anti-Israeli initiatives, “which may include economic boycotts” (against Israel), Kairos has consistently been critical of Israel while conveniently turning a blind eye to the murderous actions of its neighboring enemies.

Kairos, to cite just one example of its anti-Israeli penchant, openly promotes a campaign against Canadian companies “doing business in Israel or the Occupied Palestinian Territories (that are contributing directly or indirectly to violence, occupation or other human rights abuses in the region) ..

Now if she ain't guilty why does she look guilty, wearing her sunglasses during question period...what was that about lying eyes....Meanwhile yesterday Rona Ambrose played blocker during question period, hiding Oda from the cameras.....Guess because Rona is Minister of Women.....a position Oda once held, when a hatchet-woman was needed to cut funds to women's groups that were deemed too liberal by the Harpocrites and as ordered by the PMO. With her new position as Minister of CIDA the PMO decided that the church funded Kairos was too liberal and too activist, so once again their hatchet-woman did the deed and cut Kairos funding...only she could not justify the cuts...so she lied to Parliament about it.
Some speculate Mr. Harper’s protection of Ms. Oda, however characteristic of his government, may be compounded by another factor: The opposition alleges the decision to modify the memo originated in the Prime Minister’s Office.


Or maybe they sunglasses are a surrogate for her need for a smoke while refusing to answer questions from the opposition or reporters......

CIDA Funds Child Labour In Afghanistan

We are fighting for women and children in Afghanistan say the Harpocrites. Shouldn't these kids be in a Canadian funded school?

Outside the hospital, Senlis members travelled to the construction site of a new bridge funded by CIDA.

But workers told the group they had no accident or medical insurance, and footage of the visit appears to show children working on the bridge.

Canada's new development minister, Bev Oda, called the findings overly simplistic. But in an interview with CTV News, she didn't dismiss the report.

"I can't say whether they're right or they're wrong," she said.

About this, or about reports of children being used as police/soldiers on Canadian PRT highway projects in Kandahar, or the existence of child brides.

CIDA's biggest success yet has been to fund Timmies in Kandahar.

For Oda it appears that her new job has meant going from the frying pan into the fire. From cutting women's programs in Canada to providing funding for phantom programs in Afghanistan.

"As far as the accountability of the dollars, I am quite confident that the dollars we're committing to support Afghanistan is beneficial. We have real results that we can show," Ms. Oda said.

The reality is that reconstruction is still NOT occurring according to this March 2007 Report for the Canadian Defence & Foreign Affairs Institute
Reconstruction in Kandahar is woefully insufficient. For security reasons there are few civilians engaged in aid and development in the province, and NGOs are leaving because of the same concern for their safety

Reconstruction has been very slow in the south. The food aid distribution system has failed, causing a severe famine. Much of the population of southern Afghanistan is alienated from ISAF. Unless these circumstances change, the Canadian mission in Kandahar will become less and less acceptable to the local population. Time is not on NATO and Canada’s side.

RATING CANADA’S DEVELOPMENT ASSISTANCE IN THE SOUTH TO DATE

With Canada’s major military commitment in Kandahar, one would expect to see a comparable level of humanitarian assistance, and where possible, development assistance. The CIDA expects to spend up to $20 million this fiscal year in Kandahar (of the planned $100 million aid disbursement across the country) to be delivered primarily through the PRT. It will disburse even more next year in coordination with the relevant local Afghan ministries. Canada also contributes to the Afghan National Programs that benefit Kandahar Province as well as the rest of the nation.

Foreign Affairs and International Trade Canada (DFAIT) is spending approximately $10–14 million in Kandahar this fiscal year through the PRT. The Department of National Defence (DND) also contributes through the Commander’s Contingency Fund on numerous smaller initiatives. The critical question is whether this is enough to reverse the situation in Kandahar.
The distribution of food aid is rarely monitored beyond Kandahar City; this makes food supplies and distribution networks in the province vulnerable to abuse and corruption and intensifies the political power of corrupt individuals and institutions based on their control over essential resources. The problem of corruption in Afghanistan has begun to receive acknowledgement by donors and is consistently flagged by Afghan civil society organizations as a major concern. But little has been done to address the causes of corruption at all levels of government – such as the insufficient salaries of civil servants and police – and in the aid industry, or to put in place monitoring and accountability systems to punish those perpetuating corrupt practices.

Development goals are also hindered by the understandable reluctance of international and local NGOs to operate in the region owing to endemic insecurity. Humanitarian workers have been threatened, attacked, and killed in the southern provinces; project sites are vulnerable to sabotage and attack by insurgents, and they receive little direct protection from the ISAF troops operating there, as they have other priorities. Numerous Afghan organizations (such as the Danish Committee for Aid to Afghan Refugees [DACAAR]) have halted all operations in the south, as have large international agencies like Oxfam. In the south, one in four children will die before the age of five, 70 percent of children are malnourished, and 2.5 million people are in urgent need of more food assistance, as estimated by the World Food Programme (WFP).

Bev Oda's Midnight Madness

Bev Oda is the Conservative State Nanny;

You know that Midnight Madness Sidewalk Sale at your local mall, well she now defines that as part of Canadian Culture, and says it qualifies for a grant from the Conservative Government. No really.

Taxpayer sponsored sales on socks, toilet paper, those little coin purses, etc. etc.

This is as dumb as their funding lung cancer.

Mr. Charlie Angus (Timmins—James Bay, NDP):

Mr. Speaker, newspapers in the heritage minister's own riding have raised the question of abuse of office over this new sponsorship boondoggle. They point out that three weeks ago the minister went to the Lake Scugog Council to talk about how to spend the $30 million in festival funding. At the same time, she was telling the member for Windsor West that she had no idea of the festival funding. It gets worse. When confronted by local journalists, she suggested that a local midnight madness sale was a prime example of a good festival.

Are we talking federal dollars for a sidewalk sale? What kind of pork barrel bamboozle is she trying to pull?

Mr. Speaker, once again, we have that member making false accusations on unfounded speculation. When I appeared before council, I explained that we indicated an intent for a festival program in the budget. I was very proud to share elements of our budget with my local council.

I also explained that we were doing a consultation for many types of festivals, such as midnight madness, and looking for criteria so we could meet the needs of the communities, not only in my riding but across the country.

Mr. Speaker, is she consulting with The Brick, Leon's and Zellers as well? Her problem is that she cannot keep her storyline straight.

Last October, for example, she relied on a senior broadcast executive to raise political funds on the eve of a major broadcast review. In that scandal she had to cancel the fundraiser and the Treasury Board president committed that every cheque would be sent back. Now we find out that a whole series of cheques from last October were cashed, and the list reads like a who's who of the broadcast industry.

It is the Pinocchio principle. The more she talks, the worse it gets. Why will she not just come clean with the House and say why she did—

Conservatives Soft On Porn


Since the Conservative Government denied Telus the chance to become an Income Trust they have turned to a new source of profit; cellphone porn.

And what do we hear from the Party in Power that once accused Paul Martin of being soft on kiddie porn?

Nada, nothing, silence.

After all for laissez faire Industry Minister Maxime Bernier it's just another choice in the telecom market place.

As for the Minister in Charge of the CRTC; Bev Oda, well like the Canadian Television Fund it's probably a matter best left up to the CRTC.

Are we shocked at the pervasive liberalism of a supposedly social conservative Law & Order party now governing us?

Not really after all its just a matter of realpolitik, just like their promotion of lung cancer with tax breaks for Big Tobacco.

Anti-Intellectual Tories

Remember this; "There's been a lot of research," Oda says. "So when you look at millions of dollars that has gone to studying, we believe that now is the time to start doing something about the facts that we know."

Well its the same argument John Baird used in the House yesterday justifying cuts to environmental research in Canada.

Northern Climate Exchange + -

Mr. Speaker, the greatest impact of climate change in the world is on Canada's Arctic.

The Conservatives have claimed they are now finally concerned about the impacts of climate change, but on March 31 the government will close the Northern Climate Exchange which does important tracking and research both nationally and internationally. Why is the government again turning its back on the north?

There is still time for the minister to reverse his ridiculous decision. Will he commit to do that today?

Mr. Speaker, the government recognizes the importance to act on greenhouse gas emissions. Climate change is having a huge effect not just on Canada, but particularly in our Arctic.

However, this government believes that the time has finished to talk about things, to study things, to reach into promoting things. The time has come to act. That is why this government is taking real action on climate change reduction. We introduced equal energy initiatives, more energy efficiency and more clean energy.


The Reform/Alliance/Conservative party has always had a bee in its bonnet about academic research, along with their pals in the National Citizens Coalition (NCC), Harpers former employer.

When they were in opposition MP John Williams published an annual review of government waste, which often focused on humanities research grants to academics.

And now they are the New Government in Canada they refuse to fund academic research that conflicts with their social conservative agenda.

When the Tories take 'action' it results in cuts to vital ongoing research.

Tories Promote Lung Cancer


The most common form of cancer associated with smoking is lung cancer. And women suffer from lung cancer more than men.

And women and girls smoke more than men and boys.

Remember this;
Oda insists her government will instead fund organizations and programs she says more directly affect women.

I guess that explains why the Tories gave a half million they saved from cuts to the Status of Women to Big Tobacco.

After all cigarette smoking directly affects women.

And they could say they were promoting women in politics;

Sources said the break -- worth about $500,000 -- is aimed at the constituency of Immigration Minister Diane Finley, who is thought to be in some danger of losing the next election.

Yes, I know I could have said this was classic pork barrel politics but Olaf said it so much better.

And the Tories are once again on message;

"It's an issue of tax fairness," said Dan Miles, communications director for Mr. Flaherty.

We all know what that means.
